00:44In the entire country, 79% of senior high school graduates in the K-12 curriculum

00:50are functionally literate. So that's around 21% sure.

00:55Because paano sila nag-graduate nang hindi sila functional literate?

00:59Iba yung hindi pumasok eh. That's quite concerning.

01:02At hindi lang yan sa mga graduate problema.

01:05Dahil ganyan din ang 25 million sa mga Pilipinong edad 10 hanggang 64.

01:106 na milyon naman ang ni hindi nakakabasa, nakakasulat at nakakapagkwenta o hindi basic literate.

01:17Pinakamababa ang literacy sa Bangsamoro Autonomous Region and Muslim Mindanao.

01:21As long as you have high illiteracy rates, you will have poverty because people cannot be gainfully employed.

01:27Kaya gusto ng Senate Basic Education Committee na dagdagan ang subsidiyan ng BARM para sa edukasyon at nutrisyon ng mga bata.

01:34Hiyip pa ng chairman nitong si Sen. Wynn Gachalian, hindi dapat ipinapasa sa susunod na baitang kung hindi functionally literate ang estudyante.

01:43There is really a need for us to train a reading teacher for secondary so that each of the secondary school will have a reading teacher who will address the needs of these learners who are really frustrated in terms of reading ability.

01:59But I would assume that by the time they reach grade 7, they should not be frustrated readers anymore.

02:05It's a challenge.

02:06No, they should be complex readers already.

02:09We are now reviewing our grading system, our assessment so that we can address this.

02:18Dagdag ng senador, dapat utusan ang mga lokal na pamahalaan na bumuo ng local literacy councils para mamonitor ito.
