00:00With the continuation of the House probe on the alleged misuse of DepEd and OVP confidential

00:06funds, lawmakers believe today's hearing unearthed more evidence and grounds to file

00:11criminal cases against all those involved in the alleged irregularities, including having

00:17more than half of the recipient's signatories that, simply put, do not exist as far as verifiable

00:25records are concerned.

00:32Out of 677 individuals, 405 have no birth certificate or no records of birth certificate

00:45or we can say nonexistent.

00:48This was revealed by House Committee on Good Government and Public Accountability Chair

00:52Joel Chua during their panel's eighth public hearing into the alleged fund misuse by the

00:57Office of the Vice President and the Department of Education under Vice President Sara Duterte.

01:03According to Chua, based on the report submitted by the Philippine Statistics Authority, more

01:07than half of the individuals who allegedly received the confidential funds from DepEd

01:12during Duterte's time have no birth records, which can be considered nonexistent.

01:17Among them include Kokoy Villamin, who was previously identified as having the same name

01:22on receipts from DepEd and the OVP, but with different signatures.

01:26In the discussion, other anomalies like this were also uncovered.

01:30Ms. Sally and Ms. Sheila have different names, Mr. Chair, and they are likely to be different people.

01:38But what is the difference, Mr. Chair?

01:41They only have one signature, Ms. Sally and Ms. Sheila.

01:46This is the opposite of Kokoy Villamin.

01:49Ms. Kokoy has the same name, but one signature.

01:52Due to irregularities like this, lawmakers have outlined the possible crimes the OVP

01:57and DepEd may have committed.

01:59Among them, plunder, falsification, technical malversation, bribery, and perjury.

02:05Let me remind the public of what is at stake here.

02:09It would constitute graft and corruption if public funds are misused or misappropriated,

02:16or worse, if funds are diverted to personal use or benefit.

02:20If you are asked where the funds went and you cannot answer, the law presumes that you are responsible.

02:29Due to the issues and revelations brought up in the committee hearings,

02:32two impeachment complaints have been filed against Vice President Duterte.

02:36But what is the sentiment of lawmakers on this development?

02:40Well, let's see. I personally do not want to preempt. I haven't read the complaint.

02:46Right from the very beginning, I am consistent that if there is a ground, there really is.

02:55But what I am really concerned about is the time.
