Jeremy Rockliff has won a key backer as he fights to stay in power, with Independent David O’Byrne offering his support to help the Liberals form government. It comes as the Premier offers another policy concession to the crossbench ahead of a parliamentary vote on Tuesday. The Liberals say they'll pause any expansion of salmon farming while an independent study is conducted, angering the industry.

00:00Tasmania's salmon farms have long stirred debate. Longtime backers of the industry, the Liberals, are now entering the fray.
00:10It is a sensible pathway to ensure that Tasmanians have confidence in a very important industry for Tasmania.
00:19The government's pledging to halt marine expansion of the sector, while an independent study is carried out.
00:25To examine existing and proposed monitoring environmental standards and compliance, disease and antibiotic use, and the impacts of the industry on public waterways, the environment and infrastructure.
00:38It's the latest policy concession made by the minority Liberal government in recent weeks, as it tries to firm up support from the crossbench, ahead of a no-confidence motion when parliament returns.
00:50This is a good compromise. The devil is always going to be in the detail. I think it's a very good start.
00:56This is not the end. This is just one step towards cleaning up our waterways from the impacts of industrial salmon farming.
01:04But industry workers say it's a betrayal.
01:07We had a commitment that was made just six weeks ago, demonstrating 100% support. We wake up today and that has gone.
01:15Labor isn't following suit, not budging from its stance that it won't horse trade.
01:20They said that it wouldn't trade out on greyhounds, they wouldn't trade out on forestry, they wouldn't trade out on salmon workers. And I mean, who says what's going to be tomorrow?
01:26This is not something that the industry should fear. It's actually something that the industry should embrace, and embrace the fact that we are wanting to support the industry become better.
01:39With only 14 seats, the Liberals need at least four backers to survive Tuesday's parliamentary vote and continue to govern.
01:46Premier Jeremy Rockliffe can now count on at least one vote, with Franklin Independent David O'Byrne today offering support, as he did in the last parliament.
01:55I feel that the Liberal Party, led by Jeremy Rockliffe, is the only party that will be able to form a workable majority on the floor of parliament.
02:06With time ticking down, Labor's window is closing.
02:10It doesn't look great at the moment, but never say never, and we will work right through to the end.
