00:00Hello, I'm Nicky Shiller. Welcome to the program. We start this out in Los Angeles.
00:04President Trump has ordered 2,000 National Guards into the city to counter escalating protests in a predominantly Hispanic district of the Californian city.
00:15It comes after a second day of clashes between residents of Paramount and Border Immigration officers trying to implement President Trump's policy to deport unauthorized migrants.
00:26Now, federal ICE agents use tear gas, flashbangs and batons to disperse the protesters.
00:34The White House border policy chief has gone to Los Angeles to personally supervise the operation, during which more than 40 migrants were arrested on Saturday.
00:43He warned that there would be zero tolerance of any violence or damage to private property.
00:48The mayor of Los Angeles, Karen Bass, said ICE was sowing terror in America's second largest city.
00:55While announcing the order deploying the National Guard, the White House said the administration has a zero tolerance policy for criminal behavior and violence,
01:05especially when that violence is aimed at law enforcement officers trying to do their jobs.
01:10These criminals will be arrested and swiftly brought to justice.
01:14The commander in chief will ensure the laws of the United States are executed fully and completely.
01:21Well, I want to show you some of the latest pictures from Los Angeles, and they come in the last hour.
01:26They show law enforcement officers wearing protective equipment, including helmets, coming out of the federal detention center.
01:36Now, several of them fire tear gas towards the protesters.
01:41And it also appears that some form of explosive stun projectiles, which are often described as flashbangs, are thrown.
01:49Now, this came after the LAPD issued dispersal orders in some parts of the city.
01:55They had said that the use of less lethal munitions had been authorized, saying they can cause pain and discomfort.
02:04Well, the protesters then did seem to pull back.
02:07And then law enforcement officers formed a line and they walked down the center of the road.
02:15You can still see those bangs going off, clearing the area.
02:19They were trying to establish a cordon.
02:23More tear gas and flashbang projectiles were thrown.
02:26Now, officers say multiple people have been detained for failing to disperse after multiple warnings.
02:33Well, in the last half an hour, President Trump has posted on his Truth Social platform.
02:38Let me read to you what he said.
02:40He said, great job by the National Guard in Los Angeles after two days of violence, clashes and unrest.
02:48We have an incompetent governor and mayor who were, as usual, just look at how they handled the fires.
02:54And now they're very slow permitting disaster.
02:57Federal permitting is complete, unable to handle the task.
03:01He goes on to say these radical left protests by instigators and often paid troublemakers will not be tolerated.
03:09He also says also from now on, masks will not be allowed to be worn at protests.
03:16What do these people have to hide and why?
03:18He says again, thank you to the National Guard for a job well done.
03:23We at the moment can't yet verify whether the National Guard have actually deployed to L.A.
03:30But earlier, one of the protesters described why they had come out onto the streets.
03:36Purpose was to peacefully tell them to not take our people.
03:40We overheard, it's been shared, that ICE had came to our towns.
03:45We're just here living, working.
03:47They stopped at Home Depot where they know that people are undocumented.
03:51So us as a community have came here to try to make peace so that they don't make families separate one another.
04:00And what did they do?
04:01They just started to attack us.
04:02We were peaceful.
04:03And all of a sudden, they started throwing bombs at us.
04:06I know a lot of us just unified together on the other side to not let the bus that was coming in with all the police.
04:15And then instead of them peacefully telling us to back up, they just started pepper-spreading us.
04:20There's a lot of women out there that have pepper spray.
04:23Well, let's put the area where this is happening into a little context for you.
04:28Now, Los Angeles, of course, is a huge, sprawling city with many different districts,
04:32with some of them predominantly populated by particular communities.
04:36Now, the Paramount District is about 15 miles inland from the Pacific Ocean and its beaches,
04:41and even further from areas like downtown L.A., Santa Monica and Beverly Hills.
04:47It is a predominantly Latino district.
04:50And despite the name, Hollywood's Paramount Studios are located more than 20 miles away.
04:56Well, our reporter in Los Angeles is Reagan Morris.
04:59She brought us this update.
05:00The area I am, there's a very large law enforcement presence.
05:05A lot of the protesters have either dispersed or moved on to other areas.
05:09But we can still hear flashbangs going off in the distance, and there were just some fireworks going off.
05:15One of the neighbors setting them off.
05:16But it's still quite tense.
05:18And just about an hour ago, we were walking from one area to another,
05:23and somebody threw a Molotov cocktail over the fence where we were.
05:27And the L.A. County sheriffs came rushing out.
05:30The guy's leg, actually, their pants caught on fire briefly as he tried to stamp it out.
05:34And they were trying to find out who was throwing Molotov cocktails at them.
05:38A flashbang accidentally went off next to the police, which made a lot of the protesters laugh.
05:42But then they just came in aggressively and moved people out.
05:45But we can hear it's still going on, and it moves around.
05:49And we're near an area where earlier today, a few hours ago,
05:53there was a very large presence of ICE agents, Immigration and Customs Enforcement, in unmarked cars.
06:00And we've been told by some locals that there are factories around here
06:03where some migrants are still locked inside, afraid to come out.
06:07And that's something we've heard not just over the last few days in L.A. County,
06:11but over the last few months, that a lot of immigrants who do not have legal documents to live here
06:17are living in fear, very real fear of being deported.
06:21Now, L.A. is what's known as a sanctuary city.
06:23Just explain what that means.
06:27Well, it's not just L.A.
06:29Most of California is a sanctuary,
06:31and it means that local law enforcement are not meant to cooperate with federal immigration officials.
06:37So if an undocumented immigrant, illegal immigrant, was arrested for shoplifting,
06:43when they get out of jail,
06:45the local authorities are not meant to tell Immigration and Customs Enforcement that,
06:49hey, this guy, you can pick him up and deport him,
06:51whereas that would happen in most places in Texas.
06:54So a lot of lines are being crossed the last few days, though,
06:58at least the perception of it,
07:00as people see local law enforcement fanned out on the streets
07:03after they were called in to help Immigration and Customs federal officials to protect them.
07:09But locally, a lot of people just think they blend it into one
07:13and see it as cooperation and targeting the immigrant community.
07:16How do you think President Trump ordering in the National Guard is likely to go down?
07:21We've already heard from Governor Newsom
07:23saying that it is inflammatory and will only escalate tensions.
07:27I think that that is what the governor has said,
07:33and that's what a lot of the local leaders are saying
07:35and people we've spoken to here today,
07:36that that would not be well-received in a lot of neighborhoods,
07:41especially immigrant.
07:42This is where I am in Paramount.
07:44It's more than 80 percent Hispanic.
07:46It's a very big immigrant community.
07:49So it will probably not be very well-received.
07:51We've heard from our partners at CBS
07:54that just in the last hour or so
07:56that Governor Newsom and President Trump
07:58spoke on the phone for about 40 minutes.
08:00We don't know the contents of that phone call,
08:02but maybe something has changed throughout that.
08:05We don't know.
08:06And this, of course, is all because of President Trump's policy
08:09to deport unauthorized migrants.
08:15Yes, that is part of the policy,
08:17whereas California policy is more often to protect migrants,
08:20whether they have legal documents or not.
08:22But, you know, California is the fourth biggest economy in the world
08:26and a lot of the agriculture sectors in particular,
08:30there's a lot of migrants working in those jobs
08:32that don't necessarily have legal status in the United States
08:35and California, and the economy really relies on them.
08:38So they do try and protect law-abiding migrants
08:42without proper paper, many of whom pay taxes
08:45and go to work every day.
08:46Reagan Morris in Los Angeles.
08:49Well, one witness to the protest that has been going on there
08:54over the last few hours spoke to a local reporter at the scene
08:56about what they had seen.
08:58We were at a stoplight on the other side of Paramount, right?
09:02Over there in Alondra.
09:03Went out of nowhere in the stop.
09:07Immigration agents' eyes, all that came, you know?
09:10They came dressed up in all their military gear
09:12and they stopped traffic.
09:14When they stopped traffic, we started noticing.
09:16And I told my girl, that's immigration right there.
09:19What they started doing was they went in front of a business,
09:23a negocio, and they started raiding it.
09:25They started bringing people out in vans.
09:27Once they started doing that,
09:29that's when everybody knew, you know, what was going on.
09:32And everybody was there in the traffic jam.
09:34Everybody, right?
09:35You're stuck in your car, in your vehicle.
09:37When they saw us looking at them doing all that,
09:40that's when they started throwing tear gas.
09:42Everybody was still in their vehicles.
09:45As soon as one of the tear...
09:49You said there was...
09:50Who was behind you?
09:52Behind us, there was a woman and her young daughter.
09:56She was around 13.
09:58I kept in touch with them, and as we speak, she's in the hospital.
10:01Because the tear gas bomb hit her right in the face.
10:03They were right behind us,
10:06taking notice that we're not there to protest.
10:09We were stuck at the light, right?
10:11But we're witnessing everything happening right in front of our eyes.
10:14The tear gas explodes.
10:16They come out crying out of their vehicle,
10:18and they can't breathe.
10:19They're literally on the ground, right?
10:21I have the video.
10:22I have the footage, right?
10:23And so what do you and your girlfriend do at that point?
10:25We get off, and we see everybody else getting off to record.
10:29Peacefully, we do not throw anything at them.
10:31We're not yelling at them.
10:32We're just recording what's going on
10:34because people deserve to know the truth.
10:36This is why you guys are here.
10:37This is because, you know, these things need to be documented.
10:41This is what they wanted.
10:42They wanted people to riot.
10:44They wanted people to start fireworks.
10:45They wanted people to start burning out.
10:47Why?
10:48Because this is the effect.
10:49So they can make us look bad.
10:50So they can make us seem that we're the ones causing this,
10:52that we started it.
10:54That's Fernando Delgado, a witness to the protest.
10:57Well, Rachel Uranga is the immigration reporter at the LA Times.
11:01She told us about the latest situation in Los Angeles.
11:06Less than an hour ago, I can still hear some of the shots
11:10that were ringing out in downtown Los Angeles.
11:14There is some clashes going on in Paramount,
11:17which is a largely Hispanic community,
11:20working class Latino community in Los Angeles.
11:24And there's also another small confrontation
11:29in downtown Los Angeles,
11:32just outside of the federal detention center,
11:34where immigrants who have been picked up in raids this week
11:39or at courthouses are being held.
11:41Los Angeles is a notoriously blue area,
11:45and it has a really heavy immigrant population.
11:49While there's people here that do think that if you've overstayed your visa
11:56or if you aren't here legally, you should face the law.
12:02There's a lot of people out here who support the immigrant community
12:06and who are tied to it.
12:08And just to tell you how deeply embedded California is with this community,
12:14it's like one out of every two children are immigrants.
12:17It's a really high number that live in mixed families.
12:23One of the family members has a status that they're not here legally.
12:28Los Angeles has turned into ground zero
12:31as a test for the limits of Trump's immigration policy.
12:35I mean, here, this economy really depends on immigrant labor
12:40and on communities that are tied to immigrants.
12:44So, you know, the Trump administration
12:47has really had some high profile rates here,
12:51and it's really tested people.
12:53Some people would say, and some politicians have said,
12:56it's provoked people.
12:57And I think they are real, a lot of the politicians are not happy,
13:02the local politicians, Newsom certainly,
13:04about them sending over the National Guard
13:07that they feel sort of an overblown show of force.
