Texas House Speaker Dustin Burrows told fleeing Democrats they are responsible for overtime for DPS.

00:00Members, the roll has been called and again a quorum is not present. What this
00:05means first, we cannot take up the critical flood response legislation
00:11scheduled for our floor today. Bills that would deliver and help families and
00:16communities who've lost their homes, their businesses, their livelihoods, and
00:21in some cases their loved ones. As I stated yesterday, the Department of
00:27Public Safety is keeping track of every taxpayer dollar that has been spent in
00:32their effort to compel our colleagues' attendance. As of today, the amount is well
00:39over six figures in just overtime. We have travel and operational costs that are
00:45being tracked as well. Under Rule 5, Section 3 of the House Rules, those absent
00:51members will be responsible for paying all of this back. If the devastation our
00:56Hill Country communities, the Texas Constitution, and their mounting debt
01:01aren't enough to bring them back today, they should yet again be reminded this is
01:07not going away. The work is not going away and the pressure on them will only grow.
01:14Since we do not have quorum today, members present are not going to be punished and
01:21they're going to be able to go home to their districts Wednesday and Thursday. But if it
01:28looks like quorum may be reached, be within six hours of the Capitol and be on call to
01:34return. I expect everybody on this chamber, in this chamber, every member to be here
01:41again Friday, physically in their seats and present.
