During remarks on the Senate floor Wednesday, Sen. John Kennedy (R-LA) spoke about the Republican reconciliation bill.

00:00Let me say another word quickly about the reconciliation bill.
00:07You're going to hear so much about this, Mr. President.
00:10I've already heard a lot that the reconciliation bill that Congress passed was going to kill people.
00:18People are going to die.
00:20It's only going to help rich people.
00:24None of that's true.
00:26None of that's true.
00:26The bill that we just passed is primarily a tax cut.
00:34And taxes are not terribly complicated.
00:36When you tax something, you get less of it.
00:40Right?
00:41You want to stop people wearing wristwatches?
00:45I love wristwatches.
00:46I've had this one for like 30 years.
00:49But you want to stop people from buying wristwatches?
00:52Just pass a bill and it says every time you buy a wristwatch,
00:55you have to pay a $200 tax.
00:58Boy, that's going to be the end of wristwatches.
01:02Business is the same way.
01:03You want businesses not to expand?
01:06Tax the hell out of them.
01:08So they don't have any money to reinvest in their business.
01:11You want people to work less?
01:13Tax them.
01:14Take all their money.
01:16People are rational.
01:17They'll go, why do I want to work an extra 10 hours this week?
01:20They're taxing me.
01:22The government's going to take all of my money.
01:25So our bill is a tax cut bill.
01:27That's all it was.
01:29We passed the tax cut back in 2017, as you know, Mr. President.
01:35Those tax cuts would have expired at the end of this year.
01:39If we hadn't passed this bill,
01:41taxes on the American people would have gone up $4.3 trillion.
01:47Not billion, $4.3 trillion.
01:50It would have tanked our economy.
01:53Our economy would have gone down like a fat guy on a seesaw.
01:57And some of my friends say,
01:59oh, you only, you cut taxes on the rich.
02:02That's not true.
02:03That's just a lie.
02:04I mean, well over half of the tax cuts that we extended go to ordinary Americans.
02:13Working people, working moms, working dads.
02:17So the first thing we did was extend the tax cuts.
02:20We avoided $4.3 trillion worth of taxes.
02:24And frankly, everybody who voted against our bill
02:28voted to raise taxes on the American people
02:32in the amount of $4.3 trillion.
02:35That's just a fact.
02:38Our bill did some other things, though.
02:40We added some new tax cuts.
02:44We cut taxes on tips.
02:46Now, not everybody who works for tips is going to get a tax cut,
02:50but most people are.
02:52We cut taxes on overtime.
02:54Most ordinary Americans work overtime.
02:56We cut their taxes on overtime.
02:59We cut taxes on Social Security income.
03:03We cut taxes on some car loans.
03:07We extended the child tax credit.
03:12$2,200 for every child.
03:15That's important for most Americans.
03:18We increased the standard deduction.
03:23We strengthened Medicaid.
03:25One of the things we did is this rhetoric.
03:28It's really a lie, but I'll call it rhetoric going around.
03:32Well, they destroyed Medicaid.
03:35Medicaid is going to grow under our bill.
03:39It's just not going to grow as fast as it was.
03:42But 10 years from now,
03:44we'll be spending a minimum 20% more on Medicaid.
03:49Not less.
03:50More.
03:51You know what the biggest change we made to Medicaid?
03:55Work requirement.
03:58Now, the American people are the most compassionate people in the world.
04:02If you're hungry, we'll feed you.
04:04If you're homeless, we'll house you.
04:07If you're too poor to be sick, we'll pay for your doctor.
04:10We're generous people.
04:11But those who can't work should work.
04:17And we've got some people on Medicaid
04:19who are perfectly healthy.
04:22They're not disabled.
04:23They don't have young kids at home.
04:29I'm not talking about a mom with a sick child in her arms.
04:33They don't have minor children at all.
04:35They just don't want to work.
04:36They want to get Medicaid, but they don't want to work.
04:38Those who can't work should work.
04:42And all our bill does is saying,
04:44look, you can still keep your Medicaid,
04:47but if you can work, not if you're disabled,
04:50not if you're elderly, not if you're in a nursing home.
04:53If you're a healthy adult at home playing video games,
04:58you've got to go look for a job.
05:01And you've got to work at least 20 hours a week.
05:04Not 40 hours a week.
05:0620 hours a week.
05:07What's unreasonable about that?
05:11The other change, major change we made to Medicaid
05:14was some people, not most people,
05:19but some people when they sign up for Medicaid, they lie.
05:23They say, oh, I'm only making $25,000 a year.
05:28Well, in fact, they might be making $75,000 or $100,000 a year.
05:32I'm not exaggerating.
05:33I've seen that happen.
05:34What we've told the states is twice a year for all of our folks on Medicaid,
05:42you've got to check their eligibility.
05:45Make sure that they're not making more than they're supposed to,
05:48because Medicaid is not for everybody.
05:50What's wrong with that?
05:55What's wrong with saying to people,
05:57you're not entitled to Medicaid if you're not eligible?
06:01What's unreasonable about that?
06:04We're not killing people.
06:06We're trying to save Medicaid so that we can afford it for people who really need it.
06:12The other two things this bill did, and then I'll move on quickly to my other subject.
06:18It provided more money for border enforcement.
06:22Now, I know there are many people in America and there are many people in the Senate
06:25who believe in open borders.
06:28I respect that.
06:30They may not say it, but they do.
06:32They just think the border ought to be wide open,
06:35and they think that if you believe in secure borders, you're a racist.
06:41I don't agree with them, but this is America.
06:44They're entitled to their opinion.
06:45Most Americans don't think that.
06:47Most Americans want the border to be secure.
06:50They want to know who's coming in and out of their country.
06:53And this bill is going to provide the money to do that.
06:57The other part of our bill, as you know, Mr. President,
07:00provides much-needed money for our military
07:03because we live in a dangerous world,
07:08and I wish we didn't, but we do.
07:11And weakness invites the wolves.
