00:18The building, once used as a homeless shelter, is located just opposite the Besso Street Police Station and Riverside Plaza.
00:25As Mark sat in the water seemingly unable to move, he was coaxed by fire officers who stood in the stairwell above him.
00:34Then one officer was lowered by his colleagues into the swirling brown water.
00:40A rope was tied around Mark's waist and the team of fire and police officers began pulling him out of the water.
00:47The man was brought down from the building and into an ambulance where he was medically assessed.
00:52Interviewed briefly by The Express, he said he was feeling cold.
00:58It is believed that Mark may have fallen into the water from higher up the East Rye River and was washed several feet downstream.
