Delay the privatisation of public car parking lots in Selangor and form an independent committee to review the proposal.

Four Pakatan Harapan lawmakers – Petaling Jaya MP Lee Chean Chung, Selayang MP William Leong, Shah Alam MP Azli Yusof and Subang MP Wong Chen – urged the Selangor government to publicly disclose the terms and conditions of the Selangor Intelligent Parking (SIP) scheme and its commercial terms.

00:00So we, the members of parliament representing the four constituencies affected by the Selengok
00:04Intelligent Parking SIP scheme, namely Selayang, Petaling Jaya, Shah Alam and Subang, are united
00:12in our views. We call on the Selengok State Government and the PBTs to postpone the implementation
00:17of the SIP scheme and conduct a thorough review of its policy and framework, including adopting
00:23the best transparency and accountability practices. The proposed SIP prioritisation scheme raises
00:29legal, commercial and operational concerns. Overall, from the disclosed but limited information
00:37of the scheme, we are concerned that the scheme appears to be in favour of private interests
00:41over the rights and benefits of our PBTs and constituents. Under the current scheme, a private
00:47company stands to collect 50% of the revenue, MBI only 10%, while the PBTs who remain legally
00:54responsible for parking operations will only receive 40% of all revenue. On the surface,
00:59this revenue sharing scheme seems lopsided and need further detailed disclosures. In Petaling Jaya,
01:05for instance, the city is projected to face a revenue shortfall of roughly RM10 million from
01:10this scheme. We question why the installation of 1,800 units of in-situ cameras would cost RM200 million,
01:19or RM111,000 per unit. And as such, we will require a full breakdown of costs, including software,
01:27operational and maintenance. Ultimately, we will need the disclosure of the projected profitability
01:33of this SIP scheme. The residents and businesses have paid their rates and assessments. The local
01:39council's obligation is to promote the businesses and vibrancy of town and commercial centres by
01:44providing residents and visitors with convenient and safe parking lots. Therefore, parking charges
01:49must be affordable and fair. The objective is not for the local council to make a profit,
01:54but to serve the community. We therefore call on the state government to do four things. First,
02:00to postpone the scheduled launch on the prioritisation stated on 1 August 2025. And second,
02:06to fully and publicly disclose the terms and conditions of the SIP parking scheme. Third,
02:12to disclose the commercial terms and aspects of the SIP scheme, including the profitability of each
02:18party, namely for the private entity, MBI and PBTs. And fourth, form an independent bipartisan committee
02:26and start a complete review process of the SIP scheme, prioritising the needs of PBTs and
02:33our constituents.
02:34So, what they already have the parking system, the extension bubble lah. You nak buat CCTV,
03:02buat sendiri lah. To us, tunjuk dulu, baru kita komen lebih. Yang penting, kena postpone
03:09satu hari bulan, jangan jalan. Terus jalan.
03:11Dengan dikatakan bahawa ianya akan melibatkan teknologi yang terkini, sistem yang lebih baik,
03:18jadi sepatutnya pendapatan PBT mesti bertambah. Ataupun sama atau tidak boleh berkurang sama
03:24sekali. Sekiranya dengan adanya pensuasaan ini, menyebabkan kadar parking itu akan dinaikkan.
03:31Itu kebimbangan kita. Bila dia dilakukan secara transparent, kita pun boleh berpuas hati
03:35dan akhirnya menyokong ke arah penemani teknologi yang lebih baik, ke arah smart parking
03:44ataupun smart parking.
