00:34The results of the investigation not only point the finger at the owners but also expose

00:38a chain of complicity and omissions that spans municipalities, ministries and decades of

00:43false promises of safety.

00:46For months and up until hours before the collapse, there were explicit warnings about the deteriorating

00:57roof, falling ceiling tiles, debris and leaks, of which the club's managers were fully aware.

01:01Even so, they preferred to cover up the symptoms with patches.

01:04Continue the party and expose hundreds of people to a foretold death.

01:11But beyond the direct culpability of its owners and managers, there is an institutional responsibility

01:16that cannot be hidden.

01:18Where were the state agencies that are supposed to oversee and guarantee the structural safety

01:24of public spaces?

01:26There were the city councils, the ministries, the technical offices that should have verified,

01:31halted or shut down a clearly irregular operation.

01:36The nightclub was operating without proper permits, had undergone extensive renovations without

01:39technical supervision and even a critical structural column had been removed without professional

01:43evaluation or authorization according to the public prosecutor's office file.

01:50And yet, no one intervened.

01:53No one acted.

01:55This highlights a serious reality.

01:57Construction and land use laws exist on paper, but their enforcement is lax, discretionary or

02:03simply non-existent.

02:07The lesson is clear.

02:08The state does not strengthen, professionalize and rigorously enforce the systems for technical

02:12evaluation, surveillance and closure of construction projects under risky conditions.

02:16This will not be the last tragedy.

02:21Today is the jet set.

02:23Tomorrow, it could be a school, a shopping mall or any other place where due to institutional

02:29neglect and corporate greed, human life is at stake.
