00:23But the resolution is designed to make them under U.S. law.
00:28Just to clarify, the bill says the Secretary of State must designate,
00:35shall designate Russia as a state-sponsored terrorism within 60 days
00:40unless he finds that the children have been returned.
00:43And then he can take the designation away if he finds later that they have been returned.
