00:00The House Quad Committee has yet to say if they will recommend charges against former President Rodrigo Duterte
00:06as it is set to release a progress report on the probe on issues that continue to hound the previous administration.
00:13Mela Las Moras has the details.
00:17The House Quad Committee is expected to present its progress report on Tuesday.
00:22According to Quadcom lead chair Robert Ace Barbers,
00:25it contains their initial findings, proposed legislations, and recommendations regarding the issues on illegal pogos,
00:31illegal drugs, and alleged extrajudicial killings during the previous administration.
00:36He said a preview of their report was shown through the presentation made by Senior Vice Chair Romeo Acop during their 13th hearing.
00:44The Quad Committee has started to uncover a grand criminal enterprise
00:49and it would seem that at the center of it is the former president.
01:01According to Barbers, Acop's statement reflects the sentiments of the entire Quad Committee.
01:06This led the media to ask, will their recommendations include filing charges against former President Rodrigo Duterte
01:12given their belief that he is at the center of this alleged grand criminal enterprise?
01:19Who can recommend charges criminally or administratively for those who are in government still?
01:30Because we don't want to assume that we have no basis.
01:34Yesterday, discussions within the Quad Committee once again became heated.
01:38Former PDA chief Wilkins Villanueva was cited in contempt for allegedly lying and evading questions.
01:45You're not respecting this committee question of command responsibility. Are you not lying?
01:51No, Mr. Chair.
01:52Also, Mr. Chairman, with that, I move to cite in contempt General Wilkins.
01:58I've already given you the answer. That's your answer?
02:03Usually, a contempt citation is followed by an arrest and detention order.
02:07But in the spirit of Christmas, the committee decided to postpone and enforce the order in January.
02:12Prior to this, the Quad Committee had also cited Police Colonel Hector Grijaldo in contempt
02:17due to his repeated absences from the hearings.
02:20While some have been cited for contempt,
02:22there were also personalities who have been cleared of the Quad Committee's contempt orders.
02:26This include former Bamban Tarlac Mayor Alice Cuo, Cassandra Ong, Tony Yang, and Police Major Leo Larraga.
