Rubbish is building up on Birmingham streets again as bin strikes continue to disrupt collections. With police reducing their presence at depot protests and residents reporting rats and overflowing bins, concerns are growing about public health and accountability.

00:00Just weeks after Birmingham cleared thousands of tonnes of waste under emergency powers,
00:08piles of black bags are back on the pavements.
00:11Kitchener Road in Selly Park is once again littered with fly-tipped rubbish.
00:16Residents report rats scuttling at night, foxes tearing through bin bags and a stench that clings to the air.
00:23On Pershaw Road, communal bins overflow and pavements line with torn sacks and scattered litter.
00:30It's a visual reminder that Birmingham's bin strike is far from over
00:34and that whatever temporary fix was found in March, it hasn't held.
00:38The council says the current disruption is the result of picking line protests at waste depots.
00:44Unite the Union is still in dispute with the city over plans to scrap the Waste Recycling and Collection Officer role.
00:50They say the change would push some workers towards near-minimum wage.
00:54The Labour-run council insists it made a fair and lawful offer
00:58and won't risk reigniting equal pay liabilities by backtracking.
01:02Meanwhile, West Midlands Police has confirmed it scaled back its presence at depots.
01:07Section 14 powers used earlier this year to keep picking lines behind barriers are no longer in effect.
01:13The force says the legal threshold has not been met.
01:16Councillor Roger Harmer warns that delights in enforcement could have dragged the city back to the crisis point declared in March.
01:24But others argue that heavy policing of lawful protest sets its own risks.
