Prime Minister Andy Burnham said he will bring forward a plan to fix social care, arguing that Westminster has failed to address the issue and warning the NHS cannot recover without reform.

00:30I tried to reform social care in 2010.
00:33In the end, it will require something difficult.
00:35But I think the British public would rather you kind of face them and said,
00:39you know what, we can't leave it like this.
00:41And in fact, the NHS won't get back to where it needs to be
00:45when you have a broken social care system that can't keep people out of hospital.
00:49So, you know, this is massive when it comes to the things that people care about.
00:54And I'm not going to do what Westminster has traditionally done,
00:58which is to kick the can down the road on this important issue.
01:01I will expend political capital on bringing forward a plan to fix social care.
01:06And I'm not going to waste time because every time that we waste another year,
