NSW Premier Chris Minns announces the $4.2 million to pilot programs for young people at risk of interacting with justice system.

00:00Everything we possibly can to divert that young person away from crime.
00:04And secondly, not treat juvenile justice as if it's a punitive program because we don't want it to be.
00:11This is all about rehabilitation, getting kids on the right path and letting them know that the world's their oyster.
00:16Let's say that today we're announcing a $4.2 million two-year trial program for two initiatives.
00:23One, the Cockatoo Initiative down here in the Riverina, and the second one is a program that's run out of Penrith called My Path.
00:31And the idea behind this initiative is to look at at-risk youth, particularly as we heard between the ages of year five and year six,
00:41who might be exhibiting some troubling signs that might be as a result of trouble at home, a breakup in the relationship between parents, the death of an elder.
00:50And as a result, that initial spark can see really a spiralling of behaviour that we want to intervene in early before there's an interaction with the criminal justice system.
01:03The truth of the matter is we've seen a lift and a rise in incarceration rates, particularly for at-risk Indigenous youth across New South Wales.
01:13Partly that's as a result of the government's changes to bail laws for young people across New South Wales.
01:19I have to acknowledge that. That's the truth.
01:22It's not a long-term solution, and we don't want to arrest our way out of our challenges for at-risk youth across regional New South Wales.
01:30Or Dubbo.
01:31Yeah, well, the truth of the matter is that we're putting an enormous amount of money into programs run out of Moree, you know, tens of millions of dollars.
01:39And, in fact, we've been criticised for focusing on the youth crime issue in Moree.
01:45So I think this was an attempt by juvenile justice and New South Wales government to identify some other programs in Western Sydney and the Riverina that we can start backing.
