00:33Citizens expect services that are fast, seamless, and accessible anytime, anywhere.
00:41Businesses expect government processes that are efficient, transparent, and predictable.
00:49Malaysia now has approximately 1.53 million public servants,
00:54making the public service one of the country's largest institutions.
01:00Every improvement we make in the way government works
01:04has the potential to positively impact millions of Malaysians every single day.
01:12As a public servant, our responsibility is not simply to keep pace with change.
01:19Our responsibility is to lead the change.
01:23Malaysia has already laid a strong foundation through initiatives like My Digital ID,
01:31the wider adoption of MyGov route, and the expansion of paperless public services.
01:39Not paperless. Paperless.
01:43However, the next phase of our journey is no longer about digitizing isolated services.
01:51The next phase is about creating greater public value through a structured whole of government ecosystem.
02:00To formally act on this transition, the government has institutionalized
02:06Golf Tech Malaysia, established under the Ministry of Digital.
02:11The dedicated unit is tasked with engineering the government integrated digital services gateway
02:17implemented via the MyGov platform.
02:22This single, highly secure mobile gateway ensures a seamless uniform user interface and experience for the people,
02:34effectively breaking down administrative silos and optimizing public resources.
02:42Talking about digital transformation, we must be able to answer these questions.
02:48Have we reduced the time citizens spend dealing with government?
02:54Have we made it easier for businesses to invest and grow?
02:59These are the outcomes that truly matter.
03:03Ladies and gentlemen, one aspect of this report that I particularly welcome
03:10is the Malaysia Golf Tech Skills Survey,
03:14jointly undertaken by the Public Service Department and the World Bank.
03:18As the first nationwide survey of this kind, involving more than 60,500 senior servants
03:25across 28 federal ministries.
03:29It provides us with unprecedented insight into the digital capabilities and experiences of our public servants.
03:40More importantly, it gives us the evidence we need to better understand where we are today,
03:48where we need to improve and how we should continue investing in our people through digital skills,
03:57leadership development and organizational transformation.
04:03The findings are highly encouraging.
04:06Our officers recognize the importance of digital transformation and are willing to embrace innovation.
04:15At the same time, the survey reminds us of a fundamental truth.
04:21Technology does not transform organization. People do.
04:28Technology simply enables people to perform better.
04:32Successful digital transformation depends heavily on leadership, people and culture.
04:39The leadership is not measured by the number of digital initiatives we approve.
04:46Leadership is measured by whether those initiatives improve the life of the people.
04:54These responsibilities do not fall on the Ministry of Digital alone.
04:59It is the responsibility of every ministry, every department and every public servant.
05:09Ladies and gentlemen, the challenge before us now is execution.
05:15Reform must be visible, measurable and impactful.
05:19I urge every secretary general, head of department and agency leaders present today to make full use of the insight
05:30of this report,
05:32discuss it with our leadership team, translate the recommendation into immediate action.
05:40And what's more important is that meaningful transformation begins with just one decision to improve.
05:49One process simplifies, one unnecessary requirement removed, one service makes it easier for the people.
05:59So, years from now, history will not judge us by the number of systems we develop.
06:07History will judge us by whether Malaysian become better because of the decision we make today.
06:16That is the true purpose of GovTech.
06:19Not technology for technology's sake, but technology that enhance productivity and serve the rakyat.
