00:00 In the International Student Assessment Program or PISA in 2022,
00:06 the number of Filipino students in Mathematics and Literature was sixth lowest,
00:11 and third lowest in Science,
00:14 compared to more than 80 countries and economies participating in the assessment.
00:19 The PISA results lay bare uncomfortable truth.
00:22 It has shown that a significant majority of our boys and girls
00:26 fall below the proficiency level required for full participation in society
00:31 and contributing to nation building.
00:33 The average score of Filipino students in Mathematics is 355,
00:37 347 in Reading,
00:40 and 356 in Science.
00:42 All of them are below the average score of the Organization for Economic Cooperation and Development
00:47 that created PISA.
00:49 690,000 students aged 15 years old were selected in the 2022 PISA.
00:55 The International Assessment is held every three years.
00:58 The Education Department said that the government has already made steps
01:02 to address the low performance in Math, Reading and Science,
01:06 such as the revised K-10 curriculum and Catch-Up Fridays,
01:10 where students will be given one day a week to study.
01:15 It will take time.
01:16 Maybe a few more cycles of PISA.
01:19 As long as our performance is steady, hopefully higher.
01:23 The PISA also found that 12% of Filipino students
01:27 enter the school almost every day without eating,
01:30 which is possible to have a negative impact on their performance in Math.
01:34 One in three students said they experience bullying at least once a week.
01:41 The score of those who are bullied in Math is lower than 11 to 44 points.
01:46 I know we have a child protection policy within the department,
01:50 but is it understood and being implemented in schools that well?
01:55 Because by our reports in the field, there are cases that are not being reported
02:01 and teachers may not even be aware how to address them.
02:07 Senator Sherwin Gatchalian, co-chairperson of the 2nd Congressional Commission on Education,
02:12 said that funding for the learning recovery efforts is needed.
02:17 According to the budget for 2024, 2.9 billion pesos is needed.
02:23 It should increase to 10 billion pesos.
02:26 In the middle of the high performance in PISA,
02:29 the Congress will try to find a way to withdraw funds from other government agencies.
02:35 If nothing comes of it, it may come from the contingency fund of the Office of the President.
02:40 Contingency funds are used for these interventions.

02:49 The advocacy group, the Philippine Business for Education, or PBED,
02:53 said that the poor performance of students in the assessment is not only a problem of the education sector.
