00:00 Mr. Speaker, on behalf of the Senate, I want to register my disappointment in the increasingly
00:07 unbecoming conduct of Cabinet Secretary Moses Kuria, a man who is continually embarrassing
00:14 the appointing authority and casting serious doubts on the choice ability of none other
00:20 than His Excellency the President.
00:23 Mr. Speaker, sir, that tweet was in bad taste. It paints Senators as cheap people who have
00:30 no cognitive abilities to make interpretation of the matters that are before us and make
00:36 a sober decision that is in the interest of the Constitution and the people of Kenya.
00:42 Mr. Speaker, this is the 14th impeachment hearing that the Senate is hearing, and I've
00:47 had opportunity to vote in almost all of them. I take great exception in the conduct of Moses
00:53 Kuria in the tweet that he sent out and the things that he said about this House and the
00:59 colleagues that he's listed.
01:01 In fact, Mr. Speaker, I now agree with members of this House who have brought sincere motion
01:07 before to discuss the conduct of this particular minister, because at every given opportunity,
01:14 he has done nothing other than embarrass the appointing authority. In fact, it is my submission,
01:20 Mr. Speaker, that the earlier CS Moses Kuria is let off his duty, the better for this administration,
01:27 Mr. Speaker, because every single day in every action that he undertakes, he continues to
01:34 embarrass the President and the people.
01:37 No wonder the people of Kiambu resoundingly rejected his bid to be their governor, Mr.
01:42 Speaker. It's because of this kind of habit, the kind of things that he says, how he goes
01:47 about his duties, Mr. Speaker, and overall his conduct as a human being. Therefore, Mr.
01:53 Speaker, let Mr. Kuria know, wherever he is, that senators cannot be intimidated, that
02:00 the kind of monkey business he's trying to introduce cannot be allowed to stand, Mr.
02:04 Speaker, because this is a distraction.

02:07 >>Mr. Speaker, first, allow me to congratulate you for your resilience. The communication
02:16 being referred to was made at exactly midnight, and that is a sign of the commitment of this
02:22 House. Mr. Speaker, you are a bit lenient in your communication. I don't think that
02:30 such conduct should just be reprimanded and left at that. Mr. Speaker, I want to urge
02:34 you that this particular Cabinet Secretary, who uses social media to disparage the House,
02:40 to refer to matters before the House, to speak of the House in a manner that is extremely
02:45 demeaning, that this particular person be summoned to appear before the House and to
02:51 be summoned to substantiate those claims that he has made, because, Mr. Speaker, those kind
02:55 of utterances have got the effect of belittling this House and taking away any credibility
03:01 this House would have in future impeachment.
03:03 Mr. Speaker, the many impeachments that we have processed in this House, if the conduct
03:10 of C.S. Moses-Kuria was to be considered, his conduct falls within the threshold of
03:16 impeachment. If he was a governor and if he was brought to this House, he would definitely
03:21 be impeached. Mr. Speaker, I want to urge the members of the other House, because they
03:25 are the ones who have the responsibility of censuring and sending home Cabinet Secretaries,
03:29 to take serious judicial notice of the conduct of this particular Cabinet Secretary, and
03:34 this House, through the relevant committee, can come up with resolutions that can then
03:38 be used to move the other House to discuss his conduct and to have him censured.
03:42 And I hope that Senator Chariot, because you've got the ear of the President, who's the appointing
03:46 authority, let us not just complain in this House. Go and tell the boss that this guy
03:51 is an embarrassment, not just to the government, but to the Republic of Kenya. He's an embarrassment
03:57 to the entire East Africa. The deals he has done has made Kenya look like a pariah when
04:03 it comes to issues of supply chain of oil and edible oil. Mr. Speaker, this man must
04:09 go. We must pronounce ourselves.
04:11 Thank you, Honorable Speaker, for this opportunity also to give my comment on this irrisating
04:21 behavior of the CAs for public service. Honorable Speaker, the process going on in this House
04:27 is very, very important for the people of Meru, who are representing this House, Mr.
04:31 Speaker. And when a CA, just a log CA, gets out there to make some very funny comments
04:39 on social media, it is very embarrassing and he is not serving, or whatever he is doing
04:45 is not for the best interests of the Meru people. And I want to warn him that he should
04:50 keep off Meru affairs, let him concentrate with the work that has been given by the President.
04:55 Otherwise, Mr. Speaker, I will request actually on this matter, the other majority leader
05:03 on the other House, to actually start processing an impeachment motion to these CAs. And Honorable
05:12 Speaker, on this matter, as Honorable Kajanga has put it, after this process is done, I
05:18 would request that Mr. Skuria is going back to this House, is brought before us so that
05:24 we can discipline him. Otherwise, he is an embarrassment to the people who voted for
05:29 the Kenya-Kwanzaa government. And he should be relieved of his duties immediately. So
05:34 the President should take notice of the comments you are giving us this House, Mr. Speaker.
05:41 And I want from now on, let Mr. Skuria give us peace as Meru community. We don't want
05:47 his support. We know what we want and we know what best we can do, Mr. Speaker.
05:53 Mr. Speaker, I am happy that we have come full circle, because this is something that
05:57 I have said on many stages, that in fact, Moses Skuria is an incorrigible national shame.
06:04 Mr. Speaker, one of the things that I ask myself is just how much embarrassment does
06:11 the President have capacity to endure? And I can assure you that if nothing is done about
06:17 Moses Skuria, there is more embarrassment coming. That one I can guarantee.
06:21 Mr. Speaker, what is most hurtful is that even after your communication, the CSU, who
06:26 ordinarily should be asleep thinking about how he is going to make the lives of Kenyans
06:29 better, had the audacity to fire off another tweet on material that was presented before
06:34 this House. Mr. Speaker, what I want us to do, honestly speaking, action must be taken.
06:40 I am actually made aware by the members of this House who represent us in the PAC that
06:46 Moses Skuria ran away with money belonging to Parliament. He should actually be brought
06:50 to answer questions about those things and removed from his position, because for me
06:54 really, there is nothing that brings me greater joy than being proven right about the things
06:59 that I have said about this administration. And I just want the majority leader, please,
07:04 about this administration, because as you have said yourself, it casts very serious
07:08 doubt on the capacity of the appointing authority. How much embarrassment can the President take?
07:13 It is just one man, Mr. Speaker. So what we want to do, as they say, there is a famous
07:19 poem by Martin Nimola. First he came for the media, and when I brought a motion of censure
07:25 for the media, some of you were saying, "Oh, Sifuna is in the habit of attacking this government."
07:29 Now he has come for the Senate. Do something. Do something about this national shame, because
07:34 it will continue unabated. That is who Moses Skuria is. I thank you, Mr. Speaker.
07:41 Thank you very much, Mr. Speaker, sir. I also rise to weigh on this important matter. Mr.
07:46 Speaker, sir, it is time that we as a country would stand up and be counted with one voice
07:52 and tell the President that he should not be held hostage by some of these log ministers
07:56 he has appointed to the government. Mr. Speaker, sir, at this time when Kenyans are suffering
08:01 from high cost of living, the least that we need are these ministers who cannot even pronounce
08:06 them to the policy direction, but instead they take it to the media to actually de-abuse
08:14 and debilitate this House. Mr. Speaker, sir, I do join lance with my colleagues. It is
08:19 the high time we tell the President he must put the House in order. Some of these Cabinet
08:24 Secretaries, Mr. Speaker, they are a big shame to the nation. The only thing that they can
08:28 do, Mr. Speaker, when we complain of high cost of living, they tell us to go and dig
08:33 our wells to produce our oil. Mr. Speaker, sir, it is unacceptable, and I would want
08:38 to put it in no and unmistakable terms, central region is no shortage of intelligent people
08:44 who are capable of running the docket that Korea is running, and he should be shown the
08:49 door as early as today, Mr. Speaker. We have the power, Mr. Speaker, to tell the President
08:54 that indeed such a serious like Moses Korea should be fired if not yesterday, today in
09:00 the morning, Mr. Speaker. It is a great shame to this House and to the nation indeed that
09:05 someone at the middle of the night, instead of addressing the pertinent issues that are
09:09 confronting Kenyans, he would take with a cup of -- Mr. Speaker, sir, he should be fired.
09:19 Thank you, Mr. Speaker, for giving me this opportunity to contribute on this important
09:25 matter. Mr. Speaker, I just want to generalize my comments because there is an observation
09:34 I have made. Many of our leaders want to destroy institutions who have responsibility of making
09:43 sure that our country runs properly. Mr. Speaker, Honorable Moses Korea is somebody I have been
09:50 in Parliament with for many years, including yourself. To a large extent, we have found
09:56 him extremely intelligent and somebody who made sense. To some extent, he makes himself
10:02 look such a foolish man, you wonder whether he even ever stepped into a parliamentary
10:06 House. And yet, sometimes Moses doesn't understand that what he says means a lot to Kenyans.
10:18 And indeed, our words have consequences. I would really want to plead with him and many
10:25 other leaders to realize that these Houses, the National Assembly and the Senate, are
10:30 not just talking shops. This is a place where we discuss national policy. This is a place
10:36 where we influence public opinion. And this is a place where it is assumed that we'll
10:41 be providing direction on where our country is going. I really would like, Mr. Speaker,
10:47 to plead with anybody who knows Moses like I do and many others. We talk to him and tell
10:54 him that he has to up his game. At this rate, all of us are going to become his enemy. Thank
