00:57This is after President Ferdinand R. Marcos, Jr. passed the Self-Reliant Defense Posture Revitalization Act,
01:01We lay today the foundation of resilience shaped by our own ingenuity, our own talent, and our unwavering resolve.
01:11With the signing of the Self-Reliant Defense Posture Revitalization Act,
01:15we are anchoring our defense strategy firmly in the strength of our own resources and capabilities.
01:23For decades, our defense capabilities have relied upon what we could acquire from abroad.
01:30Every purchase, every negotiation, every partnership, although necessary,
01:35reminded us that our strength depended on the supply chains and the interest of other parties.
01:42According to President Ferdinand R. Marcos, Jr., the SRDP program was first implemented
01:47under his father, former President Ferdinand E. Marcos, Sr.,
01:50who established a self-reliant defense strategy through our own resources and capabilities.
01:58The National Defense Industry Development Plan will serve as a guide by the current administration
02:03to meet the defense requirements that the country needs,
02:07including small arms and tactical vehicles, as well as a more sophisticated system.
02:12The government does not do this alone.
02:15This endeavor requires the best minds in defense, science and technology, and business,
02:22from both practitioners and researchers.
02:26By establishing a clear framework to guide public-private partnerships,
02:30we are saying to local innovative councils, invention societies, universities,
02:36and other learning institutions,
02:38it is our chance to contribute to something greater,
02:43to help us protect the sovereignty and security of our nation.
02:48The law will also provide a comprehensive incentive scheme
02:52for those who will lead in defense technology and production.
02:56These incentives range from tax break to government-backed financing.
03:00Meanwhile, President Marcos, Jr.,
03:03encouraged young people to work hard to pass the law.
03:07He also gave a message to private sector, research institutions, and the military.
03:13To the private sector, it is an invitation to build an enduring defense industry.
03:19To our esteemed research institutions, let your innovation shape our future
03:24and propel us towards self-reliance.
03:28To our armed forces, understand this,
03:32we pledge that the Filipino soldier will be bolstered
03:36by the ingenuity and the expertise of the Filipino innovator.
