The International Conference on Women, Peace and Security or ICWPS

was established by the Philippines.

For everyone's information, what is the importance of this conference

for the country and its women?

First of all, Nina, I will just share the dates.

This is from October 28 to 30 of this year.

This will be attended by global leaders

from almost 45 countries.

This is the first thing that the Philippines will do.

This conference will show the importance of women

for peacebuilding and our efforts on that.

And if you don't ask, and for everyone's information,

this is in line with the United Nations Resolution 1325

where we show the responsibility

and the partnership of the women's sector in peacebuilding.

and what is the outcome that we expect?

In this conference, there will be four different topics.

At the ending of this, we will release the so-called Manila Declaration

where we will include what we should do

so that women have the right to speak for peace.

The first topic is the role of women in the peace process.

We will focus on the leadership of women.

We want women to be part of the table,

to sit at the table when we talk about peace.

Not only to listen, not only to observe,

not only to give inputs, but we need to be a part of it.

The second topic is, for everyone's information,

we are the first country to make an action plan

for women, peace, and security.

This was done more than 10 years ago.

We developed this until now.

As a matter of fact, we have a new action plan on women, peace, and security

We want to show the world that we are leading

and we are continuing to do this.

We have guidelines and standards on how we can do this.

Thirdly, your Secretary of Budget and Department of Budget and Management

cannot achieve all of this without the right amount of investments and financing.

It is important to fund these programs.

The government needs to provide enough funds,

not only the government, but also the private sector.

I hope they can help.

Lastly, we want to talk about climate change.

We want the role of women in climate change and even in digitalization.

As you know, in today's world,

most of the disruptions that we are experiencing

are caused by women who are displaced.

Because they are more affected by these kinds of events,

we want them to be part of the table when we talk about these things.

on the importance of the role of women in peace building and conflict prevention.

What are the steps to empower women in this role?

As you know, there is a study by the United Nations.

This study has been going on for a long time.

In this study, it was stated that women should be part of any negotiations,

whether it's a climate agreement, peace agreement, or any other issues in society.

The more contentious the agreement is, the longer it lasts.

You may not know this, but after the agreement with the MILF,

Professor Ferrer was led by women.

Three women also signed that peace agreement.

So we want more women to be part of it.

There are many women who can help in our peace building efforts,

but we don't hear them.

So by having this kind of conference,

the women are given a chance to talk,

to discuss what's inside of them,

and what they can share with our country.

Not even locally, but globally.

In this conference, we can also see that we have visitors from other countries.

There are so-called best practices there.

So we want to learn from what they do.

Could you elaborate on how important it is to prioritize the financing strategies

that are related to the Women, Peace, and Security Agenda?

You know, in our country, we have already given a lot for this.

Since we started, even our normalization process,

the government has already given more than P8 billion for this.

And not only that, even our development partners,

they have been very supportive with our efforts.

In fact, like DBM, we help our public financial management practitioners in the area of BARMM.

We have already taught them a lot in terms of capacity building,

on how to work on their finances,

on how to have a business,

on how to be financially inclusive.

These funds come from our development partners.

One big issue here is our ODAs.

Worldwide, a lot of money is coming out from our development partners.

But only a small percentage goes to Women, Peace, and Security.

So we would like to take this opportunity in the conference

to say that maybe this can be on top of the priorities of other development partners and international partners.

We would like to provide funding for this.

Like I said, there will be no concrete evidence if all of this is not funded

and given sufficient allocation for all of our initiatives to be successful.

So maybe you have a few more ways to mention

so that Women, Peace, and Security investments can continue to grow in our country.

First of all, we at DBM will make sure, as a member of Mindanao,

we will make sure that our countrymen in Mindanao receive sufficient funding.

Not only that, but we will make sure that we will strengthen more our capacity building for our countrymen.

At the same time, the best thing here in the Philippines,

apart from our action plan and roadmap,

Women, Peace, and Security is also included in our Philippine Development Plan.

It includes what we should do.

So this summit will give us an opportunity,

at least even those women who don't know that our government has a program for this.

And we are a part of this, not just domestically, but even internationally.

The United Nations is very supportive of us.

And we have the whole of government and whole of nation approach.

This is not just a national government advocacy or initiative.

We have the Department of Foreign Affairs,

we have the BBM, we have the COPAPRU.

In fact, we have civil societies and even the United Nations here.

In the Philippines, the fund,

like I said, since the start of the program,

our normalization process,

we have provided almost P9 billion for that.

And we will continue to give funds.

In fact, our Pantawid Pamilyang Pilipino program

and even the livelihood programs of our Department of Trade and Industry,

a large percentage of it goes to the Philippines

and a large percentage of it goes to places where there are peace conflicts.
