00:03 The Palestine authorities warned
00:14 that the Israeli occupation army could
00:15 have started a special operation in Rafa,
00:18 despite the international community's warnings.
00:22 In Spain, Prime Minister Pedro Sánchez
00:24 announced he would not step down amid a corruption investigation
00:27 into his wife's affairs, averting the threat of political gridlock
00:30 in Madrid.
00:33 Mexico's second presidential debate
00:35 concluded on Sunday, defined by the proposals and tensions
00:39 among the three presidential hopefuls.
00:40 Hello, welcome from the south.
00:48 I'm Luis Alberto Matos from the Lesus studios in Havana, Cuba.
00:53 We begin with the news.
00:55 [MUSIC PLAYING]
00:58 On Monday, despite the warnings of the international community
01:15 and even their allies in Washington,
01:16 the Palestinian authorities warned
01:18 that the Israeli occupation army could
01:20 have started a special operation in Rafa.
01:22 In this way, local reports indicated
01:24 that in the last hours, more than 28 people
01:27 have been killed, nine of them members of the same family.
01:31 On the other hand, Israeli Prime Minister Benjamin Netanyahu
01:34 assured that he was willing to listen to proposals on Rafa,
01:37 while Secretary of State Antony Blinken
01:38 arrived on Monday in the region to discuss with leaders
01:41 a possible ceasefire.
01:43 Elsewhere, the Palestinian President Mahmoud Abbas
01:45 warned on Sunday that the Zionist operation in Rafa
01:48 was a matter of hours, and urgently
01:50 asked the United States to intervene
01:52 to avoid a huge tragedy.
01:53 Israeli media reports that senior government authorities
02:03 are on alert to prevent the International Criminal Court
02:06 from issuing an arrest warrant against Prime Minister
02:08 Benjamin Netanyahu for starving several Palestinian citizens
02:12 to death.
02:13 According to the diplomat who revealed the information
02:15 in an interview, both the National Security
02:18 Council and the Ministry of Foreign Affairs
02:19 are working at every level to prevent the arrest warrant.
02:23 The order that could be issued against other Zionists
02:25 is based on the complaint filed by the government of South
02:28 Africa before the International Court of Justice.
02:31 This UN tribunal not only deals with disputes between states,
02:33 but the court works, as its name indicates,
02:36 in issues related to criminal matters in individuals,
02:38 not in countries.
02:39 In Tunisia, people gather outside the US embassy
02:47 in solidarity with Palestine.
02:49 On Sunday, across the country, Tunisians
02:51 took to the streets to demand the end of the Israeli
02:53 occupation against the Gaza Strip,
02:55 and in rejection of the injustice and persecution
02:57 to which Palestinian citizens are being subjected.
03:00 As part of these support demonstrations
03:02 at the Tunisian International Book Fair,
03:04 political activists expelled the Italian ambassador
03:06 for Europe's complicity in the genocide being
03:09 committed by Israel.
03:10 Protesters called on the international community
03:12 to take action against the Israeli occupation
03:14 and stop ongoing crimes against the Palestinian people.
03:18 [SPEAKING ITALIAN]
03:20 Italy supports the genocide.
03:23 You say no to Italy.
03:26 We don't take no to the situation.
03:30 In the United States, the Los Angeles Police Department
03:33 issued an alert for rioting at the anti-genocide in Gaza
03:36 demonstration from a university.
03:39 For the past three days, authorities
03:41 have been deploying violence surveillance and response
03:43 operations on the campus of the University of California
03:46 Los Angeles, where students have been protesting Israel's
03:49 genocide in Gaza, demanding divestment of university's
03:53 assets from companies involved with the Israeli military
03:57 and an end to US military support for Israel.
03:59 In the past two weeks, protests over Palestine
04:02 have spread to university campuses across the US
04:05 and some European countries.
04:06 [CHANTING]
04:10 [CHANTING]
04:13 Meanwhile, student anti-war protesters at US college
04:20 campuses are digging in and vowing to keep
04:23 their demonstrations going.
04:26 This encampment and myself are here first and foremost
04:29 to take a stance against the ongoing genocide in Gaza
04:32 and the occupation of all of Palestine
04:35 from the river to the sea.
04:36 And I believe that it is our fundamental responsibility
04:39 as US students to take whatever tangible action is possible.
04:45 And as students at an extremely prestigious university
04:49 and universities across the globe,
04:51 one of the most tangible actions we can take
04:53 is to demand disclosure of investments and divestment
04:56 from investments that are actively
05:00 funding the Zionist regime and the genocide in Gaza.
05:06 They really are prioritizing one another's safety,
05:09 ensuring that all of their needs are met in terms of health
05:13 and security and protecting one another from doxing
05:17 and all of those worries.
05:21 On days like today when it's very hot,
05:23 you just see students walking around
05:24 with electrolytes and water and making
05:26 sure everybody's hydrated.
05:27 And then in the evening, once it starts to cool down,
05:30 hand warmers, blankets, things of that nature.
05:33 It's been just a really beautiful sight to see.
05:37 Meanwhile, Gaza's state president
05:39 showed her gratitude to students protesting in universities
05:41 around the United States.
05:43 Messages written on walls make visible the scope
05:45 of encampment and demonstrations,
05:47 a tangible proof of her gratitude
05:48 from Palestinian refugee camps in Gaza to student movements
05:51 that for days have been raising their voices on their behalf.
05:55 Let's take now a short break.
06:01 But remember, you can join us on TikTok at Telesudio English

06:08 The story is coming up.
06:13 Stay with us.
06:14 [MUSIC PLAYING]
06:17 Welcome back.
06:35 In Spain, Prime Minister Pedro Sánchez
06:36 announced that he will remain in charge of the executive
06:39 after five days of recess.
06:40 He informed the country his decision
06:42 to continue in the position.
06:43 Sánchez also thanked the social mobilization
06:45 in defense of his rights and those of his family.
06:49 The head of government reflected on the society
06:51 that the Spanish people aspire to and once again
06:53 demanded the exercise of decency in political life.
06:56 [SPEAKING SPANISH]
07:05 I would like to share with all of you
07:07 what I have found in the last few days.
07:09 I would like to share with all of you
07:10 what I have finally decided.
07:12 I have informed the head of state of this decision
07:17 this morning.
07:17 I have decided to continue, to continue with more strength
07:25 if possible at the head of the presidency
07:27 of the government of Spain.
07:28 This decision is not a mere pause.
07:33 It is a full stop.
07:34 I guarantee it.
07:36 I pledge to you my commitment to work tirelessly, firmly,
07:40 and calmly for the pending regeneration of our democracy
07:43 and for the progress and consolidation of rights
07:46 and freedoms.
07:47 I assume the decision to continue
07:49 with even more strength, if possible,
07:52 at the head of the presidency of Spain.
07:55 Australian citizens marched through this country's cities
07:57 in rejection of violence against women.
07:59 Demonstrations took place in the cities of Sydney, Hobart,
08:02 Adelaide, among others.
08:04 Demonstrators demand strict laws from the government
08:06 to stop the wave of violence against women,
08:08 unleashed since the beginning of 2024,
08:11 which has left at least 26 women murdered.
08:14 According to statistics collected
08:15 by women's advocacy organizations,
08:17 a woman dies every four days, mainly
08:19 as a result of domestic violence.
08:21 The Australian food is accompanied
08:23 the demonstrations and warned that it
08:25 is the time to change the culture
08:27 and make the necessary adjustments to stop
08:29 gender violence.
08:29 [CHANTING]
08:43 We're here today to demand that governments of all levels
08:49 must do better, including my own, including
08:52 every state and territory government.
08:55 [CHANTING]
09:04 We're here as well to say that society and Australia
09:10 must do better.
09:11 [CHANTING]
09:16 We need to change the culture.
09:18 We need to change attitudes.
09:21 We need to change the legal system.
09:23 We need to change the approach by all governments,
09:28 because it's not enough to support victims.
09:32 In the north of Africa, the newly created joint force
09:36 of the Sahel Alliance of States, comprising Burkina Faso, Mali,
09:39 and Niger, has neutralized one of the most lethal terrorists
09:42 in the area.
09:43 Abu Hussein Fa, alias Hugo, is responsible
09:47 for several terrorist attacks in different countries
09:49 in the region.
09:49 The alliance serves the tri-border region,
09:51 plagued in recent years by the activity
09:53 of several terrorist organizations and cells.
09:55 The governments of the three African countries
09:57 have dispensed with French and US military assistance,
10:00 claiming that in addition to being highly ineffective
10:03 in the fight against extremism, they are a sign of colonialism.
10:06 On Monday, African heads of state
10:12 met in Nairobi for the International Development
10:14 Association Summit, where a federal lending and repayment
10:17 structure to African countries stopped the agenda.
10:20 Established in 1960, the IAEA is part of the World Bank
10:24 and aims to reduce poverty by providing grants and zero
10:27 to low interest loans for programs that
10:29 boost economic growth, reduce inequalities,
10:31 and improve people's living conditions.
10:33 Last year alone, the International Development
10:36 Association disposed $18 billion to African countries.
10:40 The IAEA has projects across 75 countries,
10:43 with 39 being African states.
10:50 IDA stands out for its rapid, undecisive action
10:55 during crisis, distinguishing itself
10:58 from other funding sources.
11:00 Its demand-driven programs, combined
11:04 with concessional loans of 40 to 50 years,
11:08 empower borrowing nations to pursue
11:11 sustainable, long-term development strategies.
11:15 And this is what we have been asking for.
11:19 Long-term, concessionary.
11:23 We now want to discuss in this meeting scale.
11:26 In Western Kenya, the Olkihabe Dam
11:47 collapsed early Monday, killing at least 40 people
11:49 after a wall of water swept through houses
11:52 and cut off a main road.
11:53 Kenya's Interior Minister Kithure Kintiki
11:55 ordered the inspection of all public and private dams
11:58 and water reservoirs within 24 hours,
12:00 starting Monday afternoon, to avert future incidents.
12:04 The ministry said recommendations
12:05 for evacuations and resettlement would
12:07 be done after the inspection.
12:09 The Kenya National Highway Authority
12:10 issued an alert warning motorists
12:12 to brace for heavy traffic and debris that block roads.
12:17 Also, Kenya government spokesman Isaac Mwara
12:24 said in a statement that 103 people have died due to flooding
12:27 across the country.
12:29 Official reports also confirmed that,
12:30 linked to heavy rains hitting the country since March,
12:33 37,500 households have been affected, 42 people are missing,
12:38 and in the midst of a difficult economic situation
12:40 in many regions, nearly 5,700 heads of cattle have been lost.
12:45 It is worth noting that Kenya, along with other nations
12:48 like Tanzania, has been hit for weeks by torrential rains
12:51 as a result of the weather phenomenon known as El Nino.
12:54 Droughts and heatwaves continue to strike the Philippines
13:02 on Monday as a result of low rain since November
13:05 and the El Nino weather pattern, which
13:07 brings drier conditions and scorching temperatures.
13:10 In this regard, Joey Villarrama, a spokesman for the government
13:14 referred to the damage to the agricultural sector.
13:16 The Department of Agriculture has reported devastation
13:25 in terms of cost.
13:27 It's 3.94 billion pesos, but that may change within the day
13:31 or within the week.
13:33 That's equivalent to about 66,000 hectares
13:36 of affected land.
13:37 It's very difficult because it's unpredictable.
13:40 As I mentioned, as I used the example of temperature,
13:43 you can't find a solution to that.
13:46 Obviously, if a surface water source, if a dam dries up,
13:51 you can create artificial rain, but that will not
13:54 be sufficient to bring back the level of water
13:57 in the surface water and the dam to sufficient levels.
14:01 So that's a great challenge.
14:05 That's why we're hoping that El Nino continues
14:09 to weaken, to dissipate.
14:10 And hopefully by the end of May, we as a country can say,
14:16 and we can come out of this and say,
14:19 that we weathered the worst of El Nino.
14:23 We have a follow-up short break coming up.
14:24 But before we do, we invite you to join our WhatsApp community
14:28 for our English-speaking audience.

14:41 Found your break.
14:41 Don't go away.
14:43 [MUSIC PLAYING]
14:47,
15:15 Welcome back.
15:15 Mexicans residing abroad cast their mail votes
15:18 for the electoral process that renews
15:20 the presidency of the republic, the Senate,
15:22 the Chamber of Deputies, and the governorships
15:24 of several states.
15:25 The National Electoral Institute sent the boxes on April 23
15:28 for 20,964 voters.
15:32 The largest number of votes is expected from the United States
15:34 with 137,938 voters.
15:38 According to the Electoral Institute,
15:40 208,352 Mexicans residing abroad registered for these elections.
15:45 Online voting will begin on May 18.
15:54 Mexico is experiencing an eventful electoral prelude
15:58 that I consider one of the most important in its history.
16:01 Millions of citizens watched the second debate of the three
16:04 presidential hopefuls.
16:06 The face-to-face meeting was defined
16:08 by the proposals of Claudia Chambaum of Morena,
16:11 Xochitl Galvez of the Institutional Revolutionary
16:14 Party and other right-wing organizations,
16:16 and Jorge Alvarez Maínez of the Movimiento Ciudadano Party.
16:20 Issues such as climate change, crime, employment, and wages,
16:23 as well as everything related to the energy sector were covered.
16:26 An aggressive participation of the right-wing candidate
16:28 who needs to rebound in the polls
16:30 added a tent stone focused on the Morena candidate, who
16:33 tried to fixate on current issues such as poverty
16:36 and inequality.
16:37 The model of transformation that began with this government
16:46 is a humanist model, an honest model,
16:49 a model that protects our heritage with better salaries
16:52 and better pensions without increasing taxes.
16:55 There have been programs for welfare and the strategic works
16:59 or national development.
17:00 Neoliberalism failed.
17:02 Now it's our turn for transformation.
17:05 We're going for the fourth transformation.
17:09 On his participation in the Mexico 2024 candidates debate,
17:12 the Citizens Movement candidate Jorge Alvarez Maínez
17:15 announced that his main goal is to promote economic investment
17:18 plans at all levels to achieve prosperity in the country.
17:21 Rather than growth, we refer to prosperity.
17:26 Grounded in prosperity makes the environment
17:29 and the fair distribution of wealth among all people
17:31 be on top.
17:33 Mexico has a great opportunity to be a prosperous country
17:36 in the coming years, thanks to the phenomenon of nearshoring
17:38 that is relocating investment from Asia
17:40 to the southern United States and northern Mexico.
17:44 The whole country can take advantage of that opportunity
17:46 if we resolve for pending issues.
17:49 The first is security, and there we
17:51 see the only alternative to the militarization that
17:54 began with Calderon but has continued in this six-year term
17:57 with no outcomes for your family.
17:59 Mexico needs to harness green energy.
18:01 It needs to harness both the sun and the wind,
18:04 pursuing a changing model that supplies energy investment.
18:08 Water, with a national water infrastructure plan
18:10 that relaunches the Mexican productive sector,
18:12 and of course, the most important,
18:14 an educational revolution that allows equal opportunities
18:17 for everyone to be part of prosperity.
18:21 On financial matters, the candidate
18:22 for Fuerza y Corazón for Mexico, Xochitl Galvez,
18:26 assured the state oil company Pemex
18:28 produces losses for the economy of the country.
18:31 [SPEAKING SPANISH]
18:33 I'm going to tell you where I'm going to get the resources
18:36 from.
18:37 Pemex has lost, and we have given it financial support
18:41 for $2 trillion.
18:43 That is equivalent to building 8 million houses,
18:46 giving $250,000 to each person.
18:50 Pemex is a robbery.
18:51 So in that sense, in my government,
18:53 we are going to make viable projects.
18:56 We are going to apply real austerity.
19:00 And just weeks before the presidential elections
19:02 in the Latin American country, let's
19:05 get to know the main candidates running for office.
19:08 In this case, Claudia Sheinbaum from the coalition
19:10 Let's Continue Making History.
19:12 She's a 61-year-old politician and scientist.
19:15 In 2018, she became the first woman
19:17 elected head of government of Mexico City,
19:19 winning the elections with more than 47 votes in favor.
19:23 Among her government's proposals are fair salaries
19:25 for the education sector, the strengthening
19:27 of the National Guard, and the creation of clinics
19:30 in 154 municipalities in the country that
19:32 do not have the service.
19:34 During the first presidential debate,
19:36 she assured to continue with the creation of public universities
19:40 to strengthen the new health system
19:42 and to continue with the policy of republican austerity
19:44 in the public administration.
19:46 The Colombian government presents
19:50 an important economic reactivation package
19:53 for the country in the coming hours.
19:55 This was announced by the executive branch
19:57 on Sunday at the end of the extraordinary working
19:59 day of the ministers.
20:01 The conclave that took place in Paipa,
20:03 a city in the department of Boyacá,
20:05 provided an opportunity for senior government officials
20:07 to take stock of the first two years of Francine Gustavo
20:10 Petro's administration.
20:12 According to information disclosed
20:13 by the presidential office, the 2025 budget was reviewed
20:16 and dates and goals were set, as well as the objective
20:20 foreseen for 2026.
20:22 And moving to sports, Argentine marathon runner Diana Ocampo
20:32 made it to the Paris 2024 Olympic Games
20:34 after her performance in Hamburg.
20:36 The Argentine athlete showed a great performance
20:39 in the 42K of Hamburg, finishing in the seventh position
20:43 with a time of 2 hours, 24 minutes, and 26 seconds,
20:47 26 seconds less than the minimum mark required by World
20:51 Athletics.
20:52 The winner of the marathon was Kenya's Irene Cheptei,
20:55 who achieved a time of 2 hours, 18 minutes, and 22 seconds.
20:59 Diana was the only non-African athlete
21:02 in the top 10 of the German race.
21:04 The International Olympic Committee
21:10 confirmed Palestine's participation in the Paris 2024
21:13 Olympic Games.
21:14 The president of the Olympic Committee, Thomas Bach,
21:17 assured that Palestinian athletes will take part
21:20 in the Olympics either by their own merits or by invitation.
21:24 Bach estimates that it will be between six and eight
21:26 competitors from that nation.
21:28 The system of Olympic invitations
21:29 is not reserved for the Palestinians,
21:32 but for any national Olympic committee that does not
21:35 manage to qualify athletes in virtue
21:37 of the Olympic universality to bring together all nations
21:40 beyond the sporting elite.
21:41 We have come to the end of this news brief.
