00:00PhilHealth is celebrating its 30th anniversary.

00:04And in the past many years,

00:06many of our countrymen have received services and benefits from Hensha.

00:12To talk about their other programs,

00:15we will talk to PhilHealth President and Chief Executive Officer,

00:20Dr. Edwin Mercado.

00:22Good afternoon, Dr. Mercado.

00:26Good afternoon, Ma'am Princess and to all our listeners.

00:31Dr. Mercado, happy anniversary to PhilHealth.

00:37One of the broad reforms in the health sector

00:40is to give all Filipinos access to quality and affordable health services.

00:47How does PhilHealth ensure that the programs

00:53are in line with our universal health care law?

00:57The directive given by our beloved President

01:01is to continue to provide services and provide benefits.

01:05So, we are currently looking for experts

01:09to study the cases that our members are releasing

01:16in their own pockets.

01:18So, we will study these diseases and procedures

01:25and we will study them and give them priority.

01:30Another thing we are focusing on is what we call primary care,

01:36where we make sure that the patient gets medicine early

01:43so that the disease does not spread.

01:46We have a gatekeeper or primary care

01:50that ensures that the patient or member remains healthy.

01:56So, that is what we are focusing on in the first months of my leadership.

02:01So, Doc, how many PhilHealth-accredited hospitals are there in the country?

02:08And is PhilHealth's benefit to the emergency health care services?

02:15We will expand the affiliation of our hospitals,

02:20especially in the aspect of primary care.

02:24Most of our hospitals are focused on patients.

02:28So, we will encourage them to become providers of primary care.

02:34As for the emergency,

02:38I have already issued directives,

02:43but we are just arranging them internally.

02:45If our IT system is already set up,

02:48because it is important so that when our providers file their claims,

02:55we can quickly process their billing.

02:59So, just give us a little time

03:02so that we can arrange our process internally.

03:06Okay, Doc, you mentioned the expansion of your services.

03:10Is the expansion of the schools, clinics,

03:15and health care services provided by PhilHealth included?

03:20So, that is what is related to primary care or consultation.

03:28Are you referring to the schools?

03:32I just want to clarify.

03:35Yes, yes. Yes, Doc Mercado.

03:41Yes, about the expansion of health care services in schools, clinics, and schools.

03:48Actually, that is a good question.

03:51Yes, because our youths have limited access.

03:58They have limited time to go to school.

04:06Actually, yesterday, we talked to a local government official

04:11and they said that the school and local government can talk

04:17about the consultation.

04:20For example, there are clinics inside the school

04:23but they don't have x-rays or laboratories.

04:26And another town has a rural health unit that has a laboratory and other facilities

04:33that can provide good coordination.

04:37So, we thought of that and created a task force to study that.

04:43Hopefully, within a few months, we will be able to share with you

04:47what we discussed here in the task force.

04:52When it comes to the status of the consulta providers,

04:56how will this help our countrymen?

05:00And now, what is the particular thing that you are focusing on in PhilHealth

05:04to expand the distribution of services?

05:08Based on the feedback we received,

05:12not many people are affiliated as consulta providers.

05:19It seems that our communication is lacking.

05:23That is why we are trying to explain it well,

05:26especially to the local governments who are afraid

05:29because they might not be able to pay.

05:31And if the capitation fee is sufficient,

05:36because the consultation fee is paid per member per year,

05:41each member is paid the premium or what they will spend.

05:47So, in terms of...

05:51it's like a package.

05:53So, that is what we are trying to do

05:56and we will create communication materials

05:59to show that this is sustainable.

06:04Okay.

06:05Lastly, Dr. Marcado,

06:07do you have a message to the public,

06:09especially now that it is the anniversary of PhilHealth?

06:14Our anniversary celebration is simple.

06:18We have put up an economic mask

06:25for the entire community.

06:28We held a mass at the same time.

06:30And this afternoon, we still have a board meeting.

06:33So, the work continues.

06:35The most important thing is for us to advance

06:39and pay attention to the needs of our members.

06:42That is why this afternoon,

06:44in the board meeting that we are planning to discuss,

06:48we will change the most important things

06:53in regards to the denied claims,

06:56the return to hospital claims of our provider

06:59so that the payment will be faster.

07:02So, let's just wait until the system is approved and set up.
