01:11This will protect the programs that will improve the mental health of children in elementary and secondary schools.
01:19Under the proposed law, care centers will be established in schools.
01:244,600 plantilia positions will be opened for school counselors in schools
01:31that will provide free counseling, stress management, and reduce the stigma of mental health.
01:38When our learners and school personnel are mentally healthy, academic performance improves.
01:44Absenteeism decreases and a culture of compassion and understanding flourishes.
01:51Beyond being a safeguard to our youth and school personnel,
01:55this law is also an investment in the intellectual, emotional, and social future and development of our nation.
02:02The VAT-Free Fund for Non-Residents Tourists Act was also passed.
02:07Tourists are expected to be able to apply for this while the Philippines is recognized as a prime shopping destination in Southeast Asia.
02:16This will allow non-residents to claim a 12% value-added tax refund for local products purchased here in the country,
02:27which amounts to P3,000 per transaction.
02:30According to President Ferdinand Marcos Jr.,
02:3330% of the country's tourism spending is expected to be increased
02:39which is a big help for small businesses and local industries.
02:43This VAT-Free Fund program will help put a spotlight to our rich local offerings.
02:50Our signature products such as marikina shoes, the intricate hand-woven textiles from the northern provinces,
02:57the timeless craftsmanship of Filipino barong all stand to benefit from this measure.
03:03These products tell our stories and now with the VAT-Free Fund,
03:08they will be able to be more accessible to global consumers,
03:12elevating once again our stature in the global market.
03:16The country's revenues will increase because of the VAT-Free Fund mechanism for our tourists.
03:25What that means is that the income of our small and medium enterprises will increase
03:31and there will be more jobs for our countrymen.
