00:27 some mayors in Albay met on January 5.

00:36 as a former chairperson of the House Committee on Constitutional Amendments.
00:40 In the so-called help, Albay First District Representative Edsel Lagman said
00:45 that he gave money to pay P100 for each signature in the People's Initiative.
00:52 At that meeting, I was given 50% of P100 per voter.
01:03 He said that the balance of 50% will be followed.
01:09 I don't know where the money came from,
01:12 but what was there in the meeting were the ranking members of Ako Bicol party list.
01:20 In comparison to incumbent representative Jill Bongalon of the party list
01:26 and the former congressman of the party list, Pido Garbin.
01:31 And the funders were the Ako Bicol coordinators.
01:40 For one mayor, P50 is P125,000. For others, it's bigger.

02:04 According to Lagman, three mayors in his district were given money.
02:09 The People's Initiative or PI is a way to amend the Constitution.
02:15 Under this, the people can pass an amendment if they can get a signature
02:21 that will not decrease the 12% of registered voters,
02:26 as long as each district will not decrease the 3%.

02:43 Under the Omnibus Election Code, it is prohibited to sell or buy votes.

02:55 Senator Aimee Marcos, the chairperson of the Senate Committee on Electoral Reforms,

03:03 Garbin confirmed that he had a help,
03:07 which is called the League of Municipalities of the Philippines Albi Chapter,
03:12 but he was not given money.
03:14 There was a meeting that transpired, but allegations on low of funds or money,
03:21 that's a wild and baseless accusation.
03:25 In a statement, Acobicol Rep. Raul Angelo Jill Bongalon also confirmed that he was in the help.
03:33 They are both resource persons of Garbin.
03:36 He also denied that he was given money.
03:40 Garbin and Bongalon sent a statement by LMP Albi Chapter President and Mayor Adrian Salceda,
03:48 where they confirmed that 15 of the 18 mayors who signed the petition for the petition were in agreement.
03:56 Mayor Salceda also denied that they were part of the fund.
04:00 Comelec said that the issue has not yet reached them.
04:05 The jurisdiction of Comelec has not yet entered here because it is not yet election period.
