The government of Daniel Noboa in Ecuador has reduced the number of ministries from 20 to 14, claiming greater efficiency. However, analysts argue that this measure lacks a solid foundation and is not part of a comprehensive plan for the country's development. While the administration insists it will improve service quality, it has not clarified the actual impact on public employment beyond the already announced 5,000 layoffs. As Noboa defends his decision, doubts are growing about the true motives behind these cuts and their consequences for the population.

00:00On July 24, the government announced the reduction and merger of different ministries of the
00:07state, leaving 14. The government spokeswoman stated that the objective is to improve the
00:11quality of service without giving clear details of how many layoffs this will imply within the
00:15public sector, apart from the 5,000 that were announced. Meanwhile, for President Daniel
00:20Noboa, his decision is correct. The state becomes more efficient, more direct, and also consolidates
00:30procedures so that it can better serve the people. The actions of the Ecuadorian executive have
00:40generated strong criticism. The first criticism is that the decision was based on a prescription,
00:46a request, from the International Monetary Fund to give way to the disbursement of loans to
00:50Ecuador, but it is not a conscious decision with a deep analysis, affecting the labor stability
00:55of families because the reduction of ministries implies a labor cutback. There is not a really
01:03technical vision of modernizing the state or really trying to make the state more efficient.
01:09What it is going to do is to produce this job instability for all of us.
01:13The issue is that public services are going to deteriorate because I do not see any reorganization.
01:24It has not been shown to say why these items are being eliminated. What is the criteria?
01:31To which he added that if the government had a clear and not an improvised explanation about the
01:36actions it will take on the merger of the ministries, the outlook would be different.
01:39For some analysts, one of the main concerns is the merger of the Ministry of Education with the
01:47Ministry of Sports, Culture and Heritage, along with the Secretariat of Higher Education.
01:53For example, the Higher Education Secretariat of the Ministry of Education is oppressed if the
02:00Ministry of Education has not provided a good service in relation to primary and secondary education.
02:05Imagine that it also takes charge of higher education. Then all these things will demonstrate
02:11and show that the public system will deteriorate.
02:17For analysts, Washington and Drede, the decision started from a sense of decline in public institutions
02:24as part of the first steps to the privatization of state affairs.
02:27What does this end up being? The pretext for saying that we need private investment, that health
02:36is neglected, and we need to privatize certain areas of health, which is what is also going
02:41to happen in the oil sector, privatize the oil sector and so on in all areas. In other words,
02:46there is an onslaught of an atrocious neoliberalism.
02:53Meanwhile, different social organizations have already begun to call for marches against the
02:59government's decisions. The objective of the protest is clear, to make the executive branch become aware
03:04and take a step back in its decision. They denounce that the people should be heard, and that the
03:08president should not only work in favor of his elite circle.
