00:00So today we have this press conference is to state out our positions to object on the Smart Selangor, sorry, Smart, sorry, Selangor Intelligence Parking System, yeah, SIP, we call it SIP.
00:16So I think this issue is not a very new issue. Indeed, our Member of Parliament for Paddling Giant Divisions, Parliament seat, MP YB Li Jianchong also object on it.
00:30So yes, I think he, as one of the MP in the government, if this MP also objecting their own government policies, it shows that the policy is very wrong.
00:44So some of his points, I think personally and from the MCA Youth, we quite echo on it.
00:51So this system actually is from the announcement until today is quite a lot of, how is it, the lack of transparencies, right?
01:02From the very first days, they say it might be implemented on the 1st August.
01:06Then now suddenly, a few days ago, I think they announced that, you know, it may be delays because of the contract is not finalised.
01:15So if something is not even finalised, why they want to announce, you know, all this thing is not finalised yet.
01:21Why they want to make it to the public? That's the very first questions that we have.
01:25Second thing is, I think it's the allocations of the revenues, the local council will be one of the big losers.
01:35Now, we are getting about 90% to the local council from the parking fees, all these revenues.
01:43But with the new structures, it means that around 40% go back to the local council.
01:49The rest is either go to the concession company and the MPI.
01:53Okay, so with the sudden drop of the revenues, what is the implications to the revenues, to the financial positions of these local councils?
02:04So who will make up the gap if there is a deficit?
02:09Is it means that they need to raise revenue from other revenue?
02:13For example, raise of our assessments, which has been raised a few months ago, right?
02:20So, then third thing, why they want to, you know, this is a pure revenues to the local council, why they want to give to a private company?
02:31And why can't they, I think one of the reasons they state is the efficiency, right?
02:36But if the efficiency is the issues, why can't they improve in terms of their internal personnel, in terms of procedures, and instead they go and delegate the work to external parties?
02:49Right? So if a reason, efficiency is the reasons, then you delegate to someone, then everything, you will use the same arguments, efficiency, I will delegate to some things, to some authorities.
03:03So, does it mean that if the government is not doing the right things, there are inefficiencies, you can delegate your government function to somebody?
03:13I don't think that's the right things to do.
03:15So, yes, we appreciate that the local council thinks that there is a lack of efficiency in terms of parking fee collections.
03:23Do something about it, instead of delegate to someone.
03:25So, I think for now, with so many uncertainty on this SIP, right, why don't we suspend on it first, and then announce all the, you know, contractual terms to the public, let the public to have access to it, right?
03:49Have some public consultations, listen to the people, revise the entire system, and possibly let the local council to do it themselves.
04:00Improve your efficiency, I trust the local council can do their job, we do need an external party.
04:05For now, we still lack a lot of information, please suspend it and listen to the people, the radyard in Selangor, right, and see,
04:16is there any way they can improve their internal efficiency and therefore to need to rely on the external party and safeguard the money that's supposed to be channeled back to the local council for the benefit of the local community.
