00:00Democracy advocate Thomas Fahn has suggested that MPs be scheduled to attend Dewan Rakyat

00:08This comes after Pengkalan Cepat MP Ahmad Marzook Shaari interrupted yesterday's sitting

00:13to cite Standing Order 13 sub 1, which states that a quorum of at least 26 MPs is necessary

00:19for the Dewan Rakyat to convene.

00:23Paya Besar MP Shahar Abdullah, who chaired the sitting, adjourned the proceedings after

00:27a headcount showed that only 19 MPs were in attendance.

00:31Fahn, who heads Project Sama, said the Dewan Rakyat's failure to convene because there

00:36was no quorum is a blemish on the country's parliamentary democracy.

00:41He said Malaysians may feel their voices are not being represented in parliament due to

00:45their MPs' absence.

00:48Fahn proposed MPs attend sittings based on their area of expertise or interests.

00:53He said parties should form committees that shadow government ministries, and MPs in

00:57these committees must be present when issues related to ministries they are shadowing are

01:01being presented.
