Home Secretary Yvette Cooper says she hopes to build up the new pilot scheme between the UK and France to return illegal migrants crossing the Channel, calling it a step toward stronger enforcement.

00:00This is a pilot programme. We expect it to build over time and we want to increase the numbers,
00:05but we need to test the processes because this has never happened before.
00:09And I think it's right that that principle of being able to return people who've arrived
00:13illegally by small boat, but to be able to take people in return on a one-for-one basis
00:19who've applied through a lawful process is the right one.
00:23Of course, we need to do it alongside stronger law enforcement, along other measures as well.
00:28But bear in mind, the Grease-Turkey returns arrangement only operated for a relatively short period of time
00:36but actually had a very substantial impact.
00:38So that's why we want to test this process and be able to build on it.
