00:00Finally, today, Dr. Greg Bonin will file House Bill 3, the House's priority
00:05legislation for flood recovery and infrastructure funding, developed after
00:1025 hours of testimony from Texans whose lives were upended by the July 4th floods.
00:16To those in California, Illinois, New York, or Massachusetts, wherever you may be,
00:22hear this. The bill cannot be referred to committee without a quorum. Every hour
00:29you remain away is time stolen from those Texans in need. Each one of you knows
00:37that eventually you will come back and we will pass the priorities of the special
00:43session on the call. But with each passing day, the political cost of your absence
00:48is rising and it will be paid in full. For the members' presence, I expect everyone
00:55to be here on Monday at the absolute latest. DPS is in the field to execute these
01:01warrants. Should they lead to the civil arrest of our absent colleagues over the
01:06weekend, you are on call. You will need to be available to return to Austin with a
01:13minimum of six hours of notice.
01:19Members, the call of the House remains in force. Under House rules, the House may
01:25adjourn from day to day. While I will call the House to order in a pro forma session
01:30tomorrow at 11 a.m. unless you receive a call to be here tomorrow because of DPS's
01:35good work, I will provide written permission to be entered in today's journal
01:39for each member registered as present during the session to leave the chamber
01:43and return 1 p.m. Monday. Members present today do not need to return until at 1 p.m.
