00:25First of all, my fellow countrymen,
00:27the 2025 will be a good year for all government bodies
00:31after the approval by the Department of Budget and Management Secretary Amena Pangandaman
00:37of the Implementing Rules and Regulations for the Medical Allowance of Qualified Government Bodies starting this year.
00:46The Medical Allowance will fulfill the promise of our President Ferdinand R. Marcos Jr.
00:51during his 3rd State of the Nation Address and the issuance of Executive Order No. 64
00:58for the Annual Benefit that will not exceed Php 7,000.
01:05According to Secretary Pangandaman, they can use this to obtain benefits
01:10such as Health Maintenance Organization Coverage or Payment and Renewal of their HMO Subscription.
01:19All government employees, regular, casual, contractual, appointive, elective, full-time or part-time,
01:32who work in government agencies, state universities and colleges, government-owned and controlled corporations
01:42that are not in the cloud of Republic Act 10149 and Executive Order 150-2021.
01:48Employees of local governments and local water districts,
01:53meanwhile, have two options on how their medical allowance can be obtained by their employees.
02:01This is the HMO-type coverage, directly obtained by the agency or organization of the employee.
02:09This is the cash grant for those who want to obtain their own HMO or renew their current coverage.
02:18In this initiative, DBM aims to improve the situation of government employees while fulfilling their duties to the public.
