00:00In this context, President Gustavo Petro demands that his U.S. counterpart correct his failed truck policy,
00:06ascertaining that it is based on false data.
00:09Petro made their remarks within the framework of the desertification process unilaterally decided by Washington.
00:15From the Industrial University of Santander in the northeast of the country,
00:20the Colombian president again cited data related to seizures and refined that previous administrations manipulated the figures.
00:27In this context, Petro explained that while arrests were confirmed,
00:32those administrations were aware that more hectares of coca destined for narcotics were being planted.
00:39President Petro also stated that the so-called war on drugs implemented by the United States
00:45has failed a trail, has blessed a trail of death both in the U.S. and in Colombia.
00:57Meanwhile, also in Colombia, the Special Jurisdiction for Peace,
01:02a transitional justice body created in the context of the 2016 peace agreements,
01:07issued the first sentences against members of the former FAC-EP guerrilla group
01:12in the context of what was the armed conflict in the country.

01:18The Special Jurisdiction for Peace issued its first restorative sentence for the seven top leaders
01:27who made up the former secretariat of the now-defunct FAC guerrilla group,
01:31which found them responsible in the so-called macro case 001,
01:35related to hostage-taking and kidnapping,
01:38crimes against humanity committed between 1993 and 2016,
01:42and perpetrated in the context of the armed conflict,
01:46whose victims exceed the more than 4,000 accredited by the Special Jurisdiction for Peace.
01:54In which the appearing parties are held responsible and consequently,
01:57are imposed the maximum penalty applicable in this model of justice that is,
02:02eight years of penalty taking into account their acknowledgement of their responsibility
02:05and their exhaustive and detailed contribution to revealing patterns and policies,
02:10but also taking into account the seriousness of the crimes
02:13and the highest level of responsibility they held in that organization.
02:22This legal determination imposed by the highest court of transitional justice
02:28was announced after the highest commanders of the former FARC,
02:32recognized in the related events and contributions to the truth
02:35that do not involve imprisonment, but rather social actions, and work with victims.
02:44We accept the resolution of conclusions as part of the recognition of the pain of the victims
02:49of reparation and of reconciliation.
02:50We understand that this process that is beginning is complex and unprecedented for Colombia,
03:04and that we will have to develop very sustained actions to be able to guarantee
03:07the recognition of the pain of the victims.
03:09Representatives of human rights organizations and congressmen
03:18highlight the importance of this decision.
03:24It is a decision and a process that is unprecedented in the history of humanity
03:28and that will have what is going to happen in Colombia as its laboratory.
03:32So I believe that this is a substantial step forward for peace,
03:40for the victims, for restorative justice.
03:46In order to move forward on that long road to compensate
03:49for the enormous damage caused by the crimes committed in the armed conflict.
03:53The penalties stipulated revolve around social projects to compensate victims,
04:06humanitarian demining work, the search for missing persons,
04:09environmental and agricultural memory projects,
04:12exceptional restrictions on freedom and mobility.
04:15Some of the victims are not satisfied with the contributions to the truth,
04:19and their representatives see little clarity in specific aspects of particular redress.
04:28But the ruling fails to specify the penalty that each of these seven members
04:31of the former secretariat will have to serve, for how long, in which territory,
04:35and how many victims would specifically benefit from the implementation of these penalties.
04:39This restorative justice court was created following the 2016 peace process agreements
04:50between the government and the former FARC, EPP.
04:53It investigates, tries, and punishes the most serious crimes of the armed conflict,
04:59created to satisfy the rights of victims, offer them truth,
05:02and contribute to their reparation, with the purpose of building a stable and lasting peace.
