00:00The Chair now recognizes the ranking member of the subcommittee, Mr. Crowe, for any comments he'd like to make.
00:07Thank you, Chairman. I wanted to begin by extending my thanks to Chairman Jackson for being just an incredible partner in this process.
00:17In a challenging time in this Congress where folks see a lot of dysfunction and things not working well,
00:24I can tell you that it was smooth and inefficient and we worked hand-in-glove throughout this process
00:29and we're completely committed to making sure that we did right by our special operators.
00:33And that's no small part to the other members of this subcommittee as well,
00:37many of whom have personal experience, have served in special operations forces like I have,
00:44or have family serving. This is a very personal mission to us, one that we are committed to.
00:49You know, as the Chairman said, this mark is an impressive piece of work.
00:55It accelerates research, development, and procurement of innovative technologies for our special operations forces.
01:00It ensures the department will have the authorities to properly conduct counterintelligence investigations
01:05to protect us at home and abroad. It improves security cooperation efforts by including language
01:12that would ensure the department can use security cooperation funds over multiple years,
01:17which are essential for more complex cases. So it does a lot of very impressive things,
01:22but the bottom line is it's centered on the people. Intelligence and special operations is all about the people,
01:30and this mark does that very well. So I do want to reiterate the Chairman's thanks to the incredible staff,
01:37Will Johnson, Katie Quinn, Mark Morehouse, Alex Egelhardt, Craig Green, Austin Richards,
01:44and my personal national security advisor, Rachel Everett, for working very hard to create a great product.
01:50They really are the magicians behind the curtain that make all of this happen,
01:55and we're grateful for your professionalism, your hard work, and helping put together what is a really incredible mark.
