00:09:32 But Crazy, let's speak about the Soka Parang
00:09:36 Of course, Parang has been around for a while
00:09:39 Soka, around for a while
00:09:41 Why did you decide and why was it the right time for you to merge both genres of music?
00:09:49 Well, before 1978, we had the thing they call traditional Parang
00:09:54 They only used to sing the Parang in Spanish
00:09:57 We don't speak Spanish here, you know
00:09:59 So let us say somebody from Venezuela come to Trinidad
00:10:03 And we're singing things that is not good to us
00:10:05 And we wouldn't be dancing to it
00:10:07 Because we don't understand Spanish
00:10:10 But I think a band came from Venezuela sometime in 1977
00:10:14 And we're singing things like

00:10:20 They were singing things about the races, different races, you know
00:10:23 Okay
00:10:23 And using the FN word and all that
00:10:26 And we were dancing to it

00:10:28 Yes, because we don't understand, we don't speak Spanish here

00:11:18 But originally when I started it, it was supposed to be Parang Soka

00:37:32 Miss Englefield, what's the message to motorists?
00:37:36 Okay, the message this morning particularly is about speed
00:37:40 You know, speed is determined by the excellence in our roads
00:37:44 And our infrastructure
00:37:45 As well as safer drivers
00:37:47 And therefore safer drivers
00:37:49 And therefore speed all over the world is being reduced based on traffic
00:37:55 And not only driver traffic, but pedestrians and cyclists
00:37:59 So we need to adapt our speed to the road conditions
00:38:04 The facts are that Saturdays, Sundays, Mondays, and then Fridays
00:38:10 Are the most deadliest days on our nation's roads
00:38:13 On the roads of Trinidad and Tobago
00:38:15 And that is this weekend
00:38:17 So we need to make sure that we adapt our speed to the road conditions
00:38:21 If the road infrastructure is not perfect
00:38:24 If it's a rainy day, we need to reduce our speed
00:38:27 And I cannot emphasize that more than we've done now and in the past
00:38:35 So please, let's slow down
00:38:37 Let's plan our journey
00:38:38 Let's make sure that we're leaving our home early enough
00:38:43 To plan for the additional traffic at this time of the year
00:38:46 Christmas week is always a busy, busy week on the roads
00:38:49 High volumes of traffic
00:38:51 So we need to plan our journey prior to leaving the house
00:38:55 You know, there are lots of technology like Waze that can help you plan that journey
00:39:00 And then make sure that if you're going out at night
00:39:05 That you've organized a Lyft home
00:39:08 You've organized a taxi
00:39:10 Or you've designated a sober driver
00:39:13 Let's not be distracted on our roads
00:39:15 Let's not be on our phones
00:39:17 It's very, very important that we heed all of these messages
00:39:23 Simply because road crashes, serious road crashes are all preventable
00:39:29 Yeah, Ms. Englefield, is there an increase or an uptick
00:39:33 In road traffic accidents during the Christmas season?
00:39:36 I'm asking, is there an uptick in road traffic accidents during the Christmas season?
00:39:45 Ms. Englefield?
00:39:46 Yes, there's always more accidents in Christmas season
00:39:51 So we want to make sure that we are, you know, ensuring our driving public
00:40:01 That we are being responsible
00:40:04 We're being selfless on the nation's roads
00:40:07 And that we are planning our journeys
00:40:10 Making sure we have sober drivers and not being distracted
00:40:14 Ms. Englefield, when you look at our behavior on the nation's roads this year
00:40:21 When you look at the data, what is the data telling you
00:40:25 About what has happened this year in Trinidad and Tobago on the nation's roads?
00:40:31 Well, unfortunately, we've had an increase in the number of serious crashes and fatalities
00:40:38 And what's alarming is that more than one death per crash
00:40:43 And that is quite alarming because that means a lot of passengers
00:40:46 Perhaps not wearing seatbelts
00:40:49 So, I mean, that is basic passenger safety that we must wear our seatbelts
00:40:56 We know this because, again, the facts tell us that some of the passengers
00:41:01 And even drivers in vehicles are being thrown out of their cars in particular
00:41:08 And therefore we must buckle up
00:41:10 We must buckle up front and back and make sure children are well secured in vehicles
00:41:15 I know that this year we also experienced a number of deaths concerning pedestrians
00:41:23 That has to be saying something about the behavior of our pedestrians
00:41:27 Yes, and we appeal to our pedestrians to please cross on designated crosswalks
00:41:34 And on the crossovers that we built for you
00:41:39 Very important, we are all pedestrians at one time or another
00:41:43 Whether it is that we're getting out our car to go to the supermarket
00:41:47 Or getting out our car to go to our offices
00:41:51 Let's make sure that we're crossing responsibly
00:41:54 We're looking right, left, and right again prior to stepping off of the sidewalk
00:42:01 And that we make sure that we use the designated crossings at all times
00:42:06 Those are there to protect life
00:42:08 You know, pedestrians and cyclists don't have a shell like we do when we're driving
00:42:13 And when we're a passenger in a vehicle
00:42:16 So we need to make sure that as pedestrians we're all crossing our roads responsibly
00:42:21 And also drivers, whether or not pedestrians are crossing our roads responsible
00:42:27 We don't want to be responsible for the loss of life
00:42:31 You know, whether it's our fault or the fault of a pedestrian
00:42:35 Especially at this time of the year which is a very, you know, emotional time of year
00:42:39 So let's all slow down
00:42:41 Remember that the international standard for speed
00:42:45 Most cities, most towns are reducing speed limits to 30 kilometers per hour
00:42:51 Where there's heavy pedestrian traffic
00:42:55 You know, they're doing all kinds of fancy infrastructure to slow down traffic
00:43:00 So let's remember that, that pedestrians deserve a right to our roads
00:43:06 Just like we do as drivers
00:43:09 They have a right to our roads, a moral right and a legal right to our roads
00:43:13 And internationally speed limits are being reduced
00:43:18 I can't emphasize that enough
00:43:20 Speed limits are determined, again, I will repeat
00:43:24 By the excellence of our roads and infrastructure
00:43:28 As well as the intelligence of our drivers, the education and training
00:43:33 And, you know, we can't ever be trained or educated enough as drivers
00:43:39 The speed limits need to come down in some areas
00:43:43 And I really have no sympathy for drivers who seem to not look at the big picture
00:43:50 Where speed is concerned in particular
00:43:53 Is there a particular age we're seeing that people are flouting the laws?
00:44:00 Is it younger drivers? Is it older drivers?
00:44:04 What are we seeing?
00:44:05 Well, the demographic is until the age of 34
00:44:10 They're the ones involved in the serious collisions
00:44:14 Where that's a concern
00:44:16 Unfortunately, I don't have the data
00:44:18 Of course
00:44:19 In front of me with regards to the merit point system
00:44:23 And the number of drivers that were under the age of 34 that got tickets
00:44:31 But I applaud the Toronto Police Service for being out there and enforcing our laws
00:44:38 The ticketing system and the demerit points are graduated
00:44:43 And once again, we need to look it up and ensure that we know the law
00:44:49 And because they're graduated depending on the speed
00:44:53 That we're going over the limit set on the various roadways
00:44:58 And I encourage the police service to be out there protecting life, being proactive
00:45:06 It's so much better than being reactive
00:45:09 Because we're saving lives, we're saving injuries
00:45:13 You know, we're saving families from losing breadwinners
00:45:18 Every life lost on the nation's roads means more families grieving
00:45:22 More families who are left without the financial resources to support, you know, the nuclear family
00:45:31 Yeah, which takes me to a question, Miss Inglefield
00:45:36 But why is it that so many of us motorists are not getting the message that we need to slow down?
00:45:44 We're also seeing pedestrians crossing under the walkover
00:45:49 So I'm just saying the messages out there, persons such as you and your organization
00:45:54 You continue to disseminate the message out there
00:45:58 But why is it that so many of us are not getting it?
00:46:02 I think that we've been allowed to be reckless for far too long
00:46:07 And therefore, you know, we need to continue the communication, the education, the training
00:46:15 We need to ensure that we have a consistent communication out there
00:46:22 To all drivers in particular and pedestrians
00:46:25 We could always do more
00:46:28 So Arrive Alive together with the Ministry of Education is in the schools
00:46:32 Under the National Road Safety Council
00:46:34 We're trying our best to teach and educate and encourage the transformation of behavior

00:46:48 Because part of the demerit point system is re-educating drivers
00:46:53 Who have had their driver's permits suspended
00:46:57 So education and training are key together with enforcement
00:47:02 You know, I keep talking about the five E's of road safety
00:47:05 And education is certainly one
00:47:09 And of course, if we don't learn, we're going to have to feel it in our pockets
00:47:15 Unfortunately, some of us want to continue to push the boundaries
00:47:19 And therefore, that's why enforcement by the penalty point system is imperative
00:47:25 Yeah, I know that at the beginning or where the demerit point system was introduced
00:47:33 I'm sure that we did see a change in the behavior of motorists
00:47:39 But I think, Ms. Englefield, as we went along,
00:47:42 I don't know if they have become accustomed to it
00:47:47 I don't know if they are willing to accept the repercussions of the demerit point system
00:47:54 But somewhere, Ms. Englefield, I think that motorists have fallen off
00:47:58 Is it that the demerit point system needs to be reviewed
00:48:03 And make it more rigid, more stringent?
00:48:11 What more is needed?
00:48:13 I think supporting the police service being out there
00:48:18 Doing consistent roadblocks
00:48:20 And ensuring that drivers who are being reckless on our nation's roads are ticketed
00:48:25 I think that is one way to ensure that we get drivers' behavior to change
00:48:31 Certainly, all my chat groups were lighting up yesterday
00:48:36 When the police were out there on the Western Main Road
00:48:39 Slowing down drivers towards that new roundabout
00:48:42 And I applaud their work
00:48:44 They're out there in the hot sun giving tickets
00:48:47 That can't be an easy task
00:48:49 I also see the stats coming back from the police service
00:48:55 Showing the amount of roadblocks they've had
00:48:57 As I say, we could always do better
00:49:00 We need to make sure that we give them the tools they need
00:49:02 The speed guns, the breathalyzers properly calibrated
00:49:06 And working at all times
00:49:08 And of course, more manpower out there
00:49:11 Especially this weekend and going into the carnival season
00:49:16 Those drivers who are getting ticketed are talking to their friends
00:49:20 And I believe we will see a change in the behavior
00:49:23 Yes, the deaths have increased
00:49:26 But we have more and more drivers designating and organizing taxis
00:49:31 To go home from the various parties and fets
00:49:33 And the behavior will change
00:49:36 With a consistent communication plan
00:49:38 And the media being part of it
00:49:41 And having road safety on the front burner at all times
00:49:44 I certainly think the behavior will change
00:49:48 And let us all as drivers remember
00:49:50 That our loved ones are waiting for us at home
00:49:53 Our mothers, fathers, our sisters, brothers, our grannies
00:49:57 They're all waiting for us at home this Christmas
00:49:59 We just came out of Diwali
00:50:02 The light that we all believe in
00:50:05 We need to ensure that that light transforms our behavior
00:50:10 The light of Diwali, the light of Christmas
00:50:12 Transforms our behavior with supposedly such a religious nation
00:50:17 Let us go into 2024 being more selfless
00:50:22 And really practicing what we preach through our various religions
00:50:27 You know, it's so important that we heed these messages
00:50:33 Rather than feeling the brunt of the law
00:50:35 Because Arrival Eye will continue to support the police service

00:50:44 Yeah, let's speak a little bit about defensive driving
00:50:47 Can that assist a defensive driving program that is mandatory?

00:50:53 We encourage the licensing office and transport commissioner
00:50:57 Under the Ministry of Works and Transport
00:50:59 To beef up all our licensing tests
00:51:06 Prior to granting the privilege to drive on our nation's roads
00:51:11 Our drivers need to be well educated
00:51:13 We need to be proactive with our licensing examinations
00:51:17 To include defensive driving
00:51:20 It should be mandatory within the licensing program
00:51:24 The training, not only the practical training
00:51:28 But theoretical training
00:51:30 So that people understand why speed limits are set
00:51:33 That people understand the risk of driving at a certain speed
00:51:38 The risk of driving when we're distracted
00:51:40 The risk of driving when we're under the influence of alcohol and drugs
00:51:46 We certainly need to re-educate our drivers
00:51:50 Who are already on the roads
00:51:52 And we need to reinvent the driving examinations
00:51:57 For all classes of vehicles
00:51:59 Prior to being given the privilege to drive on our roads
00:52:06 Yeah, and that's a good point Ms. Inglefield
00:52:09 Because I do think that sometimes we as drivers
00:52:12 We feel invincible
00:52:14 And sometimes we feel the bigger the vehicle that you're driving
00:52:18 You have that level of invincibility
00:52:21 And nothing can happen to you
00:52:22 But we have seen where truck drivers have been killed
00:52:25 We have seen where pickup drivers have been killed
00:52:29 So it's a situation now where there has to be
00:52:33 Really a cultural shift in the way that we're thinking
00:52:36 And also the way that we are driving
00:52:39 Almost certainly
00:52:42 As I said before, the transformation of behavior
00:52:45 Can't happen soon enough
00:52:48 We really need to think and plan better
00:52:51 It's a work in progress
00:52:54 There can be improvement in every aspect of road safety
00:52:58 Safer drivers, safer roads and safer vehicles
00:53:03 You know, we all have a responsibility
00:53:07 And we need to go into this weekend remembering
00:53:11 That we have loved ones
00:53:13 We don't want to have the tragedy of a lost one
00:53:17 Within our families this Christmas
00:53:19 And let's really be responsible

01:01:49 Mr. Robert Tobit, steel pan soloist, composer,
01:01:53 tutor and arranger with over 45 years of experience of a steel pan
01:01:57 He has toured internationally throughout Europe and America
01:02:01 He was privileged to meet the Queen of England in 2007 while on tour with the Trinidad and Tobago
01:02:05 Defense Force Steel Orchestra as its musical director
01:02:10 He also performed in Japan and Switzerland, right?
01:02:14 Mr. Tobit, thank you very much for coming this morning
01:02:16 Good morning
01:02:17 Yeah, well
01:02:19 I mean, we have given really, Mr. Tobit, your resume there
01:02:24 So, so, and, and I think that that was very, very important
01:02:33 I want you to, let's dig a little deeper into
01:02:39 Because I know that you are a member of the Defense Force
01:02:43 Yes
01:02:44 All right, so we have covered that
01:02:46 But your relationship with the pan, when did it all begin?
01:02:50 My relationship with the steel pan began when I started
01:02:55 comprehensive school, that would have been back then,
01:02:57 Batavia Senior Comprehensive School in Form 4
01:02:59 My mother was a classical pianist
01:03:03 But before entering school, I never had any interest towards the steel pan
01:03:08 Yeah
01:03:09 And what happened basically is that the first day we entered the class,
01:03:13 one of the former students from this existing steel orchestra
01:03:16 was going around to the different classes,
01:03:17 asking the teacher to talk to the class to see who was interested in joining the orchestra
01:03:22 And the guy came in and he asked the question,
01:03:24 "Who is interested in joining the steel orchestra?"
01:03:28 And I don't know what came into me
01:03:29 And my good friend next to me, Dean Charles,
01:03:32 I just hit him on the elbow and I said, "Let us put up our hand"
01:03:35 And we did like this
01:03:36 And that was the start of my life with steel pan
01:03:39 Yeah
01:03:39 By Form 5, I became the captain of the band
01:03:42 and I entered the school musical festival as a soloist
01:03:46 and played a song by the name of the Queen of Sheba,
01:03:49 which was the test piece for the big bands from 1980
01:03:52 And I played it as a soloist piece in 1981
01:03:54 So it didn't take me long to really elevate into the steel pan
01:03:58 And then when you got into the Defence Force,
01:04:00 you became a part of the steel orchestra there
01:04:04 Right, back in 1995,
01:04:06 Brigadier Alfonso retired,
01:04:08 actually for Defence Staff
01:04:10 He gave the permission to form an orchestra
01:04:12 So we did that
01:04:13 You're one of the founding members
01:04:14 One of the foundation members
01:04:16 We started with 10 members
01:04:17 and we entered the pan-ramashe competition at flour mills
01:04:20 And then over the years, you know, we started recruiting more players
01:04:23 and the band became bigger
01:04:24 and then we started touring internationally
01:04:26 throughout Europe and America
01:04:27 And what is the response like?
01:04:29 And I'm sure it continues today
01:04:32 Yes, it does
01:04:33 Because I believe the touring continues, right?
01:04:35 They just came back from Scotland the other day
01:04:36 But when you visit other countries with a pan,
01:04:40 because we usually see videos of it
01:04:43 and the response, it has to be overwhelming
01:04:46 It is overwhelming
01:04:47 And it's sad to see that the response that we get back there
01:04:50 is not the same that we get here
01:04:52 So when you perform, especially like in Scotland,
01:04:55 where you have an audience of over 10,000 people
01:04:58 every night for 23 nights
01:05:00 with two shows on a Saturday
01:05:02 And it's basically ageable, you know, Europeans
01:05:05 And they want to see where the mics coming from
01:05:07 They want to touch the pan
01:05:08 They want to touch our uniforms
01:05:10 Right
01:05:10 And nine out of 10 times,
01:05:12 we were the only all-black contingent performing at those shows
01:05:16 All the other contingents were of European descent
01:05:19 Yeah, steel pan and steel pan music
01:05:22 It's really still a very seasonal thing in Trinidad and Tobago
01:05:27 Yeah, they used to call us the happy people
01:05:28 because we're always smiling and laughing and having fun
01:05:30 even in our down time
01:05:32 All the other contingents would want to surround themselves
01:05:34 around us, come to our changing room
01:05:36 When there's a break within the show,
01:05:38 they would all come to our changing room
01:05:39 because the first night we started like at a rhythm section
01:05:41 and we're just having fun in our room
01:05:43 And by the second night, when there are shows and there's intermission,
01:05:46 we are actually meeting the other contingents
01:05:48 lined up in front of our door
01:05:50 waiting to get into our changing room
01:05:51 to have that 20 minutes rhythm section break
01:05:53 Right
01:05:53 Where they're limboing, they're playing on iron, anything
01:05:55 And when they say show start back,
01:05:57 everybody has dried their face and they go back outside
01:05:59 Yeah, yeah, yeah, Mr. Tobit
