Statements by Minister Yvan Gil at the CELAC Extraordinary Meeting of Foreign Ministers. teleSUR

00:00Good morning, Foreign Minister from Venezuela.
00:16We want to welcome this urgent meeting of Foreign Ministers of the Community of Latin American
00:24States to go over an issue that you said at the beginning that calls us, that must call
00:34us to an important reflection and concrete action in this organization in defense of
00:42the zone of peace declared in 2014 by 33 members of this organization and that also has been
00:51reaffirmed in all meetings that came after.
00:56The zone of peace is a mandate that all state members of CELACS have and that invite us to
01:04carry out all necessary actions for its defense and consolidation.
01:11So we see as very opportune this meeting before the events that you were saying at the beginning
01:21of this important conference.
01:28Dear President and colleagues Foreign Ministers and representatives of all the countries, we
01:33must say that the situation that we are experiencing is something unprecedented.
01:39Since the missile crisis in the 60s, when regional peace was put at risk, we had not experienced
01:50something like this.
01:52We are saying that the United States has gathered military assets near the Venezuelan coast.
02:02We are talking about eight military vessels that have onto what we know, what we have seen in
02:13media and in declarations of the spokespersons of the United States, eight vessels with over
02:201,200 missiles on these vessels.
02:23Over 4,000 troops trained that they have announced that they are trained and ready to invade the
02:32sacred land of our homeland, the Bolivarian Republic of Venezuela.
02:36But what is even worse, we have seen also several statements from the United States, the presence
02:45in the Caribbean of a nuclear submarine with capabilities to launch nuclear weapons, which violates not only
02:58the zone of peace that I already mentioned, declared in 2014, but that it would also be violating
03:05the Treaty of Latelolco, that since the year 1967, is a treaty, a binding treaty, and a treaty
03:22that since 1971, the U.S. also committed to follow the protocols and respect this treaty.
03:32So I think the main issue of this conference is to preserve the zone of peace, to condemn and demand
03:40the immediate withdrawal of these military assets from our coast and the Caribbean Sea, and reaffirm
03:47their respect to the Treaty of Latelolco and the region as a zone of peace.
03:54I want also to mention that as an excuse for this deployment on our coast, they have used a completely
04:09false narrative.
04:11They have used a narrative pointing to Venezuela and our president, Nicolás Maduro, as leaders of an alleged
04:22drug cartel named Los Soles, the Sons, a cartel that has to do with drug trafficking in this region.
04:32And it's a narrative that has been dismantled by the U.S. own intelligence agencies.
04:44The report of the Department of State of the United States, the report of the United Nations for the
04:53Control of the Control of Drugs and Organized Crime, they have pointed in different occasions that Venezuela
05:02is a territory free of illegal crops.
05:06And this has been kept in time thanks to the struggle of our Bolivar National Armed Forces
05:12and the Bolivar National Police and all the deployment that the national government carries out,
05:19using vast resources and deploying important medias to control those illegal activities.
05:29Also citing this report from the United Nations, we can say, and it's something I want to share with all of you,
05:35that 87% of drug trafficking, of cocaine that comes from the production centers in Colombia
05:47and goes to the United States, 87% uses the Pacific route.
05:54And 8%, as we are seeing those reports, goes through La Guajira, and only 5% tries to go through our national territory.
06:18And of that 5%, we can show figures with pride that 70% is seized thanks to the operations
06:29that the Bolivar Republic of Venezuela carries out.
06:34This is not said by the Bolivar government.
06:37This is reflected in reports by the UN, in reports by the Department of State of the U.S.
06:44that contradicts their own policies and have been pointed out broadly by all communication media.
06:51So we want to communicate that the narrative that they want to employ for the deployment
07:03by the U.S. of these military assets is a narrative completely false.
07:09It's necessary that this organization, our community of Latin American and Caribbean states,
07:16comes out and condemns and demands the immediate withdrawal of these assets.
07:28And that's why we also support the statement that the pro-temporary presidency of Colombia has presented.
07:34I also want to say that in the name of the Bolivarian Alliance of our Peoples of America,
07:39Al Batisipi, that groups 10 member countries of this organization has also demanded the same consequence
07:49with what we have said.
07:52Conclusion, dear President, we support all actions that the Colombian Republic has proposed in their character of pro-temporary president,
08:07and we call on all the community, the 33 member countries, to take a step in defense of the zone as an area of peace.
08:20So any war conflict against Venezuela, using a false pretext as it is drug trafficking,
08:28when we have shown important achievements in this aspect, would signify truly a complete destabilization of the entire region.
08:44We have been accepted to carry out the defense of the homeland as much as possible.
08:50We have been accepted to carry out the defense of the homeland as much as possible.
09:07We have been accepted to carry out the defense of the homeland as mandated by our Constitution.
09:15Not a single aggression will be able to stop our progress, nor our plans for economic growth and prosperity for our people.
09:25And we, as you were able to see on different communication media, we are perfectly aligned.
09:34The Venezuelan people is united.
09:38Four and a half million militia men and women have enlisted for defense of our territory,
09:46for the defense of our sovereignty, and for the defense of the values,
09:51which are the sacred values that are on the UN Charter, the right to self-determination, sovereignty.
09:59And our President, Commandant-in-Chief of the Vodabaya National Armed Forces,
10:03has been very clear in providing instructions and concrete orders to achieve this.
10:09So, once again, we call on CELAC and all the regional actors to take on our responsibility to defend this zone of peace,
10:22the defense of the Treaty of Tlatelolco, and to put an end of this deployment,
10:31which is only reason is to threaten a sovereign people, a free people, a Bolivarian people, as it is the Venezuelan people.
10:41Once again, dear ministers and colleagues, we welcome the actions of President Gustavo Petro as pro-temperate president.
10:52And we hope that from this meeting, we can come out with the absolute rejection.
