On the last day of the 44th and 45th ASEAN Summit and related meetings in Vientiane,
00:05
Lao People's Democratic Republic, President Ferdinand R. Marcus Jr. echoed the urgency
00:11
to draft a code of conduct in the West Philippine Sea before attendees of the East Asia Summit.
00:17
And the president said it won't be easy to resolve the issue the right way, but giving
00:22
up is not an option.
00:23
The details in this story.
00:28
President Ferdinand R. Marcus Jr. remains steadfast in asserting that the Philippines
00:32
will continue to defend its sovereignty and rights in the West Philippine Sea, despite
00:36
China's aggressive actions and acts of coercion in the West Philippine Sea.
00:41
The Philippines will not back down in the face of China's intimidation.
00:45
He affirmed the country will maintain its presence in the West Philippine Sea.
00:49
President Marcus Jr. emphasized he took every opportunity to raise the issue during his
00:53
interventions at the 44th and 45th ASEAN Summits and related meetings.
01:23
His administration will relentlessly push for a code of conduct or COC to ensure peace
01:38
in the West Philippine Sea, despite the frustration brought about by China's contradictory statements
01:43
and actions.
01:45
China has previously asserted the situation in the West Philippine Sea is stable and that
01:49
it is open to resolving misunderstandings with other countries.
01:53
However, it continues its aggressive actions and coercive behavior within Philippine waters,
01:59
an exclusive economic zone.
02:01
Every single day we push for the conclusion of COC.
02:04
It's much more than frustration because there's danger, there's potential danger, there's
02:11
something wrong.
02:12
In three separate incidents, China vessels illegally used horns, water cannons and rammed
02:17
Philippine ships at Escoda Shoal, which is only 17 nautical miles from the Philippines,
02:23
but over 600 nautical miles from mainland China.
02:26
China also targeted a Philippine civilian vessel with tracking lasers and threatened
02:31
using it by way of a Chinese warship equipped with missiles.
02:35
The Philippines will seize every opportunity to inform the world about the true situation
02:39
in the West Philippine Sea.
02:41
There are many offers of help and they say if that is a problem, maybe we could do this,
02:46
maybe our country can send vessels, maybe we can have joint operations, maybe we can
02:52
have discussions, maybe I can serve as an interlocutor.
02:56
All of these offers which would not come if we did not make our position clear and explain
03:06
to them what the present situation is, how the situations have evolved.
03:12
The President acknowledged that resolving this challenge won't be easy, but stressed
03:16
that it cannot be ignored.
03:19
He called for multilateralism, urging a collective approach to addressing issues in the West
03:23
Philippine Sea.
03:24
Efforts, he said, must be conscientious and sincere in order to effectively reduce tensions
03:30
in the region.
03:32
The United States has supported the Philippines' position, expressing concern at the ASEAN-U.S.
03:37
summit over China's dangerous and unlawful actions in the southern and eastern parts
03:41
of the sea.
03:42
Secretary of State Antony Blinken noted that China's actions have harmed people and damaged
03:47
ASEAN member vessels, contrary to its promise toward peacefully resolving issues and disputes.
03:53
At the 44th and 45th ASEAN summits, the U.S. reaffirmed its commitment to supporting freedom
03:59
of navigation and overflight in the Indo-Pacific.
04:02
President Marcus Jr. also acknowledged the ongoing support and contributions of the U.S.
04:06
to ASEAN, including its active presence in the region, promoting peace, stability and
04:12
security in the Indo-Pacific.
04:14
This is Sharmza Spina from the National TV Network for a new and better Philippines.
04:20
The President is returning to the country from yet another fruitful coming together
04:24
with his peers in the ASEAN and with other world leaders.
04:28
The President cited checkboxes in a to-do list.
04:30
First, an understanding and agreement among member nations for a commitment to sustainable
04:35
agricultural practices toward long-term food security.
04:39
Then helping draw financing for homegrown MSMEs and aid in their integration into the
04:44
global supply chain.
04:46
The complete shift and transition to digital economies, the promotion of inclusive and
04:50
sustainable tourism amongst members in the region.
04:54
Then again, the President made himself crystal clear in at least two occasions on the urgent
04:59
need to draft a code of conduct in the West Philippine Sea and his successful stab in
05:04
drawing foreign investments to the country by way of a fiber cement manufacturer all
05:08
ready to set up shop in the country shortly.
05:11
Good evening.
05:15
I have just come from the closing ceremony here in Vientiane, Lao People's Democratic
05:20
Republic, where I attended the 44th and 45th ASEAN summits and related summits.
05:27
The discussion amongst our partners and friends were not just about the challenges that we
05:32
face individually, but equally importantly, also about our shared commitment to finding
05:37
enduring solutions that will safeguard our collective future.
05:41
The leaders of ASEAN agreed to work more closely together in promoting sustainable agriculture
05:47
to achieve long-term food security.
05:50
We are collaborating with our partners to support our MSMEs through addressing financing
05:55
gaps and enhancing their capacities to integrate into global supply chains.
06:01
To prepare our country and our region for the future, we are together galvanizing our
06:06
efforts to support the digital transformation of our economies.
06:09
We are shepherding efforts in ASEAN to promote inclusive and sustainable tourism across the
06:14
region as well.
06:16
This will complement the Philippines' initiatives in positioning itself as a prime destination
06:22
for sustainable tourism.
