00:00At present, the world is facing a variety of new era challenges, or what is known as post-normal times.
00:08This post-normal time is plagued by economic and social issues such as cyber threats,
00:15digital technology domination through artificial intelligence, blockchain and cyberspace,
00:23which demands a balance between technological advancement and social issues involving humanity.
00:31This ever-changing evolution requires a different governance approach.
00:38However, the digital era of Malaysia creates opportunities for those who are not responsible
00:46to manipulate the weaknesses of the work process and regulations.
00:55This is a challenge for us as civil servants to find a way to improve the laws,
01:01regulations and business principles,
01:04so that the public service system is not disturbed by those who are not responsible.
01:11Therefore, as a challenge to the development of the country,
01:15the way to think and work as civil servants has changed
01:19to compete with global change and technological advancement.
01:25A book written by many ministers,
01:29which is in English,
01:32Script for a Better Malaysia,
01:34an Empowering Vision and Policy Framework for Action,
01:38is a translation of a book by the Minister of Finance,
01:43which was published on 27 January 2013.
01:51In the book, the Minister touched on the meaning of trust,
01:58which has two meanings,
02:00which are trust and responsibility.
02:04Why do I emphasize the term trust?
02:08Because the public service system is still facing a crisis of trust issues.
02:17It is impossible for an organisation or an agency to function well
02:23if there is no trust, trust and support.
02:28It is impossible for a captain to sail a ship far in the middle of the ocean
02:35if there is no trust from the children of the ship.
02:42Therefore, the public service system needs all the support and trust
02:48to continue to maintain and implement the trust given.
02:53Therefore, I urge all citizens and public servants
02:58to work together to ensure that the trust system
03:03carries out the principles of trust, responsibility,
03:07trustworthiness and efficiency.
03:13Ladies and gentlemen,
03:17As a conclusion,
03:19I would like to stress that the agenda of establishing the rule of law,
03:24integrity and non-violence
03:26has always been the main focus of the state.
03:35It is one of my first focuses since I was appointed as the head of state
03:40on 12 August last year.
03:43The issue of the rule of law has always been the main focus
03:48of the reform agenda that we are currently implementing.
03:54It is hoped that the agenda of establishing the rule of law,
03:58integrity and non-violence will be continued by the SPRM
04:02in the coming years
04:04as an effort to enforce the rules and principles
04:09of the rule of law in this country.
04:13Before I conclude my speech,
04:16I would like to share these words with you.
04:20Do not leave what is certain for the sake of what is possible
04:23because all possibilities are uncertain.
04:27If you make a mistake, fix it.
04:30If you fail, try again.
04:33But if you give up, everything will end.
