00:17with no surprise in who the constructors and contractors are behind the project in this report.
00:22When viewed from the outside, the Philippine Film Heritage Building in Intramuros, the building looks complete.
00:32But upon the inspection of the structure's interior, several parts are still left unfinished.
00:37According to Palace Press Officer Undersecretary Claire Castro,
00:41the project was handled by Great Pacific Builders and General Contractor Incorporated,
00:45owned by the Diskaya family, with a project cost of almost 108 million pesos.

01:20Castro also added that elevators did not meet quality standards, the same with emergency exits.
01:26Even the gutters in front of the building were improperly installed,
01:29causing water to flow directly to its main entrance.
01:32Castro said, this shows that it may not be only flood control projects that have defects.

01:51The building is a project of the DPWH, a gift from First Lady Liza Marcos to the film industry,
01:58which is why the First Lady was said to have been disappointed.

02:32kung bakit nagkaganito, kung wala silang valid reason,
02:35kung bakit hindi nila ito na-turn over ng tama at naaayos sa kontrata,
02:40pwede silang makasuhan unang-una, civil liability meron ito.
02:44Kung meron makikitang panluloko, eh hindi maikakailan na pwede silang makasuhan ng staffa.
02:49The Diskaya Camp, however, defended that Great Pacific Builders and General Contractor
02:54is no longer working on the cinema thick,
02:56because when the specifications were revised by the management of the Philippine Film Heritage Building,

04:11Another concern is how the second phase of the building will be completed,
04:15especially now that they have been stripped of accreditation
04:17by the Philippine Contractors Association Board.
