00:54President Ferdinand R. Marcos Jr. passed the Basic Education Mental Health and Well-Being Promotion Act.

01:02It aims to improve the mental health of elementary and secondary school students.

01:10Under the proposed law, care centers will be established in schools.

01:154,600 plantilia positions will be opened for school counselors

01:22who will provide free counseling, stress management, and reduce the stigma of mental health.

01:28When our learners and school personnel are mentally healthy, academic performance improves.

01:34Absenteeism decreases and a culture of compassion and understanding flourishes.

01:41Beyond being a safeguard to our youth and school personnel,

01:46this law is also an investment in the intellectual, emotional, and social future and development of our nation.

01:53The VAT Refund for Non-Residents Tourists Act was also passed today.

01:58It is expected to attract tourists while introducing the Philippines as a prime shopping destination in Southeast Asia.

02:07This will allow non-residents to claim a 12% value-added tax refund for local products purchased here in the country,

02:18which amounts to Php 3,000 per transaction.

02:22According to President Ferdinand Marcos Jr.,

02:25it is expected that the expenses for tourists in the country will increase by 30%

02:30which is a big help for small businesses and local industries.

02:35This VAT refund program will help put a spotlight to our rich local offerings.

02:41Our signature products such as marikina shoes, the intricate hand-woven textiles from the northern provinces,

02:48the timeless craftsmanship of Filipino barong all stand to benefit from this measure.

02:54These products tell our stories.

02:57And now, with a VAT refund, they will be able to be more accessible to global consumers,

03:03elevating, once again, our stature in the global market.

03:07The revenues of the country will increase due to the VAT refund mechanism for our tourists.

03:15And what that means is that the income of our small and medium enterprises will increase

03:22and there will be more jobs for our countrymen.
