00:00We're launching a patient's charter where we would change the NHS constitution so people
00:05had greater rights. Rights to see a GP within seven days or 24 hours if it was urgent. Rights
00:12to make sure their cancer treatment started within 62 days. These are things that ought
00:18to be happening now but I'm afraid the Conservatives have so ruined our NHS and care system that
00:23they're not. So we've put forward a cost of package and we can transform the NHS and give
00:29patients these new rights. We've looked at the government budget but the money hasn't
00:33been spent yet. It's down for social care in a year or two's time. Basically Liberal
00:38Democrats had legislated to make sure people had care from 2015 and the Conservatives broke
00:44that promise. So a million people are going without care who would have done and they
00:49keep pushing that policy that Liberal Democrats put forward further, further down the line.
00:54We want to make sure it actually happens. That's why we've got such an ambitious care
00:58policy.
