00:51And hindi lang malalim ang kanyang pagunawa,
00:54pero pinupondohan pa rin niya.
00:56So he obviously understands it, but he also puts the funding that it requires.
01:04Malaking bagay po ngayon sa administration na ito na nag-uusap-usap po ang education cluster natin.

01:17ang DTI, ang DOST, ang Dep-Dev, kagaya ng masabi mo.

01:35ano ang mga pangunahing programa naman natin para matulungan na ating mga estudyante
01:38sa pagtaak ng career na makakuha ng dekalidad na trabaho?
01:42Actually, what we have now is, kagaya rin ang nasabi ni Pangulong BBM,
01:50unti-unti ho natin ini-embed ng TechVoc sa senior high school.
01:55At meron ho tayong free assessment ngayon
01:58para ang senior high school graduate po ng TVL track,
02:03na Technology, Livelihood, and Vocational track,
02:06or TechPro, ang bagong tawag ni Sexani,
02:12ay makakaroon po ng kanilang NCs.
02:15At at the same time, ang gusto ho natin ay may seamless pathway po tayo
02:21na pwede ho kayong mag-NC ng TESTA
02:25at magtrabaho ng konti and learn while you work
02:29at hindi ho sarado sa inyo ang CHED or ang Higher Education.
02:35Kung gusto ninyong umangat palalo,
02:36ang inyong kaalaman.
02:38So, DepEd, TESTA, and CHED are coordinating
02:42to make sure na meron ho tayong seamless pathway at career progression
02:47para ang mga estudyante ay mabigyan ng mas maraming opportunities and options.
02:54Magtrabaho, mag-aral, magtrabaho ulit, magbalik-aral ulit.
02:58So that, gaya ng sinasabi ni SecRC,
03:04lalong maging productive po at more skilled ang ating workforce.
03:10Alam mo, Dale, para sa atin, kasama din yung TESTA,
03:13kasi lalo na sa DICT, tsaka DICT.
03:15Yung mga upskilling, kailangan din ho yan eh.
03:18Yung parang continuous education, continuous training.

03:27paano po ba pinapalakas ng TESTA yung pag-issue ng certification
03:31para sa kanilang skills?
03:32Ah, no, so we have been assessing and training as well
03:38DepEd teachers to become both trainers ng TESTA
03:44kasi iba ho ang training ng TESTA,
03:46iba po ang training ng DepEd, no?
03:48ng CHED, ng Education Pathway.
03:54Unique po talaga kasi ang tech voc
03:57in terms of the type of training that they conduct.
04:00So, marami ho tayong mga teachers na tinitrain.
04:03Marami rin ho tayong teachers na sinicertify
04:06na ginagawang assessors, which is the other pagkukulang.
04:10So, we have been able to assess around 170,000, 175,000
04:17senior high school graduates from 2024, 2025.
04:23And of them, mga 86% ata ang employment rate ng TESTA graduates in 2024.
04:35So, we're assuming and we're hoping na itong mga kababagong na assess
04:41ng senior high school this school year, this 2025,
04:46ay ganun din at least makaroon sila ng 86%.
04:50Ang passing naman natin, certification, is at around 90%, I think,
04:57of the senior high school students that were actually assessed were certified.
05:01Follow up lang, Jose, gano'n naman karami yung mga estudyante natin
05:07na bigyan ng national certification para naman mong makatulong sa kanila
05:10na makahanap ng trabaho?
05:11So, mga 150,000, I think, of the 170 students, no?
05:20So, 145,000, sorry, 145,000 were certified of the 170,000.
05:30Ang dami rin na aim.
05:34Pero sa pag-usapan naman natin yung test na best,
05:38o yung inyong eight-point agenda para sa pagpapalakas ng TVET,
05:43ano po ba yung steps na ginagawa para ma-enrich o mapalakas yung employability?
05:49So, part of the eight-point agenda is really to ensure that we have greater flexibility
05:56in the ways we offer the programs and the training of TESDA.
06:01Kasi sa totoo lang, sa bilis po ng pagbabago sa world of work,
06:06we need more flexible and adaptable, agile training systems.
06:13So, we are launching, or have launched rather, the micro-credentialing system.
06:18Kung saan po, pwede maging isang linggo, dalawang linggo,
06:25magkakaroon ka na ng unit of competency,
06:27masasertify na ang competency mo,
06:29at lahat po ng micro-credentials ay pwede pong i-embed towards an NC,
06:35para mabilis po ang pag-aaral ng ating mga estudyante,
06:40ng ating mga learners.
06:42At the same time, meron ho tayong tinatawag na enterprise-based education and training
06:47na nilagdaan ho ni Pangulong BBM last year, in November.
06:53Niro-roll out ho natin at ini-implement itong taon na ito.
06:57Where industry itself tells TESDA what kind of training they need.
07:04Para po yung job skills mismatch ay matugunan.
07:08And we can create programs specific to the enterprise.
07:13Magkakaroon po ng apprenticeship, magkakaroon po ng upskilling,
07:17para kung ano man yung skills na kulang ng ating learner,
07:21na hinahanap po ng industriya, mabilis po natin matugunan.
07:25So, in line with that, Kamusta naman yung pagkikipagtulungan natin doon sa industry,
07:30whether it's government or the private sector,
07:32para ma-align naman ho yung mga training nyo doon sa market, sa labor market natin?
07:39So, ang ano niyan is, nire-review ho palagi, regular naman ang review ng mga training ng TESDA,
07:46to see if it's still appropriate for the needs it's supposed to address.
07:51But at the same time, pinalalago ho natin, as I said, yung enterprise-based training
07:57at ang ating mga micro-credentials, pero meron din ho tayong convergence with Dole,
08:02with their pesos, with the public employment service offices.
08:09Yung kanila pong Philjobs.net ay ating ikinoconnect sa e-gov app po ng DICT.
08:16Nandyan na po ang Philjobs.net, nandyan na rin po ang TESDA.
08:20Kung hahanapin ho ninyo sa e-gov app, nandyan na po ang TESDA kung saan makikita natin
08:26ang mga certifications na pukuha ng isang TESDA learner.
08:31Magkatabi lang ho ata naman yan sa Philjobs.net portal na nandun din po sa e-gov.
08:39So I think the labor market intelligence system is going to improve even more in the next few months
08:48dahil all of us are in the DICT e-gov app.

09:03So doon ma-access po.
09:04Pati yung certification, apparently, nandun sa e-gov app natin.

09:09Nakalink yung TESDA and other agencies.
09:13Pero ano po ba yung steps na ginagawa ng TESDA para maging global competitive ang T-VET graduates?
09:22Madami yan.
09:24One is obviously we review our competency standards and make sure that they are appropriate to the global requirements.
09:36The second is actually, lagi ho kaming sumasali sa mga world skills.
09:42Sa totoo lang, world skills ASEAN 2025 will be here in Manila.
09:48TESDA po is the host for ASEAN at will be August 26 to 29 sa World Trade Center po.
09:57Where in fact, Filipino competitors in 32 skills domains will be competing against 10 ASEAN country delegates and competitors.
10:09So ongoing din po ang ating conversation with various institutions and governments, public and private institutions globally to make sure na ang ating training at ang NC na binibigay natin is appropriate din ho sa trabaho and expectations.
10:30Sa totoo lang, 40% of T-VET students are actually college graduates who have come back to TESDA in order to get their certification primarily because yun ho ang hinahanap overseas.
10:46So speaking of eGov app kanina and global competitive test ngayon ho, paano naman po tinitiyak ng TESDA na makakasabay ho sa teknolohiya o digitalization ang programa on skills training po, Sek?
10:59So meron kaming tinatawag na TESDA online, TESDA online platform. It's e-TESDA kung saan po gumagawa ang TESDA ng MOOCs, ng Massive Open Online Courses, link po to dun sa training regulation na meron ng TESDA.
11:17So these are free, you just register, you get an account at pwede nyo na pong i-access ang karamihan ng TESDA courses na meron kami.
11:28Meron din ho kaming mga convergence. We are in the middle of doing a convergence with the DICT-ICT Academy.
11:37Now, para po ang inyong cybersecurity, ang inyong AI training, ang data analytics, ay meron ding katuwang na TESDA training na mabibigay.
11:53And we can jointly help disseminate that training.
11:57Lastly, internal naman talaga sa TESDA, we are in the middle of a digital transition.
12:03We are cleaning up our databases and our processes so that they become quicker, faster, more agile, and digital.
12:14We will soon launch, as part of what was in the EGOV platform now, the skills passport.
12:22So ang sa ngayon, ang nasa EGOV is the parang resume pa lang.
12:25But slowly po, dadagdagan yan para maging completely functional hanggang trabaho sana may API tayo with Dole.
12:35And lastly, meron din ho kaming AI course builder para yung pag-design po ng training regulations,
12:44ang pag-design po ng assessment tools, ay may AI na ho kaming tutulong sa amin para siguro kalahati na lang
12:53ang time that it takes, or even less, to generate the kind of training plans and designs
13:02that TESDA has been trying to push all this time.

13:10Siguro, before we end, your message na lang to the public.
13:14And siguro, invitation din for them to make use of what TESDA has to offer.
