10:45These are the beginnings of Hazrat Umar.
10:52Today, the Maghreb and those who claim to have a public welfare state
11:03in which the welfare of the people is taken care of.
11:10After listening to all these things, you will come to the conclusion
11:15that the Maghreb did not come from anywhere else.
11:18It did not come from anyone else.
11:20It did not come from anywhere else.
11:22It came from the religion of Islam.
11:24Hazrat Amirul Momineen, Hazrat Umar, may Allah be pleased with him,

14:12was the first caliph of the Muslims,
14:14and he established an entire system for the care of the orphaned children.
14:22Now, I would like to conclude with this.
14:24The creation of institutions,
14:28which Hazrat Umar, may Allah be pleased with him, established,
14:33through which the Islamic welfare state,
14:37and the Islamic empire, state, government, and caliphate,

15:58for the protection of Islam,
16:01and for the progress of Islam,
16:03the Islamic armies,
16:05were doing their own work.
16:07But,
16:08the inner state,
16:09for the protection of the people inside the state,
16:12and to control all kinds of crimes,
16:15and to put an end to them,
16:16first of all,
16:18the police department,
16:20was established by Hazrat Umar, may Allah be pleased with him.
16:23In fact,
16:24for the army and the police,
16:26the implementation of uniforms,
16:28was also done by Hazrat Umar, may Allah be pleased with him,
16:30first of all.
16:32Hazrat Umar, may Allah be pleased with him,
16:34first of all,
16:35arranged the travel centers.
16:37And the different places,
16:39where the travellers used to come and study,
16:42there,
16:43for them,
16:45shelters,
16:46homes,
16:47where they could stay,
16:49for their food,
16:50for their worship,
16:51for their security,
16:52for everything,
16:53for their transport,
16:54for their transport,
16:55for their transportation,
16:56and for their security,
16:58the whole system was done by Hazrat Umar, may Allah be pleased with him.
17:02For the storage of different grains and crops,
17:07the implementation of large godowns,
17:09was done by Hazrat Umar, may Allah be pleased with him.
17:12In different cities,
17:13guest houses were established.
17:15And see,
17:16Hazrat Umar, may Allah be pleased with him,
17:18from city to city,
17:20province to province,
17:21city to city,
17:22province to province,
17:23Hazrat Umar, may Allah be pleased with him,
17:25established the whole system of communication,
17:30by Hazrat Umar, may Allah be pleased with him.
17:33A whole system.
17:35A system of consultation,
17:36was established by Hazrat Umar, may Allah be pleased with him.
17:39In which,
17:40with the consultation of the companions,
17:41and with their advice,
17:42all decisions were made,
17:43and with their opinion,
17:44Hazrat Umar, may Allah be pleased with him,
17:45made the decisions.
17:47In cities,
17:48Hazrat Umar, may Allah be pleased with him,
17:49appointed a Qazi.
17:51And Hazrat Umar, may Allah be pleased with him,
17:54first of all,
17:55the governors of different provinces,
17:58their responsibilities,
18:00and their responsibilities,
18:02were determined,
18:03by Hazrat Umar, may Allah be pleased with him.
18:05And not only this,
18:06but the accounting and accountability of those governors,
18:10was established by Hazrat Umar, may Allah be pleased with him.
18:15The whole system of their accountability was established.
18:18Hazrat Umar, may Allah be pleased with him,
18:20he was the first Khalifa.
18:22His priorities,
18:23were among the administrative priorities.
18:25He first of all,
18:26made the forests to be cultivated,
18:28and along with that,
18:29he also made the mountains to be cultivated,
18:31by Hazrat Umar, may Allah be pleased with him.
18:33And he,
18:34of the digging of the rivers,
18:35and his whole system,
18:36was established by Hazrat Umar, may Allah be pleased with him.
18:39If you look at these administrative,
18:41and these administrative priorities,
18:44then,
18:45a welfare state,
18:47and that justice,
18:48that justice,
18:49the service of the creation of God,
18:51the service of humanity,
18:52whatever model,
18:55a person,
18:56some institutions,
18:57or a government,
18:58can imagine,
18:59Hazrat Umar, may Allah be pleased with him,
19:01the foundations of all that,
19:03humanity,
19:04the Ummah,
19:05Islam,
19:06were given by Hazrat Umar, may Allah be pleased with him.
19:08In the next phase,
19:10economic priorities,
19:13Hazrat Umar, may Allah be pleased with him,
19:16from Egypt to Medina,
19:18the grains,
19:19wheat,
19:20barley,
19:21all these things,
19:22were brought to Medina,
19:24and in different cities,
19:25the distribution of the grains,
19:27was done by Hazrat Umar, may Allah be pleased with him.
19:30He was the first to do this.
19:32And if I,
19:33with the word import,
19:35if I interpret it according to that era,
19:38then it will certainly be correct,
19:40that Hazrat Umar, may Allah be pleased with him,
19:42was the first to establish it.
19:44Then,
19:45the precious stones,
19:47which used to come out of the rivers,
19:49Zamorod,
19:50Amr, etc.,
19:51Hazrat Umar, may Allah be pleased with him,
19:53was the first to apply humus on them.
19:55Hazrat Umar, may Allah be pleased with him,
19:57was the first.
19:58Allah Akbar.
19:59The Islamic currency,
20:00the Islamic currency,
20:02was the first to be applied,
20:04Hazrat Umar, may Allah be pleased with him,
20:06was the first to apply it.
20:07The Harbi traders,
20:09were the first to apply Ushr,
20:11Hazrat Umar, may Allah be pleased with him,
20:13was the first.
20:14The horse traders,
20:15were the first to apply the zakat,
20:18Hazrat Umar, may Allah be pleased with him,
20:20was the first.
20:21And the businessmen,
20:22were the first to apply the mahsool,
20:23Hazrat Umar, may Allah be pleased with him.
20:25And the injustice from the people of the scriptures,
20:28as a way of earning,
20:30was the first to apply it.
20:32Hazrat Umar, may Allah be pleased with him,
20:34was the first.
20:36Moving forward,
20:37to the next point.
20:38The first Harbis,
20:39that the army and the defence institutions,
20:45which Hazrat Umar has established,
20:51Hazrat Umar is the first Khalifa of the Muslims
20:55who has taken care of the barracks for the army.
21:03And when we talk about barracks,
21:05the best system of defence in a welfare state
21:11was established by Hazrat Umar.
21:15Then the soldiers of the army and the security forces
21:20should go on leave after a certain period of time.
21:25It is necessary for them to stay in their barracks for a certain period of time.
21:30And after a certain period of time,
21:32it is necessary for them to return to their families and children
21:37and spend some time there.
21:40And I am surprised, you must be too,
21:43that these are the things which are still implemented in all the forces
21:47by the blessings of Hazrat Umar.
21:51Hazrat Umar, may Allah be pleased with him,
21:53has implemented two parts of the system of defence
21:56of the army and the security forces.
22:00Hazrat Umar, may Allah be pleased with him,
22:05is the first Khalifa of the Muslims.
22:15Hazrat Umar is the first person
22:19who will be given the title of Amal on the day of Qiyamah.
22:26This is a summary of the priorities of Hazrat Umar, may Allah be pleased with him.
22:32I have presented them to you one by one.
22:36Hazrat Umar, may Allah be pleased with him,
22:39has categorised all these things in his Khilafat.
22:45And believe me, one of these priorities is that
22:51if we talk about it in detail,
22:54talk about its details, its depth,
22:57talk about its benefits,
23:00and then talk about the consequences of its decision,
23:05to what extent humanity and the people living in the Islamic welfare state
23:12whether they are Muslims or non-Muslims,
23:15how it was bestowed upon them,
23:17and how its blessings were bestowed upon humanity and Muslims,
23:21and then talk about the greatness of Islam,
23:23the stature of Islam,
23:25the strength of Islam,
23:27the glory and splendour of Islam,
23:29and the happiness,
23:31the peace,
23:32the contentment,
23:33the wealth,
23:34everything.
23:35This is the covenant that was bestowed upon the Muslim Ummah by Hazrat Umar, may Allah be pleased with him.
23:44And certainly, the gathering of Hazrat Umar, may Allah be pleased with him,
23:49which consisted of the Companions, may Allah be pleased with them,
23:53among them, among the other great Companions,
23:56their names are mentioned,
23:58Hazrat Abdur Rahman Ibn A'uf,
24:00Hazrat Usman-e-Ghani, may Allah be pleased with him,
24:03among them, the highest of the highest,
24:05the Master of the Universe,
24:06Ali-ul-Murtaza, the Poet of God, may Allah be pleased with him.
24:10Hazrat Umar, may Allah be pleased with him,
24:12in his covenant,
24:13the presence of the Companions,
24:15their natural tendencies,
24:17and the way Prophet Muhammad, may Allah be pleased with him,
24:20bestowed upon them different blessings,
24:22rewards,
24:23and favours,
24:24in the blessed covenant of Prophet Muhammad, may Allah be pleased with him,
24:27Hazrat Umar, may Allah be pleased with him,
24:29in his covenant,
24:30the way Prophet Muhammad, may Allah be pleased with him,

24:57in his covenant,
24:58the way Prophet Muhammad, may Allah be pleased with him,
