00:00 Whatever the same-interest amendment of the 1987 Constitution,
00:04 the way in which the House and Senate are pushing for it is different.
00:08 The Senate just wants to replace some economic provisions of the Constitution
00:13 through the separate discussion of the two branches of Congress.
00:18 The House of Representatives is being led by the signing of a signature to support the People's Initiative.
00:25 Earlier, the Social Economic Secretary, Arsenio Balisacan, called on lawmakers
00:31 to agree on how to amend the Constitution.
00:35 I hope that they can agree very soon because we don't also want that uncertainty
00:41 because one of the factors that inhibit investments,
00:47 whether it's domestic or foreign, is a state of uncertainty.
00:52 So we hope that our leaders will come to a common position quickly so that we can move on.
00:59 Yesterday, President Bongbong Marcos was given a separate hearing by Congressmen and Senators in Malacanang.
01:05 It was not mentioned whether it was about the Charter Change,
01:08 but Senator Sherwin Gatchalian was the first to call on the President on the issue.
01:13 I think that our President has mentioned that the Constitution was designed for a period
01:21 that was perhaps not too responsive to the current states of the world now.
01:29 So we need to address those, remove those.
01:32 But also underscoring that apart from eliminating those restrictions,
01:38 we need to do also a lot of other things because that's not the only problem
01:43 that we face as a nation when it comes to economic development.
01:48 Balisakan said that because of the unrestricted and unnecessary economic provision in the Constitution,
01:54 there are many wasted opportunities for foreign investments to enter the country.
01:59 Balisakan gave an example of education
02:02 on where foreign universities' campuses are located in the neighboring countries.
02:08 Of course, land. I myself would not be in favor of opening that up for foreign ownership
02:15 because for the obvious reason, once you do that, then ordinary Filipinos like you and me,
02:21 you know, would have difficulty owning lands because that will jack up the prices of land.
02:31 For 2024, the government expects a 6.5 to 7.5 percent economy.
02:40 This is despite the ongoing tensions in some parts of the world, rising prices of goods,
02:46 and the effects of the El Niño or severe drought in the first half of the year.
