00:15 There are many issues that need to be discussed.
00:18 Let's start with the preparation.
00:20 What will you do because of Monday, Tuesday, Wednesday, the three-day strike will begin
00:25 next week.
00:26 What kind of preparations is the LTFRB doing?
00:29 Yes, madam Pinky, they've announced a nationwide three-day transport strike a month ahead of
00:37 the December 31 deadline for the PUV consolidation.
00:40 Yes, ma'am, we are prepared.
00:43 Special permits will be ready, and we will give this to accommodate the routes that will
00:47 be affected.
00:48 Libreng sakay will be provided by the local government unit, and we are in touch with
00:53 the JTF, NCR, and Philippine National Police and MMDA.
00:58 As of count, madam Pinky, eight to 12 routes would be affected on the Tigil Pasada of Piston.

01:35 But then again, po, our chairperson appealed to them yesterday to stop their planned strike.

01:45 But if they will still go on this, it is still possible for them, po, to lose their franchise,
01:51 or their franchise will be suspended.

02:02 No po, our chairman appealed to Piston through a press conference po yesterday if they can
02:08 stop their planned strike on Monday to Wednesday.

02:21 We just want to remind them, ma'am, that if they go on with this, baka po, masuspindi

02:51 So it doesn't necessarily mean, ma'am, that our chairman appealed to them to stop the

02:57 It's because we're scared dun sa gagawin nilang tigil pa sada.
03:01 It's just that, ma'am, we believe that there's just this huge misunderstanding on the PUV
03:06 program of the government.
03:08 So if they're very much willing to talk and sit down with our chairman, mas mainam po
03:13 yun, madam.
03:14 Bakit po may misunderstanding, Celine?
03:16 Can you explain this to us?
03:17 Although I did watch a report where you were saying meron talagang misunderstanding.
03:22 Ang sinasabi kasi ng Pistón, kausap ko po si Kamodi kahapon, dalawa yung gusto nila
03:28 to actually extend the deadline coming up on December 31 for the consolidation.
03:32 At sinasabi nila, hindi daw sila, they don't oppose rather the modernization.
03:41 What they're hoping, ang sabi nila, is magkaroon tayo ng sariling industriya kung saan maaaring
03:47 kumuha ng mga jeep or i-rehabilitate yung mga existing jeep.
03:51 So why is there a misunderstanding?
03:55 Because ma'am, they're very worried that after December 31 deadline, they can no longer operate.
04:01 Ma'am, we just want to clarify that as long as they will file their petition for consolidation,
04:07 which is just a basic documentary requirement po, no?
04:10 Substantial requirement lang po ito.
04:11 At least po, in case they experience problems in preparing technical documents, there is
04:17 this intention to cooperate in the PUVMP.
04:19 Then they can still operate after December 31.
04:23 So ma'am, just file your petition for consolidation, then they can still operate on January 1 of 2024.
04:30 Tarang, Selena lumalabas, ayaw nila, it seems ayaw nila yung consolidation dahil sa mga nabasa
04:38 ko, marami sa kanila ay one operator, one jeep.
04:44 At parang lalamunin daw yung kanilang kabuhayan ng mga malalaking kumpanya.
04:50 Could you help us understand what is this particular concern of theirs and what is the response
04:56 of the transport group?
04:57 Department, rather.
04:58 Ma'am, if they will consolidate, yes ma'am.
05:03 If they will consolidate, they will form one cooperative or corporation.
05:07 With this, ma'am, based on the government study, it would be easier to implement the
05:12 modernization program in terms of fleet management and financial assistance.
05:17 So ma'am, in layman's terms, hindi na sila mag-aagawan sa ruta, hindi na po sila base
05:21 sa boundary system.
05:22 Lahat po ng mga drivers and operators are in one route for efficient delivery of public
05:29 service.
05:30 And ma'am, another worry po nila, no, replacement of jeepneys.
05:33 Ma'am, our chairman, Gwadis, reiterated yesterday, there is no need to replace the jeepneys as
05:39 long as the vehicles are roadworthy.
05:43 So very clear po yun.
05:44 Yung takot po kasi ma'am, baka kailangan lang namang pong pag-usapan with our chairman,
05:50 Gwadis.
05:51 What is siguro confusing or bothersome here, Celine, is that itong PUV modernization, 2017
05:58 ba ito?
05:59 In other words, it's about what?
06:01 It's been about six years.
06:02 Of course, hindi naman ito mayayari overnight, hindi ba?
06:06 But I think I also saw numbers, Celine, that about 65% have actually already consolidated.
06:11 Dama ba yun?
06:12 Yes, ma'am.
06:13 I'll just double check with my figures right now, ma'am.

06:18 Almost 60% na po ang consolidated.
06:21 In NCR, kasi yun po ang pinaka mainit madam, ang routes po doon is around 842.
06:27 Ang nakakonsolidate na po is 282 with 51,000 units, 13,000 na po ang consolidated.
06:34 Magkasama na po dito, ma'am, ang jeepneys and UVExpress.
06:37 Ma'am, for one last, I would just like to give this hypothetical example.
06:41 Let's consider, ma'am, one route with 50 units.
06:45 But only 40 units have been consolidated.
06:48 So 40 lang yun nag-participate.
06:50 In this scenario, ma'am, there are still 10 units na ang cooperative.
06:54 Ang tanong po nila, can these 10 units still operate?
06:58 Yes, they can still operate po.
07:01 But only for one sole reason.
07:03 We need to fill in and complete the 50 units allowed on that route.
07:08 This is the only justification po for their operation.
07:11 However, after reaching the allowed number of units on that route, if the 10 units, madam,
07:17 still choose not to cooperate, they will have three options.
07:21 Number one, wait for the new guidelines in case there would be any new guidelines outlining
07:26 what steps to take.
07:28 Second ma'am, choose to cooperate to continue their operation.
07:31 Or third, be part of the support program or social support programs offered by FFRB in
07:38 collaboration with Dolly and Tesla.
07:40 So makakabiyahin pa rin po ma'am.
07:42 And kooperation lang, consolidation lang po.
07:46 And there is no plans to extend that December 31 deadline?
07:50 Yun ma'am.
07:51 With my hypothetical example, ma'am, ang connotation po is parang nag-e-extend.
07:57 Pero the only justification dun po sa hindi magkakonsolidate, kaya sila nakakapag-operate
08:03 pa rin after December 31, is just to fill in the gap of the allowed number units on that
08:10 particular route.
08:11 So kapayagan ka pa, it's because we just don't want to have this crisis on public
08:16 transport.
08:17 Ayaw nyo na may deficit dun sa rutang yun?
08:19 Parang ganun na, no?
08:20 But then again, pag na-fill in na natin, ma'am, then you just have three options.
08:25 Yung nauna ko pong nabanggit sa inyo.
