00:55is called the Defense Reciprocal Act.
00:57And basically, it's the Department of Defense cutting the deal with some country
01:01on reciprocal military equipment, back and forth.
01:06Sometimes it's parts and pieces or other things.
01:09Sometimes we're sending off HIMARS or whatever.
01:12There is a mechanism set up under law that would require
01:15that the Department of Defense consult with the Treasury Department,
01:19Commerce Department, with the Trade Rep, and a couple of others.
01:23Routinely, the Defense Department doesn't do that.
01:27The result of that is that the great make it America, buy America,
01:30America first agenda kind of gets pushed to the side.
01:33So this amendment would require that the Defense Department
01:37follow the procedures, involve the other agencies,
01:41get the full reading, and I'm out of time.
