00:00We're announcing the biggest change to employment help for a generation.
00:04Fixing our job centres, making sure that they give people a really good experience of getting
00:09back to work, making sure that we tackle the root causes of the problems we've got, that's
00:14the health of the nation and also our young people.
00:18Too many of our young people are on the scrap heap at a young age.
00:22We've got to make sure that they're guaranteed an opportunity to work.
00:25We've had 14 years of Conservative government in which we've seen this problem get worse
00:31and worse.
00:32They promised us, Universal Credit and other things, that this problem would be long gone
00:36and it isn't.
00:37And that's because in too many parts of the country we've not got a good mix of jobs,
00:42so we're investing to change that.
00:44Our announcement today is about job centres so that when people walk into one, particularly
00:48if they live in one of those places that has had a bad economy for too long, they will
00:53get real help to get a good job.
00:55So there are rules in the system now, today.
00:58That means personal responsibility.
01:01You have to, if you claim social security, any of us would have to make an agreement
01:05with your coach about the activity that you're going to take.
01:08And if you don't stick to the rules, then that social security can be taken away from
01:12you.
01:13The government also has a responsibility because it's rights on both sides and responsibilities.
01:18That is that the government has to help people properly.
01:21And I think if you go into a job centre today, that help is not there enough.
01:27We need to give people the best possible chance to have a good job.
01:30And so what we're saying today is responsibility on everybody and responsibility on the government
01:35to help properly.
