00:00Good morning. I am here together with Mayor Benji Magalong to inspect some of these problematic, again, flood control projects.
00:55At you will see it later, you can see it there sa ilalim ng tunnel, talagang na-erode na dahil yung slope protection dito sa baba sa tabi ng ilog ay napakababa at napakahina.
01:16Kaya at makita mo rito, tangay na itong lahat.
01:19This was all destroyed because of the landslide here, the rockslide here, and the erosion under the road.
01:29Now, the project that was supposed to take care of this cost as 260 million, more or less, 260 million.
01:41The 260 million that the government spent for this project had no effect whatsoever as to protect the slope.
01:52Parang walang ginawa.
02:12And here's the other thing, that's why I keep talking about economic sabotage.
02:17Ang feedback natin from the mayor and from the other, the mayor of Tuba is also here.
02:23Mayor Clarita.
02:25Come, come join us.
02:27Alika, mayor.
02:29Dito ka.
02:29Oh, we are talking to the mayor in terms of the effect on businesses.
02:36Because of this, because nagsara ito, hindi na magamit ito, in terms of business, 30%, 35%, I think is the number, 35% kaagad ng kanilang hanapuhay ay nawala dahil dito.
02:51So, it is not only the damage, the physical damage that we can see, but it is also the damage to the economy.
03:00It is also the damage to the people's livelihood.
03:16Kaya't naman, hindi kayo magtataka that if there's one thing, I will not leave this office until I fix this, this is it.
03:27This is one of those things.
03:29So, very, very clear.
03:30Here we go again.
03:32Pang-ano na tayo?
03:33Pang-lima na yata nating inspeksyon nito.
03:38And it's always the same.
03:40Now, we will go to the next side.
04:20Ang presyo ng rock netting is 3,200 pesos.
04:28Ang sinar sa gobyerno is more than 12,000 pesos.
04:33So, times four.
04:35Times four.
04:36So, 75% ng kontrata kinikbak.
04:43So, that's the situation we are facing.
04:46Kaya't malala ito.
04:47The other item that I have begun to learn from the LGUs, puti na lang nandyan yung LGU na nakabantay.
04:57But the LGUs are all complaining.
05:19Hindi lang, pag malaking project, hinihiring yan from barangay to municipal to province.
06:07That SOP is that before you release the project to the local government, kailangan tanggapin ng local government.
06:16And that's something that we will reinstitute.
06:20Yun ang ibabalik natin.
06:22Because the local government, alam nyo naman ako, matagal ko na sinasabi, because of my experience as governor.
06:30Ang local government, wala kaming ginawa, kundi araw-araw tinitignan, in-inspeksyon namin lahat yan.
06:35Hindi yung minsanan.
06:37Every single day, we walk around, go around, we hear reports from ordinary people, hindi yung mga opisyal, but ordinary people.
06:44And kaya na sila yung nakakaalam.
06:47That's why that acceptance is so important.
06:50And that's what we are going to reinstate.
06:52That's going to be one of the measures that we think.
06:55Bakit yun ang inintay na mo?
06:57Oo, bakit nila natanggalin?
06:58Oo, hindi pwede yun.
07:00Hindi pwede yun.
