00:00 PT Pelabuhan Indonesia Persero has applied the multi-purpose terminal operation system to increase service to the non-plastic cargo port.
00:09 This new operation system is based on planning and controlling and has been integrated with other support systems in the port.
00:20 PT Pelabuhan Indonesia Persero has launched the multi-purpose terminal operation system or Pelindo Terminal Operating System Multi-Purpose or PTOSM on September 27, 2023.
00:33 This operating system is a single platform application for operating support for service to the port on non-plastic cargo based on planning and controlling functions.
00:44 Currently, the Pelindo multi-purpose terminal operation system has been used in 16 ports in the Pelindo working area since the end of 2022.
00:53 And gradually, Pelindo will operate the operating system on other terminals in Indonesia.
00:59 PTOSM has an integrated architecture with other systems such as customer portal, ship service system and financial service system.
01:10 In addition to being integrated, PTOSM also has features that make it easier to provide services such as online booking request, operation planning, storage inventory, and control and monitoring.
01:21 Meanwhile, Pelindo has so far continued to commit to promoting the role of the port for the smoothness of cargo flow.
01:28 Through an effort to shorten the time of standard or port stay and the time of cargo stay at the port with standardization and port digitalization.
01:36 Which is supported by an increase in the capability of human resources that are competent and professional.
01:41 So it is expected to directly contribute to the reduction of national logistic costs.
01:55 Okay, Mr. Mir, let's discuss our interesting topic today. The Pelindo multi-purpose terminal operation system. We are with Mr. Lizum.
02:01 Together with Mr. Arief Suharto, he is the Chief Director of PT Pelabuhan Indonesia Persero.
02:06 Good morning, Mr. Arief.
02:08 Good morning, Mr. Arief.
02:11 Yes, greetings, Mr. Arief.
02:12 Greetings, always healthy.
02:15 Okay, thank you for the opportunity. We will review first how the service performance, productivity of the port itself
02:22 which is in the operation of Pelindo itself, what is it like? Mr. Arief, please.
02:27 Okay, if we say it's related to Pelindo's energy, we see in 2022, 2021 and 2020.
02:37 If we look at 2021, it has grown quite a lot.
02:42 If we look at the packaging, previously 15 million became 17 million in 2021.
02:47 But in 2022, although it has grown, it is still a little, the growth is below 1%.
02:54 Then for non-packaged, this is a bit big. In 2020, around 133 million.
03:00 And in 2021, 148 million and in 2022, 160 million. There is an increase.
03:08 Roughly like that, from the volume side, what is maintained by Pelindo, both packaged and non-packaged in 2021 to 2022.
03:18 Okay, and Pelindo has just launched this multi-purpose operating system.
03:23 Mr. Arief, maybe it can also be explained to the audience.
03:25 What is the working mechanism of this new operating system?
03:29 Then what will it be like later?
03:31 What are the benefits of this new system?
03:40 So if I say that this platform is one of the front-end platforms.
03:50 So we call it, if the ship comes, it is pre-berthing, berthing and post-berthing.
03:56 For the application, this is a terminal application, where we have previously used the operating system for non-packaged, which we call Nusantara.
04:08 And this is for non-packaged.
04:11 The principle is to ensure that the cargo stay and port stay can be controlled.
04:19 Of course, when we want to get a good, short port stay, of course, the flow of goods and flow of documents must be controlled.
04:28 And here is operational based planning and control.
04:31 It means that before we start the activity, we must prepare the resources needed.
04:37 For example, cargo, the second is the gable, the third is the equipment, the fourth is the warehouse.
04:43 The fifth is how we communicate and pay external.
04:46 Like external goods and external trucks.
04:49 Something like that, the basics are how to make sure that the operation goes well and of course achieves the productivity we expect.
04:59 The end is the post stay and cargo stay can be controlled.
05:02 Okay, it was also mentioned at the beginning of the delivery package that it has been applied in several ports before.
05:09 And the effectiveness and efficiency produced by this operating system, what is it like?
05:17 So, before we talk about non-packaged, we talk about packaged.
05:22 Packaged is in some ports, there is a short time for the ship to arrive.
05:31 It can be up to 50%.
05:33 For example, the previous one was two days, it became one day.
05:36 Maybe two and a half days, it became two days.
05:38 So, it depends on the maturity of each.
05:40 Likewise, for the packaged, of course, gradually, the operational time will be reduced because the speed is high.
05:51 And there are 10% and 20% depending on the maturity of each terminal.
05:57 Okay, and if we look at the implementation of this operating system,
06:03 what is the basic and what is the relationship with digital services that are also offered to consumers or customers?
06:11 So, in ports in general, this is when the ship arrives, it communicates with the portnet,
06:19 selects the connection, then communicates with the VNC, the main service application,
06:25 then the operational terminal.
06:28 And this is part of the digitization that is done in the port.
06:32 At the end, that's what I said earlier, to ensure that the port stay and cargo stay can be better.
06:39 Okay, and for the implementation mechanism itself,
06:42 do the users have to download this application,
06:45 then they just follow the directions in the application or how?
06:50 I remember there was planning and controlling.
06:52 That's web-based.
06:54 Okay.
06:55 Web-based, application based on the web.
06:58 So it's very easy for service users.
07:02 Okay, and so far, sir, if we look at it, there are already some that have been implemented.
07:07 Then, is there an evaluation that has been done, Mr. Arief, so far?
07:11 So, of course, the evaluation is a never-ending story.
07:16 How do we keep improving, which in the end is the port stay and cargo stay.
07:21 So, we will continue to do it.
07:23 And this is the factor, there is infrastructure, there is superstructure, there is a process, there is people.
07:30 And the most important thing is how we collaborate with the external.
07:34 For example, during the operational, and there are some cargoes that are said to be directly out.
07:40 We must also be fully operational within 24 hours.
07:44 Because the port, the user, applies the 24/7 operation.
07:48 How can we apply 24/7 and will be optimal if the external side is not 24/7.
07:54 This is also, of course, communication and how we do improvements.
07:59 Not only in the port, but also from the external side, we must communicate to achieve the common goal.
08:06 Which is how to shorten the process and cargo stay.
08:08 Okay. If we try to catch up with our national logistics system,
08:12 so that it can be more efficient, more efficient, and also the price or logistic cost,
08:18 can this be part of the national effort?
08:21 Hold on for a moment, Mr. Arief, we will be back in a moment.
08:24 And Mr. Mirsa, we will be back soon to finish the next part.
08:27 Thank you for joining us in the market review.
08:30 Mr. Mirsa, we will be sharing a number of data related to the management of the port in PT Pelindo.
08:36 You can see the complete data on the Tolovisan screen for area 1.
08:39 There is Ulelep Port in Aceh City, then Belawan, Medan City,
08:45 International Container Terminal, this is also in Belawan.
08:48 Then there is Pekanbaru Port, Jambi Port, and Batam Port.
08:53 This is for area 1.
08:54 Then we look at the management of port in area 2.
08:57 It is everywhere. There is Teluk Bayur Port, Padang City,
09:01 then Palembang Port, Pangkal Balam Port, Tanjung Pandan Port,
09:07 then Panjang Kota Port in Bandar Lampung,
09:10 Banten Port in Celegon City, then Tanjung Priok Port,
09:15 Jakarta International Container Terminal, Sunda Kelapa Port,
09:19 and Lui Kora Port in Pontianak City.
09:23 We will continue our discussion with Mr. Arief Soehartono,
09:27 he is the Chief Executive Officer of PT Pelabuhan Indonesia Persero.
09:30 Mr. Arief, we will continue.
09:32 If we look at some of the port management in Plano,
09:37 with this system, is it all that is in area 1, 2, and 3,
09:43 then have you applied it from this new multi-purpose operating system?
09:49 So, related to terminal transformation,
09:52 it is the terminal transformation part.
09:54 And I said that this system is the third stage.
09:59 The first is called sound awareness,
10:02 the second is standardization, and the third is systemization.
10:05 And how we make those changes,
10:08 of course, through a fairly complicated process.
10:11 Why? What we transform basically is the ecosystem,
10:14 not just in the place of the customer.
10:17 And we currently have about 16 or 18 ports
10:21 that have used this application.
10:23 Previously, we also used, I mentioned earlier,
10:26 we used the operating container terminal,
10:28 we gradually transformed it.
10:30 And later, all the port under Pelindo will use a single system.
10:35 For the main port, we will use Nusantara.
10:38 And for the non-main port, we will use this one, M-TOS.
10:43 So, gradually we will go there,
10:45 and the process to transform depends on maturity.
10:49 Some are fast, fast means at least 3-4 months.
10:52 It's not fast.
10:53 For those whose maturity is still low,
10:56 it can reach 8-9 months.
10:58 Because we have to correct it,
11:00 related to the process first, what the facilities are like.
11:03 So, it depends on the conditions of each maturity.
11:06 That's why when we say,
11:08 related to what, how it changes,
11:10 it depends.
11:11 Some may go down by 10%,
11:14 but some go down by 50%.
11:16 For example, there is data
11:18 in Tanjung Berak,
11:21 in Jambrut, in Nilan, in Mira.
11:24 The port stay from 6 days ago,
11:27 it became 3 days.
11:28 It means there is productivity that increases so drastically.
11:31 Tanjung Wangi, from 3 days,
11:33 it became 2.8.
11:34 It's not too much.
11:36 Maybe it's also the maturity,
11:38 maybe it's also related to other factors.
11:40 From Teluk Bayu,
11:42 from 2 days, it became 1 day.
11:44 This is the productivity that changes
11:47 when using it like that.
11:48 Why?
11:49 Because the visibility of the resources used
11:52 is constantly monitored.
11:54 So, it's like during the operation,
11:56 the ship will be monitored
11:58 based on those factors.
12:00 There are torches, tools,
12:02 and there are also other facilities
12:04 that are constantly controlled.
12:06 Maybe during the initial planning,
12:08 the resources are placed like this.
12:10 But during the operation,
12:12 there are changes, there are obstacles.
12:14 So, adjustments are made
12:16 to make sure the process runs smoothly.
12:19 Something like that.
12:20 For the ship itself,
12:21 when using the application
12:23 or this new operating system,
12:25 will they follow the instructions
12:27 that are given by the port?
12:29 Or what will happen, Mr. Arief?
12:31 So, actually, at that time,
12:33 it was already a terminal operation.
12:35 Terminal operation.
12:36 What's important is that,
12:38 if it's related to the bomb,
12:40 of course, land functions
12:42 contribute more.
12:44 Communication in the west,
12:46 the resources used for land operations,
12:48 are actually more...
12:50 more...
12:52 more war-related.
12:53 But of course,
12:55 communication with the chief of the ship
12:57 must also be done
12:59 to make sure that
13:01 safety factors, and other factors,
13:03 are still running.
13:04 It means that our communication
13:06 with the ship must always be done
13:08 during the operation.
13:09 Okay. And it must be effective,
13:11 if you say so, Mr. Arief,
13:13 to reduce the time
13:15 that the ship is waiting,
13:17 and the time that they are dismantling the nuclear.
13:19 And, up to now,
13:21 how many ports have already
13:23 implemented this multi-purpose operating system?
13:25 So, once again,
13:27 it's related to the waiting time, it's a bit different.
13:29 Because this is already an operation in the terminal.
13:31 So, pre-berthing, berthing, post-berthing.
13:34 This is already a berthing operation.
13:36 At this time, for the use of
13:38 this non-berthing application,
13:40 it's around 18.
13:42 18 have been used.
13:44 We will gradually
13:46 continue to develop it.
13:48 Because the resources are quite limited.
13:50 That's it. If we talk about the challenges
13:52 on the basis of implementing this multi-purpose operating system,
13:55 where is the bottleneck?
13:57 If we look at the characteristics
13:59 of each port under the umbrella.
14:02 So, one is the basic infrastructure,
14:05 which is different between the ports.
14:07 Of course,
14:09 because again, this is an egg and a chicken.
14:11 For example, if we have
14:13 a sophisticated facility,
14:15 but the cargo is also low,
14:17 we also have to find
14:19 the most optimal point.
14:21 So, that's the first problem.
14:23 The second is the gap capability problem.
14:25 But it can be done with training,
14:27 with crossing
14:29 of resources.
14:31 But the point is that
14:33 we can do it, but again,
14:35 the maturity will determine
14:37 how fast
14:39 the transformation will be.
14:41 The more mature a terminal, the faster it will be.
14:43 But if the conditions
14:45 are existing,
14:47 the transfer is limited,
14:49 it takes time.
14:51 That's it. To be able to maintain
14:53 the same maturity
14:55 between one port and another port,
14:57 there are some
14:59 steps that will be
15:01 applied, Mr. Arief, so that
15:03 the average will experience
15:05 development or growth
15:07 significantly.
15:09 So, if we talk about the aspects,
15:11 the first is infrastructure, the second is
15:13 superstructure, the third is process,
15:15 the fourth is people,
15:17 the fifth is system.
15:19 The system is already there.
15:21 If people have gap capability,
15:23 we do
15:25 on-the-job training,
15:27 and we do
15:29 crossing of people to speed up
15:31 capability.
15:33 If it's
15:35 the same process,
15:37 because the process is the same
15:39 as the people, education people,
15:41 but infrastructure and superstructure.
15:43 Infrastructure,
15:45 we do improvements,
15:47 if we add more,
15:49 superstructure, after the merger,
15:51 we do optimization,
15:53 because there are some port that
15:55 excess capacity, there are ports that
15:57 lack capacity. We do
15:59 shifting, if it's
16:01 in the form of superstructure,
16:03 in the form of equipment, we do it like that,
16:05 before we decide, it's additional
16:07 investment. I told
16:09 my friends in Lindo, the merger boss,
16:11 maybe the financial condition of Lindo is
16:13 quite healthy, the cash is enough,
16:15 but the task is also a lot.
16:17 So, from that, I would like to say that
16:19 investment is the last way
16:21 to increase performance and capacity.
16:23 I make sure that
16:25 the use of existing resources first,
16:27 improving the process,
16:29 if it's still not enough, then it's called investment.
16:31 So, be careful when you invest.
16:33 That's it.
16:35 The priority scale for investment,
16:37 development of ports, because we know,
16:39 the focus of the government is the East Indonesia region,
16:41 right, Mr. Arief? Will you
16:43 focus there or not? Hold on,
16:45 Mr. Arief, we will discuss in a moment.
16:47 And, Mr. Mirsa, we will be back
16:49 in a moment.
16:51 Okay, Mr. Mirsa, we will continue our interesting discussion
16:53 with Mr. Arief Soehartono,
16:55 the Chief Director of PT Pelabuhan Indonesia Persero.
16:57 Mr. Arief, we will continue,
16:59 we will talk about how the government
17:01 also tries to balance
17:03 economic development from Sabang to Merauke,
17:05 Indonesia West, East Indonesia,
17:07 that's the focus of the government.
17:09 How about the focus of the government
17:11 to increase equality,
17:13 services, ports,
17:15 infrastructure of ports in the East Indonesia region, Mr. Arief?
17:19 Okay, for the government,
17:21 East Indonesia, West Indonesia,
17:23 it's the same. But, the fact is
17:25 that there is a disparity,
17:27 a gap, a gap of performance
17:29 between East and West.
17:31 And one of the things that we have to
17:33 focus on is how we transform
17:35 the terminal, transform Pelabuhan Indonesia in the East.
17:37 And the end result is
17:39 the port stay can be shortened.
17:41 And, before, in the East,
17:43 in this event,
17:45 I would like to thank
17:47 our brothers in the East,
17:49 in Papua, in Sorong,
17:51 Jayapura,
17:53 Manukwari,
17:55 those places that were not operational
17:57 on Sunday morning,
17:59 with good communication,
18:01 with proximity to the region,
18:03 with the village,
18:05 with the people, with the church,
18:07 with the custom, then in the end,
18:09 there is no difference
18:11 between Papua and West Indonesia.
18:13 It means that the operational of Pelabuhan
18:15 is 24/7, including Sunday.
18:17 Okay.
18:19 Transformations like that
18:21 have an impact on, again, the port stay
18:23 in Jayapura, in Sorong,
18:25 in Jayapura,
18:27 for the terminal,
18:29 there have been such transformations.
18:31 Once again,
18:33 how we educate
18:35 our friends in the East,
18:37 we do it, and how they bring us
18:39 to the West to make changes.
18:41 And in the end, they can.
18:43 At the beginning,
18:45 it was a bit difficult.
18:47 And now, for the terminal,
18:49 later on, the terminal,
18:51 all the passengers will use
18:53 the same system. It means that
18:55 friends from Sorong, friends from Jayapura,
18:57 for example, will move to Jakarta,
18:59 then they will face
19:01 the same platform,
19:03 then they will quickly
19:05 become a passenger.
19:07 The size may be different.
19:09 Yes, maybe the size is different. Why?
19:11 For example, this is a ship
19:13 in Jayapura, maybe only
19:15 the load capacity is 600,
19:17 but in Jakarta, for example, 3000.
19:19 So, the process is the same,
19:21 but the complexity is a bit different.
19:23 And this only requires
19:25 one training platform,
19:27 not that long.
19:29 And this is what we do.
19:31 So, all of Indonesia, gradually,
19:33 will use the operating system
19:35 for the same cargo and non-cargo.
19:37 So, that's it.
19:39 Yes, and we know that in a while,
19:41 we will have a Christmas and New Year.
19:43 What are the preparations of your friends?
19:45 How is it? There are
19:47 the goods, then the people
19:49 who are going, of course,
19:51 will use sea transportation. Mr. Arief.
19:53 So, Belindo,
19:55 is a terminal facility
19:57 for passengers.
19:59 Yes.
20:01 And here,
20:03 the trend is to use a sea ship
20:05 owned by Belindo. But how
20:07 do we collaborate with them to make sure
20:09 the smoothness of the trip?
20:11 Like last year,
20:13 we coordinated
20:15 with the Ministry of Transportation
20:17 in the Ministry of Foreign Affairs,
20:19 how we solve
20:21 the problem in the crossing
20:23 which is mainly
20:25 from Java to Sumatra.
20:27 How do we solve the traffic
20:29 which is going to be a nightmare,
20:31 which has to wait for 2-3 days,
20:33 almost 20 meters.
20:35 How do we collaborate
20:37 with them? We use the port
20:39 of Ciwandan and the port of Panjang
20:41 to support
20:43 the activities. In the end,
20:45 maybe you know that
20:47 last year, there was no problem
20:49 in the crossing of Java-Sumatra.
20:51 This is how we communicate
20:53 with them. And
20:55 the way we communicate
20:57 to make sure
20:59 that the activities on the ground are going well,
21:01 effective, maybe,
21:03 same as the goods, short
21:05 the ship in the port.
21:07 How do we manage
21:09 the passengers coming
21:11 to the port,
21:13 passengers coming to the ship,
21:15 as effective as possible. In the end,
21:17 the speed of the goods, what can we do,
21:19 and in the end, we can enjoy it together.
21:21 Once again, it proves
21:23 that what we do,
21:25 the communication, of course, is led by the Minister of Transportation,
21:27 how the clean pool
21:29 between the passengers, between the ferry and the ISDP,
21:31 which is led by the Transportation,
21:33 can produce something
21:35 extraordinary, which in the end,
21:37 Java-Sumatra last year,
21:39 was extraordinary.
21:41 Your last words of optimism, related to the implementation
21:43 of this new multi-purpose protection system,
21:45 what will it be like in the future?
21:47 I would like to support
21:49 that this implementation
21:51 requires a process, and usually
21:53 when we do a transformation,
21:55 it doesn't go straight from here,
21:57 but usually there is a slight decline.
21:59 So, please,
22:01 please understand, and that's one process.
22:03 And we hope that
22:05 what is the overall
22:07 behavior of the protection,
22:09 will use a single system,
22:11 will use the same process,
22:13 so that the communication between the protection
22:15 and the customer will be much better,
22:17 which in the end will smoothen the flow of hope.
22:19 That's all, Pak.
22:21 Pak Arief, thank you very much for your time
22:23 and sharing that you have conveyed to the audience.
22:25 Keep going, Pak, for the protection
22:27 in how to serve the community
22:29 so well from the side of people,
22:31 humans, and also goods from Sabang
22:33 to Merauke. See you again, Pak Arief.
22:35 Thank you very much.
