Under Australia's looming first formal treaty agreement, Victoria's elected Aboriginal body will be given powers to create new institutions. The First Peoples' Assembly says it plans to create a new education facility to boost the skills of Aboriginal people across the state.

00:00Victoria's First Peoples Assembly has announced it expects to establish a new First Peoples
00:07Training Institute through Victoria's incoming state treaty.
00:12Victoria is Australia's most progressed jurisdiction on treaty.
00:16It's expected the first statewide treaty with Aboriginal people will be signed before the
00:20end of the year.
00:22And this detail that the First Peoples Assembly, which is an elected Aboriginal body who's
00:27been representing Aboriginal views in the negotiations of treaty in Victoria, is expecting to be
00:33given powers to create its own institutes, like the proposed First Peoples Institute.
00:39The First Peoples Institute will be a way that we as First Peoples can make sure we're building
00:44on the existing skills and capability of our community to fill all the key leadership roles
00:48that are going to exist in the treaty era.
00:50As well, we know under the upcoming treaty that the First Peoples Assembly will be made
00:55permanent.
00:56We will be given additional powers as well, but the full details of the treaty and the
01:01cost remain confidential.
01:04While we understand that the agreement is in the final stages of being prepared, it's expected
01:09in the coming weeks a bill will be introduced to Parliament, which will pave the way for the
01:13legislative changes required for the upcoming treaty.
01:17Treaty is now opposed by the Victorian Liberals in Victoria, but the Labor Government is pushing
01:22ahead.
01:23And we will be sure to get more information on the true details of this proposal in the weeks
01:28to come.
