00:00Mayor Benjamin Magalong disclosed that President Marcus Jr. reacted strongly after being handed documents on anomalous projects.
00:08He also noted the President's resolve to address these irregularities as the DNR also committed to act against projects without proper environmental clearances.
00:17Rod Lagosad reports.
00:20Angry and disappointed.
00:22This is how Baguio City Mayor Benjamin Magalong described President Ferdinand R. Marcos Jr.'s reaction after he personally submitted documents related to anomalous projects.
00:33I was assessing him. Talagang he has the determination, he has the conviction.
00:39He's very much committed to make sure na before matapos yung kanyang terminos, something should happen.
00:46Something should really happen na maramdaman ng taong bala.
00:49It was actually a brief of all the projects na we found it anomalous with irregularities such as yung rock shed, tapos yung mga rock netting.
01:05He said the documents he submitted included photos and the costs of these projects.
01:09According to Magalong, most of these projects were in Benguet and not just in Baguio City.
01:14Magalong explained that the costs were similar to other projects implemented in other parts of the country.
01:18He also showed the President a road he referred to as the road that leads to nowhere, which he said was built without any consultation.
01:25And every time we call for the DLBWH, hindi ayaw magpakita, hihingi kami ng dokumento, ayaw rin magbigay ng dokumento.
01:34Kaya na mga binanggit ko kay Presidente na parang meron silang sariling republic, at kung may mga projects sila sa either sa siyudad o sa probinsya ng Benguet, wala rin maayos na konsultasyon.
01:48Meanwhile, the Department of Environment and Natural Resources will go after projects including flood control projects that have no environmental compliance certificate and were not subjected to environmental impact assessment.
01:59If they are violating the laws on this, we will have to take action against them.
02:09According to the Department, violations of the ECC are administrative cases and under Presidential Decree 1586, each violation carries a fine of P50,000.
02:18And because many of these projects have already been completed...
02:21The DENR continues to promote its project transform program in partnership with LGUs and even the private sector to mitigate the effects and prepare for calamities.
02:47On this front, an expert from UP Marine Science Institute suggests the use of permeable pavements which could be particularly helpful in urban areas like Metro Manila.
02:57Which we can apply even in parking lots.
03:03In other countries, yung mga permeable pavements, they use that for roads.
03:09So pwede pa rin natin magamit yun para masipsip ng lupa yung maski a little bit of the water.
03:20Alongside this, expansion of drainage systems is also a big help in managing heavy rainfall.
