00:29Hello, good afternoon.

00:31Doc Ish, first of all, what are the rare diseases included in the new health benefits of PhilHealth?

00:44Those rare diseases are those diseases considered to have 1 out of 20,000 people.

00:54Currently, there are around 400 identified rare diseases in the country.

01:01But for now, with our consultation with the experts,

01:06those are the first 10 that we need to give our benefits.

01:15There are inborn errors of metabolism and there are also lysosomal storage diseases.

01:27Normally, we have defects in our genes or genetics.

01:34That's why this is very rare.

01:38But we also call this a dream miracle because if given the right medicine,

01:46these people or these children will normally turn into a normal functioning child.

01:52If we don't give them the right medicine, they can die or can produce permanent disabilities.

02:01Doc Ish, for our countrymen to understand,

02:05how many Filipinos in the country are suffering from these rare diseases?

02:11And what are the rare diseases that are usually found here?

02:17Actually, out of the 10 that we initially identified,

02:24because of its rarity, there is one that is now identified.

02:32There are four. There are some that are 10.

02:37But since not all are discovered or diagnosed immediately,

02:46the data is not clear.

02:51But so far, out of those 10, we have identified cases for now.

02:59For example, it can be diagnosed at a young age,

03:07just like what is called Maple Urine Syndrome.

03:10For example, if a child comes to the ER,

03:15he smells something like lampin or maple syrup,

03:23then that is done by our diagnostics or genetic examination of the genes

03:31to diagnose if this is really Maple Urine Syndrome.

03:35And there are specific treatments that are needed for them.

03:40For example, there is a special milk formula that is needed.

03:44Or for example, for lysosomal storage diseases,

03:49like the Pompei or Gotye diseases that were identified,

03:53there is a specific enzyme that is lacking in their body.

03:59So the treatment that is needed would be a replacement for the enzyme.

04:04Okay, Dr. Ish, there are also some assistive mobility devices

04:09that are covered by PhilHealth.

04:12Can you tell us more about these devices,

04:15as well as some of your rehab services?

04:19Yes, we also have a program called Oral Medicines and Rehabilitation.

04:26As we all know, it is very rampant or limited

04:33when our countrymen complain about their back pain

04:38or any other mobility issues

04:43where rehabilitation is also needed.

04:46Or at the very worst of it, assistive devices are needed,

04:51such as wheelchairs, crutches, or canes.

04:58So if it is needed and prescribed by a doctor,

05:03PhilHealth will also cover it.

05:05For example, wheelchairs.

05:08There are different types of wheelchairs

05:11depending on disability or needs.

05:15So PhilHealth will also cover different types of wheelchairs.

05:22Dr. Ish, what about eligibility for these new health packages?

05:28What will be the process of availing these benefits?

05:32First of all, everyone will be eligible

05:36because every Filipino is a PhilHealth member.

05:39It is written in our Universal Health Care.

05:42But for the specific rules for every package that we will issue,

05:48we are still working on the completion of the policy.

05:53Hopefully, we can issue the policy this December

05:58so that we can implement it before the end of the year.

06:01Of course, like with diseases,

06:04for example, rare diseases,

06:07the patient must be diagnosed with this disease

06:13so that the appropriate medicine that can be given through this package

06:19can be given to them.

06:21Okay, Dr. Ish,

06:23when will these extra benefit packages be used for these rare diseases?

06:30When will these be used by our countrymen?

06:34Technically, we already have coverage for these

06:38but the coverage is very small.

06:41So we expanded it.

06:43We are already using it now

06:46but the case rates are still small.

06:50But for these enhanced case rates,

06:53we will force the end of the policy this year

06:57and issue the benefit so that it can be used before the end of 2024.

07:05Alright, that's good news for our countrymen

07:08who have rare diseases that our government cannot forget.
