00:13Attorney, magandang tanghali po, and welcome to the program.
00:16Thank you, sir.
00:17Siguro, para po maunawaan ng ating mga kababayan na nanonood,
00:21ano po ang legal basis ng pagdaraos ng taon ng National Crime Prevention Week?
00:26Ito po ay ang Presidential Proclamation 461 na ginawa po noong Agosto 31-1994 ni dating President Fidel D. Ramos.
00:36So, ayon dito sa proclamation na ito, every first week of September,
00:43ay ititinalaga bilang selebrasyon ng ating National Crime Prevention Week.
00:48Week lang, pero dapat buong taon siya.
00:51Actually, ano lang siya, highlight, para ma-highlight.
00:54So, speaking of highlights, ma'am, ano po yung activities na nakaline-up para sa linggong ito, September 1 to 7?
01:02Yes po.
01:03Actually, may shinare po ata akong if a flash, pero primarily today, ideally ang kick-off.
01:09Yes.
01:10Kaso nagkaroon ng bagyo.
01:13Pero, we were going to have a declaration of support from the different Metro Manila mayors
01:20for the crime prevention plans and activities for this week and for the 2025 National Crime Prevention Program.
01:29Kasi po ang ating tema, no, ngayong taon, ay ngayong taon for the National Crime Prevention Week is
01:36empowered local governments for safer communities and strengthening CSOP crime prevention practices.
01:44So, kaya po medyo naha-highlight po ang ating mga mayors sana.
01:48So, kaya po sila yung inibitahan po natin para pumirma sa declaration of support during our kick-off.
01:55Pero, ito na-move lang po siya.
01:58Ito na po yung aming program.
01:59So, mag-move lang po yung ating declaration of support signing this Friday.
02:03So, September 5.
02:04And then, the next day po tomorrow, we will be having a seminar at the school where we will be providing some lectures on crime prevention tips for our mga estudyante, yung mga youth, no?
02:19Kasi isa po sila sa mga vulnerable sa crime as victims and alam naman po natin na meron din po ngayong mga issues on decreasing the age of criminal responsibility.
02:29At matugunan po natin yun at mahadlangan kung ano po yung mga baka pwedeng gawing hakbang para mahadlangan nga po ang pagpunta sa krimen ng ating mga kabataan.
02:42And then, sa Wednesday po, medyo madami-dami, ano?
02:44So, Wednesday, may mangyayari po tayo sa umaga na community-based policing in Asia na webinar.
02:55However, kalahok po natin dito ay ang mga taga-Japan, Malaysia, at iba pa pong mga bansa sa region.
03:04Kasama na rin po, syempre, ang ating Philippine National Police to showcase their different strategies in community-based policing.
03:12This is in the morning.
03:14It will also be broadcast, live stream po sa aming Facebook page, NAPLCOM Facebook page.
03:21So, available siya sa public?
03:22It will be available to the public.
03:24Opo, although ang primary face-to-face, I think, or Zoom na audience niya are our regional office directors from all over the country and our police.
03:34But, magiging pong available po siya sa general public.
03:37And then, that afternoon, speaking of media, meron po kasing bagong PNP rule on media relations,
03:46safety of journalists, freedom of expression, and access to information.
03:50Alam naman po natin ngayon na malaki po ang role ng ating media and journalists po sa pag-i-insure ng transparency and accountability sa ating gobyerno.
04:05At, nire-recognize po ng National Police Commission at ng Philippine National Police yung ganito pong role ng media.
04:15At gusto namin mapas-mapaigting ang relasyon ng komisyon at ng kapulisan sa ating mga journalists.
04:23At, maprotektahan sila sa mga, siguro yung mga difficult circumstances kung kung may hostage taking or may mga protests.
04:35But at the same time, giving them some space to also do their job.
04:39Mahalaga po itong rule na ito, kasama po dito ang pag-prohibit sa red tagging at pagbibigay ng guidelines sa kung paano kinocover po yung mga sensitibong balita gaya ng gender-based violence.
04:57So, ito po, gagakaroon po kami ng orientation for Philippine National Police Public Information Officers and some media practitioners.
05:08Kasi yung pag-develop po nitong rule na ito, in consultation po with media practitioners po, inquirer, journalist, we had, we also had, I think PTV din, or PIA.
05:24We consulted the PIA and then, syempre, the police and yung mga mag-implement at mag-apply po ng rule.
05:33And then, Thursday, sa Thursday na, sige ma'am.
05:35Isingit ko lang, ma'am, napakaganda ng initiative na ito kasi noong August 30 Saturday was National Press Freedom Day.
05:43Oh, yes.
05:44So, every year, ginugunit niya yan.
05:46And the recently, PCO conducted a conference about, kasi nabanggit niyo na yung media security and then giving the journalists space to do their jobs na wala pong banta sa kanilang siguridad.
06:00So, napakaganda po ng initiative.
06:02So, we go to Thursday.
06:04Actually, opo, kasi I think ang Pilipinas yung isa sa mga pinaka-dangerous places to be a journalist.
06:09Kaya talaga po tinugunan po natin ang ito pong issue na ito para ma-prevent ang any untoward incidences at maprotektahan ang ating kalayaan na magpahayag at expression.
06:22So, on Thursday, meron naman po tayong research colloquium on madami po kasi na mga nagpo-police ay graduates po ng ating mga criminology schools.
06:33So, para po to improve and coordinate and collaborate with our criminology and other academic institutions,
06:44we are featuring some of the studies that these students from these criminology schools from around the Philippines, from Mountain Province.
06:53We have some from General Santos, their thesis on various crime and criminology topics such as, for example,
07:04their study on predisposing factors for cybercrime, which is one of the studies that will be presented by the Holy Trinity College of General Santos.
07:13We also have peacekeeping cultural mechanisms of the Kankane in the Mountain Province,
07:18which will be presented by representatives of the Mountain Province State University.
07:22And, yung mga ganun po na ano po ba yung mga pag-aaral natin na maaari baka magamit natin sa ating evidence-based policymaking in administering and overseeing the Philippine National Police and law enforcement in general.
07:39So, and lastly, on Friday, yung declaration of support with mayors and yung signing po.
07:44So, doon po siya naka-reschedule.
07:48But at the same time, meron po kaming community and service-oriented policing, parang recognition and documentation of yung mga efforts po ng ating local government,
07:59yung local chief executive sa mag-initiate ng community and service-oriented policing activities to prevent crime in their areas,
08:12in partnership with police and various sectors of the community.
08:18So, abangan nyo din po kasi ifa-flash din po yun, isha-share din po namin siya sa ating website, sa ating Facebook account.
08:27Magla-livestream din po kami or isha-share po namin yung recording.
08:30Actually, along with the orientation on media, the rule on media relations.
08:34Balikan ko lang yung theme, ma, medyo mahaba siya, hindi ko nasulat na maayos.
08:39Pero you are re-emphasizing the role of the LGU and the community in preventing crime.
08:45So, sa ngayon kasi, di ba, parang pinaiigting natin yung pagbabalik o panunumbalik ng tiwala sa mga police.
08:52Pero ano po yung role talaga ng komunidad in preventing crime?
08:56Malaki po.
08:57So, kasabay ng kaakibat ng local government, sila po yung sana nagtutulungan kasama ng kapulisan
09:07sa pag-a-identify ng mga problema na maaaring makakapagdulot ng kondisyon kung kaya nagiging desperado ang mga tao
09:16para mag-commit ng crime or nakaka-identify ng mga opportunities.
09:20For example, madilim sa ganitong kalsada, dito madalas nagkakaroon ng nakawan,
09:26or an example of one of our community and service-oriented policing programs,
09:34is there is a community, for example, where there is high incidence of incest rape.
09:40Based on community and academic, actually, partnership with the local government and the police,
09:45they noticed that most of the cases were in impoverished households,
09:53na isa lang talaga yung room for all the family members and the children and the girl child.
09:58So, one of the interventions that the local government, in partnership with the police, of course,
10:04and the community made was to identify vulnerable families and build a separate room for their girl children
10:15to ensure yung may privacy siya, may security, and actually also this extended to communities
10:22wherein yung public lang ang bathrooms, kasi doon din napansin ng community
10:26through a shared consultative problem-solving and planning process na itong mga public bathrooms
10:35kung saan mas may chances of yung unattended yung batang babae,
10:39so, nagkakaroon ng opportunities for abuse, nahahadlangan kasi gumagawa na sila ng,
10:47yung project is magde-develop ng mga private facilities for bathrooms and comfort rooms.
10:53So, yung pag-a-identify ng problema, pagre-reklamo, pakikialam,
10:59at pakikipag-ugnayan sa lokal na gobyerno at sa kapulisan,
11:05isa pong matindi at importante na role po ng ating komunidad ang bawat mamamayan
11:13sa paghadlang sa krimen at pag-tulong sa pag-enforce ng batas.
11:20Mahalaga yung sinabi niyo, dinugtungan niyo, attorney, na makialam pero makipag-ugnayan after
11:25kasi yung iba nangingaalam lang, but we stop there.
11:28Yun lang. Sa mga tamang mga proseso at paraan,
11:34kaya po nag-share nga din po kami ng mga reporting information
11:39kung saan kayo pwedeng makipag-ugnayan at dumulog para maghanap ng tamang tulong
11:45at proseso sa pag-address po ng mga problema.
11:48Pero importante rin pong makialam.
11:50Di ba usually sinasabi, ay, away pamilya lang yan, huwag kayong mga ano.
11:55Pero importante din nga pong makialam.
11:56Kasi doon napapansin kung ano talaga yung root ng problema.
12:00Opo.
12:01Balikan natin yung celebration this week, ma'am.
12:04So, bukod po sa Napolcom, bukod po sa PNP,
12:07ano pa po yung mga ahensyang tumutulong to make this week's celebration happen?
12:12Actually, sir, yung nag-guess nyo kanina, isa po yun sa member ng aming technical committee on crime prevention and criminal justice.
12:21And member din po siya actually nung tumutulong sa aming pag-develop ng crime prevention program.
12:26And ito pong National Crime Prevention Week activities.
12:29I think it was the National Commission of Senior Citizens.
12:33So, one of them, they're one of our government partners.
12:37So, bali, various criminal justice pillars are represented in the technical committee on crime prevention and criminal justice,
12:47which develops the crime prevention program every year together with the Napolcom.
12:52And they are made up of representatives from the Ombudsman, from the Sandigan Bayan,
12:59from DOJ, from the Bureau of Corrections, from the Pardons and Parole Administration,
13:07from the, we have representatives also from the PNP, of course,
13:13in our Directorate for Investigation, our Police-Community Relations, our Anti-Cyber Crime Group,
13:22also the DICT and their Investigation Arm.
13:26And then, we have PDEA, and we also have the DepEd, DSWD, so, whole of government po.
13:34But at the same time, meron din po tayong representatives from the community sector.
13:39Kasi nga po, diba, gusto natin iingganyo po ang komunidad,
13:44ang mga bawat mamamayan na makihalahok sa paghadlang sa krimen.
13:48So, kasama po natin ang Foundation for Crime Prevention,
13:52na Crusade Against Violence, League of Cities of the Philippines,
13:58so, yung mga mayors po natin, and local governments.
14:01We have, this year, we have Women and Gender Institute of Miriam College.
14:05We also have the Institute for Governance and Law Reform of the UP law,
14:10and yun nga po yung ating senior citizens and the like po.
14:13Maganda yung nabanggit nyo na may representation yung senior citizens
14:19kasi sila'y madalas na bubudol.
14:22Whether yung traditional budol, or ngayon, since we're living in a digital age,
14:29yung mga cybercrime.
14:30So, ano naman yung sinasabi o tinatawag attorney na triad of crime?
14:35So, ito po yung tatlong elemento na parte ng pagde-develop,
14:42yung inaalam natin na factors in relation to developing crime prevention strategies.
14:48So, these are the factors that promote crime,
14:51such as what is the motivation of someone to commit a crime?
14:55Kahirapan ba ito?
14:56Kawalan ba ng options?
14:59Or, baka nagkaroon ng opportunity?
15:01Ito lang ba ang naisip niya na paraan?
15:05Or, ito na at ito, nagkaroon ng pagkakataon?
15:08Or, is it, dahil meron siya talagang makukuhang reward na hindi niya talaga makukuha otherwise?
15:19So, yung triad of, so it's opportunity, the motivation, and the reward.
15:25So, ang pag-develop natin ng strategies ngayon is to determine how to prevent those motivations
15:33o kung kahirapan is it to provide better livelihood or access to government services.
15:38Kaya, community and service-oriented policing ang approach natin.
15:41Is it opportunity?
15:43So, that's why we need intelligence from the community na,
15:47what else services do we need to address to ensure safety in our communities?
15:53And, yung, for example, like anti-money laundering or partnership,
15:56yung how do we prevent criminals from getting the reward that they get from committing their crimes?
16:03So, yun po yung, parang part siya po ng pag-formulate ng mga programa at strategies for crime prevention.
16:11Parang, kailangan na nga isa pang episode para lang i-discuss itong triad of crime
16:16kasi dito natin mauunawaan kung bakit siguro nangyayari yung mga krimen
16:20at kung bakit recurring siya.
16:22Pero, balik muna tayo ulit sa celebration this week.
16:27Mensahin yun na lamang po sa ating mga kababayan na nanunood at nakaabang po
16:31dun sa mga sinabi niyong mga symposium, mga seminar,
16:35at po yung iba pang activities lined up for this week.
16:38So, sana po ay makilahok po tayo sa aming mga activities.
16:45Kung hindi po kayo makapag-attend mismo sa aming mga ceremonies or celebrations,
16:54kahit sumama lang po kayo, malood lang po kayo sa aming website,
16:58sa aming Facebook page na magla-livestream po ng aming mga webinars,
17:02ng aming mga orientation on the new rule on media relations
17:10and mga ating closing ceremonies.
17:13But beyond that, kasi nga, gaya ng nabanggit ni Aseg kanina,
17:18ang crime prevention ay hindi lang sineselebrate at pinapractice sa isang linggo.

17:24Kaya, isa pong very easy and very simple na pwede pong gawin ng bawat mamamayan
17:30to help us celebrate the National Crime Prevention Week is
17:33maging maalam, kunyari sa mga posibleng mga krimen na nangyayari sa inyong kapilagiran
17:40o ang mga ibang tao o biktima sa inyo na maaring naging biktima ng krimen,
17:45at makialam.

18:11at kung sa tulong nyo,
18:14mayroon po tayong mapipigilan na krimen,
18:18corruption man yan,
18:20abuso man yan,
18:21scam man yan,
18:23so makipag-ugnayan lang po tayo,
18:26makialam.
18:26So, maraming salamat.

18:30makialam pero makipag-ugnayan din sa otoridad.
